What kind of message is the New Hampshire attorney general’s office sending to police officers in the state by refusing to press charges against the New London police chief, who resigned after being accused of trying to coerce a female Colby-Sawyer student into giving him nude photos of herself in exchange for dropping underage drinking charges?
Here’s what the AG said in a press release sent out April 4:
“On March 6, 2013, a complaint was made with the Attorney General’s Office regarding then Chief (David) Seastrand’s interaction with an adult female who had been arrested a few days prior. The complainant reported that Seastrand indicated her charges would be dropped if she allowed him to take a series of nude photographs of her. Based on this complaint, a criminal investigation was initiated. Earlier today, pursuant to a negotiated disposition, Seastrand agreed to immediately resign as the chief of police and permanently relinquish his certification as a police officer. Given this resolution, the state’s investigation will be concluded and criminal charge(s) will not be brought in regard to Seastrand’s conduct on March 6, 2013.”
Reporting on the case, the Concord Monitor wrote: “Richard Lehmann, the woman’s lawyer, said the incident happened three days after she was charged with underage drinking and giving a false name to the police. Lehmann said Seastrand asked her to come to the police department, then harassed her for three hours. ‘There was an extended attempt to bargain away her criminal charges in exchange for her allowing herself to be photographed naked,’” Lehmann said. “’Obviously she refused.’”
These allegations suggest a deeply disturbing misuse of police authority by the former chief. If true (and why would the chief have resigned and relinquished his certification if they weren’t?), this is a classic case of a sexual predator using his position of power and authority to sexually exploit his vulnerable victim.
Allowing the chief to simply resign with all his pay, benefits and pension intact sends the not-so-subtle message to others in the state in positions of authority that they can get away with preying on the vulnerable, and even if they are caught, the worst they will get is a slap on the wrist.
It also sends the message to victims that the state does not stand behind them to the fullest extent of the law.
The Monitor reports Associate Attorney General Jane Young saying her office decided against bringing charges because the alleged victim and Seastrand were the only ones in the police station when the incident occurred.
Sadly, here at the Portsmouth Herald, we have had our own firsthand experience with the attorney general refusing to bring the full weight of its office to prosecute a police officer accused of sexually assaulting one of our reporters.
In that case, as in this one, the AG said it couldn’t do much because they viewed it as a case of “he said, she said,” even though their own investigating trooper reported five crimes had been committed.
What we say is that the victim deserves her day in court. If a victim is willing to pursue charges, the attorney general should be her advocate, not a deterrent throwing up hypothetical roadblocks about how difficult it will be to prosecute the case.
In the case in New London, as in our own experience, smart, strong women with legal representation were able to get some degree of justice, but not full justice.
And we can’t help but wonder how many women are out there who have been exploited or extorted and who are without the means to hire legal representation to fight back.
The attorney general needs to do a better job of standing up for victims of sexual assault and exploitation, and its role becomes even more important when the alleged abuser is a police officer empowered by the public’s trust.

GILFORD — A town official confirmed yesterday that a second Gilford Police Officer has been placed on an paid administrative leave.
The official said that on or about September 15, Officer Holly Harris was placed on a paid leave. She is the Gilford School District's School Resource Officer.
Two weeks ago, officials confirmed Police Chief Kevin Keenan has been placed on paid administrative leave as of August 29.
The town official gave no reason for either leave.
Lt. James Leach is acting chief and last week Town Administrator Scott Dunn said Leach assumed the role of acting chief because of the way the department is structured.

GILFORD — Police Chief Kevin Keenan and Holly Harris, one of the police department’s student resource officers, are being investigated by the town relative to an alleged affair, the New Hampshire Union Leader has confirmed. The two have both been placed on paid leave.
The town became aware of the situation over the past several weeks.
“It’s different when an officer has an affair with another officer. This is a chief of police having an affair with another officer, and the other officer is somebody we trust with our students every day,” said a source who didn’t wish to be named because of his involvement with the law enforcement community.
“We expect a higher level of quality from our police chief,” said the source. “This had to be investigated. Personally, he may be a very good person, but he’s been engaging in activities that are not compatible with his profession.”
Chief Keenan, who did not return calls for comment Wednesday, was put on leave Aug. 29, according to the acting police chief, Lt. James Leach. Officer Harris was put on leave a few days after. She could not be reached for comment.
Town Administrator Scott Dunn would not comment on the investigation.
Both individuals have attorneys to represent them in the investigation, which sources say is expected to be completed next week.
Keenan has been with the department for nearly 20 years, having been appointed chief in October 2011. He has a salary of $83,500.
Harris began her law enforcement career in 2004 with the Belmont Police Department. In August 2005, she joined the Gilford Police Department as a school resource officer and as a DARE instructor for students in the Gilford School District.
The article doesn't say if one or the other are married . Could be love at first sight but still is a near conflict w/i that department. In any event it can't be as bad as the past goings on with our former chief and past goings on in the department..JMHO

Consentino writes in his latest lie letter that the Atkinson Senior Fund is the same fund that people had been contributing to since 1993. This is fraud.

I find it interesting that you feel the need to go ahead with this without consulting the townspeople, are you afraid they may not agree with you? Why would they, if you are going to take a position that cost less than 30,000 and make it a position that will cost no less than 80,000 (and that's a cheap estimate). Mr Inness says this new chief will work patrol, (haha) Does Savage, Garrone, Donovan or even Chief Denaro jump in the cruiser? Who do you think will take this job and work patrol, while attending meetings, working the budget, running the department and listening to the citizens? That's a pipe dream Bill, Bill and Bill.
You guys can't even balance this years budget, you are robbing Peter to pay Paul in order to restore the Community Center and fix Town Hall. This article failed to mention how much you will be paying to conduct this "nation-wide" search for the new commissioner. Will it be done by a volunteer citizens group or are you making another donation to that private consulting group? If that's the case let us know cause I'm sure they are not cheap and that would bring the real cost of replacing PVC up to 100,000.

Police chief may become full-time job
Salary will be included in next budget

ATKINSON — For the first time in decades, the town could have a full-time police chief.
Selectmen voted Monday to include money in next year’s budget to turn the police chief’s position from part-time to full-time.
“The police chief in Atkinson has historically been a part-time job,” Town Administrator Bill Innes said. “We had two reports done by consultants who recommended to us that this was the way to go.”
Sgt. Patrick Caggiano has served as acting police chief since Phil Consentino was fired in February. Consentino worked 25 hours a week as police chief and was also the town’s volunteer elderly affairs director. He had been chief for 35 years and was paid less than $30,000 a year.
“We want the individual who is the next chief to focus more on police,” Innes said.
Selectman Bill Friel said it was the best decision for the town moving forward.
“My goal is to provide the residents of the town of Atkinson with the best police practices, proper risk management, and a safe and secure environment,” Friel said.
Innes said a search to fill the position will begin next year. His hope is to have a permanent chief shortly after Town Meeting in March. He said Caggiano would be considered in the search if he applies for the chief’s job.
Caggiano could not be reached for comment.
Since Consentino was fired, the $32,000 budgeted for police chief’s position has not been spent.
“It’s going to be part of the money we use to offset some of the over expenditures in our budget,” Innes said.
Innes said they have overspent on 40 budget lines for a total of $73,000.
The police chief’s salary has not been determined.
“We are going to look at what the average salaries for similar police chiefs are and then make that decision,” Innes said.
There are six full-time officers and 12 part-time officers in the department.
“We’re at the point where the police department is growing larger, so we believe this is something that the town is ready for,” Innes said.
He said they wanted to move away from the police chief doing strictly administrative duties.
“It’s going to be an active and working chief,” Innes said. “We want them on patrol.”
The move to a full-time chief will not be a warrant article, but rather the full-time salary will be included in the budget voters will be asked to approve at Town Meeting.
“It is within the selectmen’s rights to make that decision,” Innes said. “The budget just has to be approved by the voters at Town Meeting.”
My question is why do they think they have the right? There was no explanation provided.
We were stuck with a part-time Chief for years due to that warrant article stupidly passed by the politically connected. What has changed here?
Just some rough math Atkinson voters, a new chief gets (if we are lucky) 80,000. Is that the only cost? No let's add 10,000 for taxes, 20, 000 for insurance and another 10, 000 for his take home vehicle. That brings the real cost of adding a 7th Full time Cop to 120,000. Don't forget the guy sitting in the corner office isn't leaving so we are adding 120,000 for an administrator who may stop a car here and there. Wake up voters!!!!!!

I agree that they should be a full time chief the new chief has to be looking out for the budget and personal matters ,etc. If he/she leaves it up to a secretary or someone else to do the things he should be doing in the station then he /she can patrol the town with the headaches of mistakes and accountability he/she is responsible for. I'd say no to his patrolling except for in dire emergencies due to lack of man power or disaster events.

BRENTWOOD — A Plaistow police detective has been indicted on charges that he allegedly held a knife to the neck of a 22-year-old man in Newton, groped a 21-year-old woman and threw a beer and lunged at another woman during an off-duty incident in May, according to indictments.
George Wickson, 40, was indicted by a Rockingham County Superior Court grand jury on a felony count of criminal threatening for allegedly pointing the knife at the man, “and stating words to the effect of ‘shut up or I’ll slice you,’ ” according to an indictment.
Wickson also faces four misdemeanor charges that include two counts of simple assault, and single counts of criminal threatening and attempted simple assault for his alleged interactions with the two women.
The incident happened at an undisclosed location in Newton on May 25, according to indictments.
Rose-Marie Balboni, an assistant county attorney with the Hillsborough County Attorney’s Office, said on Thursday that she could not comment on an open case.
The case was investigated by state police. The Hillsborough County Attorney’s Office was called in to handle the case to avoid a conflict of interest with local prosecutors.
Court papers say Wickson grabbed the 21-year-old woman by the hair at one point, “attempted to kiss her” and grabbed her buttocks. Wickson threw the beer at a 30-year-old woman, and “then lunged towards (her) as if to hit her,” according to court records.
Portsmouth defense lawyer Brian Lavallee said on Thursday that the indictments do not paint an accurate picture of what occurred.
“I’m not going to be able to make any particular comments on the allegations,” Lavallee said. “My client adamantly denies the charges. The grand jury is a secret, one-sided process, and I look forward to getting into court and beginning his defense in earnest.”
Plaistow police said in a released statement late Thursday afternoon that Wickson has been placed on unpaid administrative leave while the town conducts an internal investigation into his alleged conduct.
The criminal threatening charge for allegedly threatening the man with a knife is a Class B felony punishable by up to 3½ to 7 years in prison and a $4,000 fine. The misdemeanor charges are each punishable by up to a year in county jail and a $2,000 fine.
Wickson has served on the Rockingham County Sheriff Department’s Drug Task Force, and worked on several high profile cases over the years, including the investigation into the Plaistow couple charged in connection with the abuse of 3-year-old James Nicholson.
Roland Dow, 27, of Plaistow, is scheduled to go on trial later this year on charges of first- and second-degree assault for allegedly abusing the boy over several days in November.
Wickson is scheduled to be arraigned on the charges Oct. 24 in Rockingham County Superior Court.

The work in fields of enforcement of law ,psychiatric, and numerous social work can be very disturbing and have an effect and affect on that person. In many cases it causes the person to indulge in more alcohol and mental problems be they are temporary or not. Was he drinking at the time ? Was he being harassed at the time? Was he, for no apparent reason, harassing some person[s]? People are quick to judge due to who the person is that are accused of any thing especially if they are in the public eye. No one knows what will happen from moment to moment ,day to day, of what they will do even with careful planning . We have a crazy society today and it is getting worse . It is time to open more alcohol, drug clinics and mental facilities before we all are affected directly or not by these things. Alcohol Anonymous and Narcotic Anonymous are full of people as "members" but there isn't enough of what I've mentioned here. I am not judging Mr.Wickson as I and you do not know what had really happened that night and what he may or not may have as a or any problem. Police officers have been known to be harassed in public places by others .
If Wickson was drinking and possibly drunk where was the obligation of the place he was in ? I thought the bartender and waitress[s] had the obligation to stop service to any person who they even thought may have had enough of consumed alcohol. The place of business can now look forward to a law suit. Oh!! I forgot they are insured! What they do forget and apparently so is their being shut down and loss of license and fine[s].
RIP Todd. Thank you for being so dedicated to us while you were so ill. You're a good man and you will be missed.
The sadness in which I received the news of Todd's passing cannot be expressed in words.
I knew Todd. Worked with him. He was intelligent, honest, and dedicated to the betterment of Atkinson. He was what I hoped would be a new generation of leaders that could help erase the stain that has for so long labeled Atkinson as corrupt and the laughing stock of our neighbors.
That he played a major part in removing what many consider Arkinson's biggest problem is a testimony to his leadership.
Todd, you were dealt a very bad hand and Atkinson will suffer, if not regress to its old ways. You will be sorely missed.
My deepest condolences to his family, but you can be proud of his legacy. RIP my dear friend.
He was dealt a bad hand but I hope we can continue to move in this better direction, one Todd helped with. Let's work together to make sure we do, in Todd's honor. We need honest strong people to stand up now and help keep us from repeating history.

Former detective sues police department
Lawsuit alleges he was falsely accused

PLAISTOW — A former Plaistow police detective has sued the department, claiming top police officials falsely accused him of misconduct in an attempt to fire him.
Nicolas Fiset, now a member of the Atkinson Police Department, also alleges Plaistow police Chief Stephen Savage and Deputy Chief Kathleen Jones asked that he be placed on the state’s Laurie List.
The list includes the names of police officers whose credibility could be questioned if they are asked to testify about a case. Fiset is seeking an injunction to have Rockingham County Attorney James Reams remove his name from the list.
The lawsuit, filed last week in Rockingham Superior Court, also seeks unspecified damages. Savage, Jones, Reams and the town are all named as defendants.
Fiset, a former police union representative, alleges Savage and Jones launched a campaign to discredit and fire him because he often criticized their policies. Fiset also arrested Jones’s stepfather on a driving while intoxicated charge, the lawsuit said.
The detective accuses Jones of “illegally and maliciously” presenting false information about him to the town of Atkinson. The allegations have caused Fiset to suffer severe emotional distress and financial losses, the lawsuit said.
Fiset also said that before he joined the Plaistow Police Department, his mother — a former town selectman — was involved in disciplining Savage and Jones. The lawsuit does not say why they were disciplined.
The detective accuses the two police officials of saying he falsely reported an automobile stop June 17, 2011, and then launching a “bogus investigation” of the matter. The lawsuit does not go into further detail.
Four months later, Savage and Jones asked Reams to place Fiset on the Laurie List as a result of their investigation, the lawsuit said.
“The Plaistow defendants never gave plaintiff Nicolas Fiset an opportunity to contest their fabricated charges nor was plaintiff Nicolas Fiset even notified that a Laurie Letter was sent to defendant James Reams,” the lawsuit said.
Neither Fiset nor his attorney, Lawrence Vogelman, could be reached yesterday for comment. Reams said he could not comment on Laurie List issues.
Savage and Jones also could not be reached for comment. Town Manager Sean Fitzgerald said he could not speak about pending litigation, referring questions to the town’s attorney, Mark Broth, who could not be reached.
Fiset was one of three veteran Plaistow officers who joined the Atkinson Police Department in October 2011, leaving after many years. The three included Patrick Caggiano, who has since been promoted from sergeant to chief.

At a faculties meeting that took just one hour and 35 minutes, the committee unanimously approved a $921,000 facilities budget. This represents a 60% increase over the 2013 budget and a 20% increase over the 2014 budget.

Instead of giving nut cases a bag of pills to take with no real mental /physical follow ups they should make a law to make the nut cases report to a mental hospital or clinic to see if they are well enough to be free in society. Just look at all that has gone on in the recent past with mental cases killing and hurting normal people.

PHILADELPHIA (AP) — The childhood home of princess and Hollywood icon Grace Kelly is the subject of a cat-hoarding investigation.
Officials with the Pennsylvania Society for the Prevention of Cruelty to Animals said Thursday they went to the house in the city’s leafy East Falls neighborhood after receiving a complaint on its cruelty hot line.
SPCA officials said their officers found the remains of several dead cats. They say at least 15 live cats have been seized from the home.
Investigators said the current homeowner is 81-years-old and has lived in the large brick house since 1973. The SPCA said the home was owned by the Academy Award-winning screen legend’s mother, Margaret Kelly, until 1970.
Grace Kelly, who was married to Prince Rainier of Monaco, died in 1982 in a car crash

Today I heard parents at the academy discussing the nightly fireworks on meditation lane. The police smoothing it over expecting families to put up with it. If my kids were dealing with this I would have sued the police and the person responsible long ago.

BRENTWOOD – Rockingham County Attorney James Reams and his deputy Tom Reid were suspended from their offices as part of a joint state and federal probe looking into "managerial and operational" issues of their office.
Reams has been the county attorney for 15 years.
Attorney General Joe Foster and U.S. Attorney John Kacavas made a joint announcement about the unseating of Reams and his deputy during a press conference in Rockingham County Superior Court.
Foster said a former employee made a complaint to his office, which set off the investigation.
"The allegations were significant," Foster said.
The interview with the former employee "led us to a number of other former employees we interviewed along with agents from the FBI," Foster said. "The interviews corroborated the allegations made by the initial complainant and raised other issues."
Foster said the investigation led him to suspend the prosecutorial duties of Reams, who has held the post of county attorney since being first elected in 1998.
Last night, county commissioners were informed about the investigation by the Attorney General's Office and agreed to place Reid an administrative leave. Foster said commissioners will be conducting their own investigation into the operations of the office.
Senior assistant attorney general James Boffetti has been named interim county attorney while the investigation continues, according to Foster.
FBI agents and investigators interviews of the staff and the assistant county attorneys at the office began this morning.
"We are hopeful they will be completed in short order," Foster said.
Kacavas said last week he received a request from Foster's office for assistance, and that his office has been working "shoulder to shoulder" with state investigators.
He said the measures taken by the state were meant to maintain the integrity of the investigation, and that residents should be assured that the County Attorney's Office will continue its work during the probe.
"This office remains open for business and the Rockingham County Attorney's Office will continue to function and administer criminal justice uninterrupted and unabated during pendency of this investigation," Kacavas said.
WOW! Looks like Consentino just lost Reams as one of the people that covered his ass when Consentio did illegal acts. Perhaps now the FBI is involved we can not only Reams but Consentino too. Both should be in jail.
