Timberlane board members continue to stir the pot.

PLAISTOW — Conflict and accusations continue within the ranks of the Timberlane Regional School Board and administration.
Donna Green, who represents Sandown on the board, is at the heart of much of it.
Even before her election to the board in March, Green challenged board members and Superintendent Earl Metzler a number of times.
She maintains a blog, dedicated to the district's budget, leaders and policies.
Before her election to the nine-member board, Green was on the Timberlane Budget Committee and had a thorny time of it there, too.
Some people appreciate Green's approach, her dogged pursuit of documents and figures, her dedication to keeping spending in line.
But her fellow board members are not among her fans. In July, a majority of the board voted to formally censure Green after they said she was posting misleading and inaccurate information on her blog.
Last month, School Board Chairman Nancy Steenson wrote Green a letter, outlining about 60 specific blog entries she said were inaccurate.
Metzler said the blog continues to be inaccurate. "It's disturbing, the truth is the truth, there is no need to make things up," he said. "We're trying to do the best for our kids here."
Steenson did not return phone calls seeking comment.
This week, Green struck back. Richard Lehmann, Green's attorney, sent letters to school district officials and Plaistow police Thursday. The concerns outlined include awarding a $50,000 contract to Metzler's wife, a security camera video of an incident in the administrative offices and the requirement that Green schedule an appointment before setting foot in the School Administrative Unit 55 building.
"I regret that it is necessary for me to take the step of retaining counsel to assist me," Green wrote, "but the administration leaves me no choice." Green is seeking clarification of the protocol for board members to visit the SAU office; a copy of the videotape school officials provided to Plaistow police; acknowledgement the board erred in its handling of the contract with Metzler's wife; and clarification of the existence of a no trespass order.
Three of those issues stem from a verbal exchange in July between Green and Cathy Belcher, Metzler's executive assistant.
That's one thing everyone seems to agree on, although not necessarily the magnitude of the disagreement. The exchange was captured on video tape, but Green has been denied a copy of that tape.
Metzler reported the incident to police and provided them with a copy of the tape. He said Friday he was unsure if the district still had a copy of the tape and noted there is no audio of the verbal argument.
Green claims administrators are holding her reputation "hostage" by not releasing the security video.
The water gets a little muddier here.
The incident is under investigation by police, acting Chief Kathleen Jones said, but would comment further.
Police Lt. William Baldwin is the former chairman of the Timberlane School Board and may be involved in the investigation.
Shortly after the incident, Steenson emailed Green and told her until the police investigation is complete she would have to schedule visits to the SAU office through Metzler. Green, through her attorney, is seeking clarification.
If there is not a no trespass order, Lehmann asks, then why must Green schedule visits through Metzler. She said it's affecting her ability to carry out her official responsibilities. Having Green schedule an appointment was done for the safety of employees and Green herself, Metzler said. "It's to protect both her and them from having a second incident or third incident," he said. Green also is treated differently, he said, because "other members of the board are currently not being investigated for the harassment of a public employee."
While other School Board members do not have to schedule appointments, Metzler said most do anyway. Finally, Elizabeth Metzler was hired to develop the curriculum for a foreign language program. She was recommended through the Southeast Regional Education Service.
Green claims the School Board violated the state's Right to Know law when approving the contract because they entered nonpublic session illegally.
There was no discussion about a request for proposals or contract, Lehmann wrote, and the contract "was done under the cover of darkness and hidden from public view."
But Metzler said it was a transparent process. Board members knew Elizabeth Metlzer worked for the education service and would likely be recommended for the job, he said. "I know how open and transparent I was about this the whole way," he said. "It was very transparent right from the start."
He said Green's numerous Right to Know requests are putting a burden on the district.
Under the law, he said, the district has five days to respond to a request if the information is readily available. "Everything is not readily available on a desk to hand her in two minutes," Metzler said.
On Friday, Green said she started filing Right to Know requests rather than simply asking for information because of her turbulent past with school officials while she was on the Budget Committee. "Based on that background, I did not have the belief that I would get my requests in a timely fashion," she said. "I felt I was compelled to file Right to Know requests." Green said she still attends board meetings regularly.
She considered how the letters from her lawyer might affect her working relationship with other board members, but it was not her biggest concern. "I have to call things as I see it," she said. "My primary consideration is representing the interests of my constituents."

School Board, in unison, "we love you and want you to do what you want. Let's just be careful not to create an appearance of impropriety."

Timberlane School Board member Donna Green from Sandown, should go back to school and get her teaching degree then her master's degree, then her certification of advanced graduate studies degree and then her doctorate in school administration. And then she might be qualified to take over the job of Dr. Metzler, the superintendent. Every time I hear her ridiculous and inaccurate comments I cringe and want to apologize to the other towns in the district for what she perceives to be her "I know better than anyone" attitude. She really does not represent all the people of Sandown. Trust me on that one.

Anyone with any degree can teach and do. He may have a degrees up the ying-yang but the SAU is ineffective and failing our children. The schools are supposed to be about the children so when the adults hire themselves into jobs under the cloak of nepotism, I cringe. I support Donna Green and I don't live in Sandown.

Donna, I suspect you read the blog so here's my opinion - from me to you, and all of it’s my humble opinion of course. I’m going to give you my “Shark Tank” perspective.
I think the SAU needs some shaking up but to me, it's only fair to consider the problems and dysfunctional culture we face originated and blossomed under the former superintendent. He brought in his cronies that continue to perpetuate his deeply flawed policies, methods and culture. Fixing his messes, such as the complete lack of a long term capital improvement plan just to name one of many issues, is a majority of the problem space. Blaming all of the current problems on the current school board is more than a bit misplaced.
Donna, I think you're trying to do the right thing. But your methods and tactics are eroding your credibility. I won't debate which issues you are correct or wrong about. My point is you can't be right that EVERYTHING IS WRONG. If you focused your energy on a few important initiatives, you'd fulfill your responsibilities as a school board member much more effectively, without pissing off everyone you are supposed to try and WORK WITH. Professional conduct is important.
In the end, I think you have good intentions but you seem to be making this more about you than my kid’s educational experience (I include Academics AND Sports). Please get off your high horse and be more professional in your dealings with people. If you don’t, then no matter how right you are about something, you will look like the bad person. Even now, your Sandown peers are openly distancing themselves from you. If you don’t make a hard re-assessment of your behavior and style, you’ll soon be unelectable. I’d like to see you stay on and shake things up. But your tactics, in my opinion, come across as too extreme. I think you’re making it easy for them to paint you as a looney, who is getting bad advice from other loonies.
And for those reasons, I’m out.

I think Donna Green comes across just fine and it's always the case that people who disagree and have no valid position, attack the opponent.

Everybody needs to work together to get something done...Sandown will continue to struggle if it can't work with the other towns. Green's political grandstanding is backfiring big time....when it stops being about her..then maybe we can catch a break....

Right, because the high school girl who was raped by the teacher was enabled by Mrs. Green. And the middle school gym teacher and girl's soccer coach who is doing time for pedophilia was somehow a product of her campaign. Donna Green is one of the FEW current school board members who did not vote to allow that pedophile to continue to prowl the middle school locker rooms for fourteen months after learning of his admission of guilt. Donna Green is one of the FEW current school board members who did not vote to seal the minutes of the nonpublic session during which this was discussed for 99 YEARS.

It is true that the school board is the problem, but Mrs. Green is a lone dissenting voice among the sheep.

Actually Len, or should I call you 9/23/2014 at 9:23PM, only two present SB members were around in the days when minutes were sealed for 99 years. Those minutes were unsealed a year plus ago btw.

What is it in your background or personal history that keeps you stuck in the past whining about things that while wrong, have no bearing on today and weren't done by people running the district today?

Stuck in the past? When the corruption of the past is never corrected and allowed to be perpetuated into the future where it waits to raise its ugly head again, that's a problem.

Just because the names change, doesn't mean the corrupt machine behind them has changed. It just emboldens them to do it again, and again, and again.

Fair share? How do you figure P and A carried D and S for years? If we all pay based on enrollment isn't everyone paying their fair share all along?

Not to mention, D and S residents carry considerably more on their backs as property owners, compared to P and A residents. D and S don't have commercial property like P and A do.

By paying the enrollment share it is fair. You say D and S have no commercial property in their towns. They could if they wanted it in order to lower the costs of living in the towns. They choose not to because they apparently can well afford it . They have no real basic reasons to complain when they do nothing to bring in non residential income to their towns. If they did then you'd see them have the schools they send their children to instead of sending them to the school in Plaistow. A is a wealthy town in comparing the other towns and can well afford to have no non residential incomes to help pay their bills. If D and S want to live as being envious of the other towns then they have no reason to complain about the sharing of schooling costs . JMHO

When Sandown Planning Board last polled taxpayers only 51% wanted ANY commercial dev, but over 90% wanted more residential. Now they blame the school district for their increasing taxes when they are just reaping what they sowed.

After watching the BOS Budget discussion the other night, I was wondering if the Cable Department could get a camera and mic at the Village Store on a daily basis, as the town politics are thoroughly being dissected and discussed for at least two hours, by those that have plenty to say but refuse to step up.

We are proud to have Mrs Greene on the board. She makes sure that our money is spent wisely & not just fritted away. She makes some of the others on the board uncomfortable, because in their hearts, they know that she is doing the right thing. Just remember Mrs. Greene...you get more using honey than vinegar...

Do I wish that I had the time to be so observant in the store where the towns "others" gather and contribute nothing by not running for any thing to change things. Quater backing events there at the store well after they happen is one thing but having the guts to make changes are another I guess.

Listen up! Jack Sapia, Bill Friel and Peter Torosian are all interested in being appointed to the open school board spot.

I heard Peter talk last season and I am behind him and I think we need new blood in these positions. Sapia made such a fool of himself at the school budget meeting last year that I think he's unelectable by anyone who witnessed him. Friel has not been as attentive to his State Rep job - his voting and attendance records are too low.

I hope the Selectmen do something right this year after all the controvery they are involved. Seriously consider Peter!!

PLAISTOW — The Timberlane Regional School Board will decide what to do with $2.3 million Thursday.

The money, according to Superintendent Earl Metzler, was refunded from health-care costs paid to HealthTrust, a health insurance pool that serves school employees and municipalities across the state.


The money is the result of a lengthy legal battle.

In 2012, the New Hampshire Bureau of Securities Regulation ordered the Local Government Center to refund $52 million to organizations that participated in the HealthTrust insurance pool for public workers and retirees.

The bureau found LGC violated state law by improperly collecting money and keeping unnecessary surplus funds.

Earlier this year, the New Hampshire Supreme Court upheld the bureau's decision.

Other districts and municipalities received money, too, according to Peter Curro, chairman of the HealthTrust's Board of Directors.

"They're happening lately because we're finishing court orders and legal issues that have been going on for a while," said Curro, who is also the business administrator for the Londonderry School District.

In the past, Curro said, when surpluses were found, they were just used the following year to lower premium payments. Now, they are sent out to HealthTrust members as checks.

The school board meetings now are so much more interesting and informative since Mrs. Green has joined the board... Agree with her or not, she asks questions that prompt the administration to justify and explain there actions which educates me as to how they think and react to situations.... If anything, I learn both sides of an issue and can form a more intelligent opinion..

I honestly believe they all try to do the right thing -- no stiffs among them.

I watched him last week and was very impressed. After watching his behavior on TV earlier tonight at the very end of the meeting, I believe the selectmen made the correct choice for school board. Very unprofessional in my opinion.

Take it in stride. The Selectmen can't make an honest choice, we all know it. Sooner or later these guys take themselves out of public life without any help.
Baldwin is investigating a school board member and didn't recuse himself from the vote. The SAU and PPD should be cringing right now.
Conman is as conflicted as anyone can be with his anti Friel campaign this year. Where is BF now and why isn't our state rep calling Conman on the carpet for not recusing himself? Friel voted to fire the pig so he was not going to be chosen!!
Same old Atkinson corruption and idiots running the town. They will fall.

At least Harold Morse seems to have the taxpayers back. He voted against Astroturf Sapia, and pushed for town employees to at least pay a share of their health insurance. Too bad the whole board wasn't made up of guys like Morse. We'd be better off.

George Wickson admitted that he held a knife to a man's throat and then violated his bail conditions by showing up at his chief's funeral in full uniform, even though he was suspended from the force.

Wickson's police certification was suspended after he was indicted, so authorities said showing up in uniform with a loaded pistol amounted to impersonating an officer.

Tuesday's hearing was originally planned to discuss whether to revoke Wickson's bail. Instead, Wickson agreed to a plea deal, admitting to two misdemeanors.

The latest charge stemmed from former Plaistow Chief Stephen Savage's July 15 funeral. Prosecutors said Wickson wore his full uniform to the funeral and even got a lieutenant to give him his service weapon.

"It appears the defendant's bail conditions were unknown or weren't in the forefront of anybody's minds at the time," said Assistant Hillsborough County Attorney Rose-Marie Balboni.

Wickson had been out on bail after being charged with criminal threatening for putting a knife up to a man's throat. That incident took place after a wedding. According to court paperwork, Wickson told the man, "Shut up or I will slice you."

Wickson now faces nine days in jail, as well as a suspended 12-month sentence. He will also live with another penalty for the rest of his life.

"(It's required) that you surrender your New Hampshire police officer certificate and agree not to seek employment as a law enforcement officer at any point from the time of sentencing forward," said Judge Marguerite Wageling.

Wickson was freed on bail, pending his sentencing next month. He has also been ordered to stay away from anyone involved in the incident after the wedding, and he has to take an anger management class.

Is it true they want to hire a PR person for 12000???? They just love to spend our money and I am very surprised they disclosed this with all of their abuse of transparency.

So!!!!! what else could they do to avoid trouble after being taken to task by Ms. Green? The only answer I can see is that they do not want to do what they are supposed and should be doing as a board. Are they not supposed to over see all spending and keep the spending to a minimum? It would help with keeping taxes as low as can be expected if they do the job they should be doing. jmho
