WOW! Elderly Affairs did 1644 transports in 2007! HOW?
And how did we do it on a TOTAL BUDGET INCLUDING GAS of only $19,000?
This blog's guess is somebody lied! Either we didn't do 1644 transports, or we spent a hell of a lot more than $19,000
As reported in the Town Report now available on the Town Website, chief is quoted as claiming the elderly affairs program did 1,644 transports in 2007! How is this possible? As usual when the chief L...... um...... embellishes(thats a PC word, this blog has no desire to be sued as other town residents have for pointing out the chiefs misstatements), the math doesn't add up. According to the chief in 2004 elderly affairs did 560 transports ALL YEAR! In 2005, he claimed 730 transports ALL YEAR!, In 2006 he just said he didnt have the figures, but that it was around 1,049 FOR THE YEAR! Does he just make these figures up as he goes along? Despite repeated requests from the budget committee over the years he has steadfastly refused to provide any verification of these numbers.
THINK ABOUT THAT 5 TRANSPORTS A DAY EVERY SINGLE DAY OF THE YEAR, CHRISTMAS, NEW YEARS, THANKSGIVING, EVERY SINGLE DAY!
So here is the math;
Trip from PD to Parkland Med. ctr. in Derry ..12miles..24 minutes best time
Trip from PD to Exeter Hospital, Exeter ..19 miles..36 minutes best time
Trip from PD to Merrimack Valley Hosp. in Haverhill ..9 miles..18 minutes best time
Trip from PD to Lahey Clinic in Burlington, MA ..35 miles..47 minutes best time
Lets be as generous as possible to the chiefs numbers (elsewhere in the article he does mention the transport rate at 3-5/day)
Time from officer clocking in to get in his cruiser and negotiate his way out of the hazardously overpopulated PD parking lot and onto the road..........5 minutes
Lets say that he only has to drive to lower maple ave to pick up the elderly customer..... 5 minutes
Lets say that the customer is ready to go, waiting for the ride, and can walk out to the car unassisted, 10 minutes
And lets say that ALL the transports are to Parkland, the nearest hospital( because the chief cited in the article transports to area med. ctrs.)............................................. 24 minutes each way
And let's say that he says goodbye as he drops her off and waits for her to get inside(gentlemanly thing to do) 10 minutes
We now have an average man hours per transport of 78 minutes with no waiting, but he would have to wait to bring the customer home, right? or he would have to go back and get her.
Waiting for 1 hour for wait AND appointment.................................. total 2hrs. 18 minutes
Return to pick up later....................................................................total 2 hrs. 36 minutes
So we now have an average man hour per transport of 2. 25 hours(we will round down to be fair)
Elderly manpower budget for 2007....................... $15, 300(based on 1275 hrs.@ $12.00/hr. average)
How is it possible to do 1644 transports, with only 1275 man hours?
And how about that Gas?
$1,350 will buy only 385 gallons of gas!
How is it possible to do 1644 transports, with only 385 gals. of gas?
Those cruisers only average 15-17 mpg. that means, at BEST, they could travel 6,115 miles in a year. So the average transport was only 3.7 miles? They went from the PD to middle school and back?
As usual the Chief embellishes, misleads, exagerates, however you want to call it, it is misinforming the people to polish his own apple, and it is wrong!
Oh, in case anyone missed it, there was an article in the Eagle Tribune last year about the elderly affairs program that closed with the chief saying that the reason this program worked so well is that Atkinson "has little crime, so we can use the dispatch center" Proving once again that Janine Sawyer- Standley, Jane Cole, Mark Acciard, Brian Boyle, MariAnne Princiotta, and many others on the budget committee over the years WERE RIGHT! Police money is used to cover the costs of elderly affairs, there is duplication of costs, and yes, virginia, there is LITTLE CRIME IN ATKINSON!
Oh and on another note, you present a budget to the voters and they approve it, that is what you get to spend, if you need more, you have to ask the selectmen, in public, and they have to vote to move money into your budget, in public.
The selectmen have NEVER VOTED to transfer money form police to elderly! There is no accountability, and no one asking these questions!

I'VE seen a Atkinson police car parked at a doctors office over on lafayette rd in Hampton. So some trips are a bit longer.
Ok then, the numbers don't add up . Someone is lying here. Great article! The selectman should act on this asap. Oh yeah i forgot, Bill and Fred are under the chiefs cloak, so i guess its up to Paul to act on it.
Speaking of selectman Mr. Friel, I am observant that he is not acting as a leader and lacks 'backbone'. Being new to the Board of Selectmen is not a sufficient reason to cower in fear or ignorance. A new selectman must get up on his own two feet and stand for something. This is real life going by! Regarding the trips and expenses, I consider it bizarre that a police enforcement agency is even distantly involved in elderly care. Law enforcement training does not even remotely involve classes in 'when to send flowers to achieve enhanced success in gaining influence' or 'What is the opportune time to solicit a little old lady to maximize monies to the police donation account'..or..'how to achieve beneficiary status in a will'. Are these items in curriculum for becoming a police officer? I think not! It is a well known fact that most telemarketers are calling the same elderly due to their vulnerable and impressionable nature and frequent lack of good judgment. And how much more vulnerable are the elderly when confronted with badges and guns and repeated offers to give them protection, free rides and 'to check on them' every few days? I feel my temper flaring as I write this. I notice my indignation rising. I must stop writing as to ponder more of this preying on old people under the guise of helping.. "tarnishes" my good humor and my reduces my respect for Atkinson law enforcement. I ask for our selectmen to look deeply in themselves for even an ounce of testosterone and then to act accordingly and remove elderly affairs from police control. For when you take on the responsibility of selectman, you are bound by honor to act in the best interest of everyone. To do otherwise, is to invalidate your right to be a selectman and raises the issue of removal by citizen action. Ben Franklin said, "If you don't stand for something, you 'fall' for anything."
Great article. While everyone here is glad the elderly get good services here in Atkinson, we disagree with the deception and manipulation of the elderly that serve as the reason it is done. If the chief is so devoted to the elderly, he should quit the chief position and make it full time.
And I also call for the "Silent Selectmen" (Childs and Friel) to begin to fulfill their duties as selectmen and begin to manage the chief of police. If scaring his critics and causing thousands of dollars in legal fees ignoring court orders weren't enough, he is now blatantly accused by the state of mishandling funds; even worse, he has attempted to remedy the situation by trying to consolidate his control over the situation by forming a "front" charitable organization with a board of directors composed of friends and employees. IS HE INSANE?
To the Elderly of Atkinson,
This manipulation of monies, the lack of transparency, the lack of accountability, and the high handed manner on which questions are answered, are undermining what is a great program, that the voters have always voted to support, and continue.
It is time to make it a truly full service program, and above board, and move it to the community center, where it can be open and accountable.
It is time for the dishonesty to stop.
Selectmen do your jobs, and complete what the budget committee started 6 years ago.

In November of 2007 I wrote to seven of our NH departments for help. I recieved only three answers and they were pretty much the same.-- Sorry, but they could not do anything to help and it would be up to the Town to remedy our problems.
One of the leters went to the AG and I hope it shook their cage a little. Another went to Police Standards and I aked to please have a forensic audit of the PD and Elderly done.
I am still waiting to see if Friel is going to stand up to the plate and do the job the people expected of him when they voted for him.
I am sure Paul is not happy left out in the wind to dry by himself.
And Kudos to Paul for not giving in to whatever this hold that keeps the BOS fron doing their job.
I sent a complaint t the AG office of public integrity, and to police standards, back when the chief sent me that certified letter threatening legal action if I didnt quit posting on the blog.
They both replied that it was the selectmen's job to supervise their employee. And it would be their job to discipline or fire him.
Bill and Fred are not going to do anything with the Chief. They got help being elected by the Chief just for this very reason. They make the Chief very Proud, im sure of it!

Yup, and i had one comment that was held in moderation, and never got printed.
Actually the Tribune put an anti-Chief comment in Saturday's opinion page. They had the quote were Paul threatened to put Phil on 30 days notice.
I don't donate to the Elderly Affairs dept because they do not service my good friends on the street. Only certain people benefit and I think all services should be available to all qualified residents.
You won't see this with Consentino in charge of anything. Get rid of him.
I would think that Bill and Fred would want to back up Paul in these matters. They hurt their own reputations by allowing this to continue. They apear incompetent and weak, not acting in the towns interest. The AG already said to have complete separation of the depts. and transparency in all governing bodies. It's perfectly clear what should happen next.
