Search for new superintendent will cost Timberlane $30,000

PLAISTOW - The Timberlane Regional School District will be starting a national search today for a new superintendent, hoping to find the right candidate by July 1.

At a meeting last night of the SAU 55 Board, 15 Timberlane and Hampstead school board members voted to pay the New England School Development Council $30,000 to search the country for the right person to replace superintendent Richard La Salle, who announced two weeks ago that he will be leaving this summer for a new job at an educational nonprofit center. La Salle makes $138,679 a year.

Chairman Gregory Hoppa explained the board had four options to search for a new superintendent and they debated each one.

"We can perform a national search for around $30,000," he said. "Next is a regional search by the New Hampshire School Board Association that would cost $10,000 and take 12 to 16 weeks. The next process is an in-house search, which would cost about $2,000. I don't consider anything a coronation, but we do have the option to select an internal candidate if we have someone of merit."

Business director George Stokinger said the district budget could absorb the cost of any of the four search options without a problem. But Hoppa said the real issue for the district is time, since they need a new superintendent to start well before the next school year.

"Other districts have had five or six months to do this," he said. "We have a start date of July 1 and this affects the talent pool. But I'm opposed to putting in someone as an interim superintendent. You gain more time, but that person does not have the authority to do what needs to be done."

Board member Peter Bealo said the board shouldn't shy away from paying more for a thorough search.

"It will cost us more in the long term if we don't make a good decision," he said. "I have great difficulty with this committee doing all the work to hire a candidate. No one on the Timberlane board are seasoned HR pros that can hire executives. I don't believe we can do all of this ourselves."

And Jaye Dimando said it might be possible to get the done more quickly than they might expect.

"Derry started their search for a superintendent in January and had a new superintendent in March," she said. "We could give a deadline."

But some board members did not believe the search process was necessary at all.

"I'm a proponent of hiring from within," Judy Graham said. "Existing employees generally require less training. They're familiar with the staff, the facilities and the culture. They know the people on the board and they can hit the ground running. It will save money. I would not feel bad about making a decision tonight."

She did not name assistant superintendent Winfried Feneberg as her preferred candidate, but did imply that he should have the job,

But other board members urged caution, including Nancy Steenson.

"I don't think anyone here would buy a car without doing research first," she said. "This is so much more important. It would be irresponsible to make a decision without doing research and getting resumes. If we get resumes from in-house candidates we can give them an edge for those reasons. But we need to at least open this up regionally."

Though La Salle is leaving, he also gave his advice to the board.

"As you go through this process, there's a lot of optimism in the beginning but you're going to run into some realities," he said. "The state of New Hampshire pays about 40 percent less than Massachusetts and less than many other states in the country. There is a critical shortage of district administrators. If you look at searches done by local districts, the number of candidates is relatively modest. It's the same short list of candidates applying to the same jobs."

Atkinson ethics panel loses another member Only one member left

ATKINSON — A third member of the town's four-person ethics board has resigned since last week.

Joyce LaFrance is the latest member to step down. In an e-mail to a reporter, LaFrance cited repeated harassment as the reason she resigned but declined yesterday to specify who was responsible.

"I don't want to deal with it," LaFrance said.

Two other Conflict of Interest Committee members, Chairman Jim Hazlett and Jack Sapia, resigned last week following a meeting at which the group discussed a petition filed against police Chief Philip Consentino.

Hazlett said he resigned for personal reasons. There was a death in Sapia's family, and he could not be reached for comment last week.

The town's attorney, Sumner Kalman, said yesterday he was unsure how the committee would fill the vacancies or continue to operate with only one member, Richard Smith.

"I think it's going to be crippled at this point," he said.

There are no state laws governing the committee, Kalman said.

The town ordinance that governs the committee only says the group would appoint a new member to serve until the next election if someone resigns.

It's unclear what will happen to the petition filed against Consentino by resident Marc Acciard. The petition alleges Consentino operated the Atkinson Police Charitable Fund out of the Police Department using town employees.

The fund was created in 2008 and primarily benefits seniors in the community. In addition to serving as police chief, Consentino is head of the town's Elderly Affairs Department.

On April 2, Consentino sent a letter to Hazlett requesting that LaFrance not take part in a hearing on Acciard's petition scheduled for April 13.

Consentino alleged that LaFrance had filed numerous complaints with the state attorney general's office and the Board of Selectmen.

LaFrance declined to say whether she ever complained about Consentino to the attorney general or selectmen.

She said last week that the letter contained false information and that she did not intend to recuse herself from a discussion on Acciard's petition.

Jack's father died that day so it's really not important. What is important is that he openly supported the Chief and he was never asked to step down due to his prejudice.

But the fact remains you were selected by the voters and charged with an ethical duty to protect the best interest of your town. Your resignation, disabled the CIC and this shows a base contempt for justice, honor, and your sworn duty to uphold the Conflict of Interest Ordinance in order to protect your town from ethics violators. You swore an oath. You walked away.

I don't think anyone who was in that room that night had to make excuses to quit. There had alreaddy been an admission of guilt by the Chief and BOS had already doled out a punshment. COI was called in and made excuses why they didn't want to get involved. They said it wasn't in their jurisdiction and they turned the case back to Acciard. There's the police Chief attacking one member, Sapia voting when he had a conflict of his own, Hazlett and Smith met secretly with the BOS and the Chief. Better off without them.

It was the jurisdiction of the CIC. The complaint was filed with the CIC. Selectmen undermined the Conflict of Interest Committee by holding an illegal meeting with two of its members in secret.

Timberlane is a joke. My son went there for 6 weeks and I had him removed. The academics he has shown at a Private School blows Timberlane away. That also goes for the teachers too!!! The kids will provide what you expect and the expectations at Timberlane are almost next to nothing. Thank God we realized in enough time.

Lafrance did not resign and is the current Chairperson of the Atkinson Conflict of Interest Committee. Period. Lafrance is an outstanding example of the kind of leadership this town needs. She has ethics, courage, brains, and follow through . That's bad news for scumbags in Atkinson who violate or harrass.

A Plaistow towns conflict of interest member stayed on long enough to make sure the committee wouldn't disburse and still be viable for the towns future. The membership was down to two members for a considerable amount of time and still met for their monthly meeting. If the Plaistow COI committee were to have disappeared it would have opened the door to a probable renewal with appointments ,elected or not, that would have made a "stacked deck" membership. This was done to make sure the persons who wanted it to be a controlled or past committee wouldn't get their way. That committee now has a very watchful eye on town things and will welcome any and all complaints of wrong doing by the towns officials and employees. Why not try to seek them out and see what they can do to help in any way they can. All it takes is one or more the towns people to show they have guts to do what should be done by keeping the committee as was done in Plaistow that made a difference in keeping their committee from being over run by special interests to control the committee and the town.

How can that be? I keep reading of resignations ,etc. I n either case it would be wise to ask Plaistow if they can help or suggest getting help to run the committee as it should be and for the towns sake for open and honest government. JMHO

Explain what you mean and have said re. "Plaistow is advised to attend to their duties in their town". They are not advised by the town officials to do or act as the town officials want them to do. They are independent of them and they work under the bylaws that were approved by the town officials when they became a committee years ago. Another words the officials can not interfere with any complaints of wrong doing and they and the courts have to act in the best interests of the community. Plaistow had only two complaints that they had to work on and they found them to be of no offensive action to the town. As a matter of fact the two complaints were made to force the BOS to force the appointments of other town board members in the town. The Plaistow COI didn't fall for it and sent these boards the denial letters with an explanation of the bylaws that backed them up in their decision of denial. Their COI committee sent them a silent message that they were not going to be used for political purposes and that they will and are a neutral committee that stays within its bylaws and the RSA's. The boards got these messages and haven't been heard from since .

One of the duties of the Conflict of Interest Committee is to meet with other town committees and discuss the ORDINANCE and it's ramifications. It is an educational obligation that both Atkinson and Plaistow should impliment promptly. Every town should committee will benefit.

5/13 @ 9:21 AM, Plaistow already has sent a message to the boards and committees about five or more years ago in regards to the ordinance and bylaws. The ordinance and bylaws are on the town site for everyone to read. They welcome any questions of their committees functions and will give advice of what can be done by them and to send them to the proper place for action if they can't help them. They said they would give explanations of the what ,how, and the whens of their committee. That was explained to the boards and persons that made the two complaints that really turned out to be a political move to appoint or reappoint certain members to the ZBA by the BOS. All elected and appointed officials are required to receive and are given a copy of the COI ordinance and bylaws by the town clerks office so there will be no mistake of not being informed of any conflict of interest and what is expected of the individual elected or appointed to serve the town.

Yes the COIC is only as good as its members but you have to consider the fear some if not all the members have because of the past damage to property and personal/professional damages to one person in particular. Remember what President Roosevelt said about fear and then realize that the COI members are of a number beyond the one who suffered the most. Yes , there were others who were abused by you know who but that was one at a time. The members can hold true to their duties and as a group make it hard for you know who to cause them trouble. If there is that much fear of reprisals then the Sheriffs and state police can make unannounced drivebys to the members homes and business places. Then ,too, the good neighbors can be of help especially those who are fed up with all that has gone on by being watchful. In numbers there is strength and you know who hasn't the strength enough to make trouble once the show of guts by the COIC has been established.

The COIC isn't the "be all" and "end all" you'd like us all to believe. It suffers from the same flaw as the entire town government. Chief Consentino and his posse of elderly pussies can easily stack the deck in their favor. And they have. Why it's democracy in action.

I watched our BOS meeting and learned of their grand plan to renumber every home and business address in town. Fire Chief Murphy advised against it but Bill "my way or the highway" Friel is intent on blasting it through. Fred Childs quit letting Friel push you around. You know the idea is stupid. At least Todd Barbera spoke against it. What's wrong with Friel? He was rude to "the new guy". Friel you don't know everything which may come as a shock to you. Maybe you should listen to your Fire Chief and not screw every resident because you think you know all.

ATKINSON – Two residents who claim police Chief Philip V. Consentino bullied people into removing their names from a warrant article petition are preparing to sue the chief and the board of selectmen.

While many of the allegations were fired at Consentino, the suit also accuses him, the current and former selectmen, and the town's moderator of engaging in an "organized conspiracy" to "intimidate, humiliate and oppress" residents who oppose decisions made by the chief and local government.

The suit was filed in Rockingham County Superior Court by Concord attorney Charles G. Douglas III and seeks unspecified monetary damages.

It seems to me that there is never a last straw when it comes to the Conman and law suits costs to the town. When is it going to stop and when will the BOS finally tell the Conman to retire or be fired? Why is it they wont act on his not being qualified to be the chief of police? Where is his training let alone his updating of the many things to do the job ? He hasn't been elected or approved by the BOS for his being appointed chief of police in years and they seem to avoid that to being done as well.

Take out the personalities and define the consequences of violating the Conflict of Interest Ordinance. Non-compliance equates to a resignation. Many of the violations were black and white and did not need to be reviewed by a committee at all.

It should be automatically stopped by the Selectman IMO. If they need a resident to petition a committee to do the obvious, my guess is they are looking for a scapegoat for the property vandalism to follow the obvious ruling. Isn't that what's been happening here, retaliation?

Atkinson ethics panel loses another member Only one member left

ATKINSON — A third member of the town's four-person ethics board has resigned since last week.

Joyce LaFrance is the latest member to step down. In an e-mail to a reporter, LaFrance cited repeated harassment as the reason she resigned but declined yesterday to specify who was responsible.

"I don't want to deal with it," LaFrance said.

Two other Conflict of Interest Committee members, Chairman Jim Hazlett and Jack Sapia, resigned last week following a meeting at which the group discussed a petition filed against police Chief Philip Consentino.

Hazlett said he resigned for personal reasons. There was a death in Sapia's family, and he could not be reached for comment last week.

The town's attorney, Sumner Kalman, said yesterday he was unsure how the committee would fill the vacancies or continue to operate with only one member, Richard Smith.

"I think it's going to be crippled at this point," he said.

There are no state laws governing the committee, Kalman said.

The town ordinance that governs the committee only says the group would appoint a new member to serve until the next election if someone resigns.

You do not know how right you are in what you've said. It is a shame a man [loosely said]has to go to these dementia stages and his family doesn't recognize it. Maybe the BOS will do that and make him retire with out any fanfare. He has caused so much trouble for the town, money, public meetings ,misuse of his official duties, embarrassment of past town events state and country wide,resident divisions of opinion ,and I could go on and on.

It appears he is sharing my thoughts about the screwball that does need help. I wonder if it could be the chief does have dementia problems and that his family doesn't recognize the symptoms of the disease.

1:55, Love and drugs ,what a wonderful driving force to end ones life and hurt the two families they come from. The hurt alone is going to take its toll on the well named business of the persons who got caught doing the "nanny" crimes. Don't blame the families so much as the two are well beyond the age of knowing right from wrong. Both of them may have been brought up as spoiled brats but when you get to that age and time of adult hood it is their individual responseabilaty to act and do things as grown ups that they should be doing in todays society. What a loss of youthfulness it is due to love and drugs.

So how ARE those Osborns doing? Are they still waiting for word from the court on the fine? Let's hope they pay up soon. The EURO is down and the US Dollar is up. If the courts hold things up until next year the situation may reverse and the fine will be worth pennies in real terms.

Audit the Federal Reserve, the Atkinson Police Dept. and Atkinson Elderly Afairs.

The Osborn case is Atkinson v. Malborn Realty Trust (Osborn) 2011-85 (Supreme Court).

The Supreme Court agreed to hear the case on 6/24/11. One of the side effects of tight budgets and cutting back on government employees is that court schedules get pushed out like this.

Oral arguments before the court begin on 6/13/12 at 9:30 AM. Sumner has 15 minutes of oral arguments, followed by Peter McGrath (for the Osborns) with 15 minutes.

It could take months for a decision to be published, unless the supremes remand it back to Rockingham Superior Court.

Osborns are living openly at 8 Valcat Lane. While the code enforcement officer spends time with false infractions with the little people.

Carole Davis still waiting to be reimbursed for the rape of her wooded land.

Valcat Lane physically ends in front of the Osborn's with a ten foot decrease in height to the next property owner.

Disregarding all else, you cannot create a 10ft drop on the lot line of a neighbor. I know I would be balistic if the hole they create was next to my land.

Is this issue even in the charges against Osborn?

And Sumner Kalman is going to argue the town's position. What a joke. He has caused Atkinson more trouble than he has helped.

Code Department a joke..When informed of violations at my condo complex they shrug them off..How about doing a full basement remodel with a gas fireplace and bathroom without a permit..When they were notified they did NOTHING. Lots of illegal bedrooms and got no help with the town to have owners comply....Infants sleeping in rooms not designed with an egress..NICE!

Sir/madame , You must be a peon in the town. The rich have no problem getting what they want and my guess would be is that some of them are in violation as you appear to be now. The rich get away with this stuff and you ,the peon, get the shaft even if you prove to the inspectors that there is a violation of the codes. I hope you make out and if not go to the state and tell them of this .That will shake the tree to make a change in that departments operations. Good luck.
