Timberlane antenna should help police radio contact

Timberlane antenna should help police radio contact

PLAISTOW — Police have a new radio antenna at Timberlane Regional High School.

The antenna, which stands 30 feet high, was erected atop the boiler room at the school about three weeks ago, according to Jim Hughes, school facilities director.

Before the antenna arrived, dead spots made police radios useless inside Timberlane Regional Middle and High School buildings. In an emergency, officers needed to borrow walkie talkies from the principal's office to communicate.

Hughes did not have the final cost for the antenna, but said the job came in under the $9,000 limit the School Board had authorized.

Earlier this year, the Timberlane Regional School Board voted to install the antenna and pay the costs.

Plaistow Town Manager Sean Fitzgerald said the money came entirely from the school district.

There's no word yet whether the radio canopy is working well and has helped boost the range of radio communications.

Atkinson police Lt. William Baldwin, who is also a School Board member, said previously he supported the decision to install the antenna and thought it would boost radio signals for several area police departments.

No assumption. Billy said those figures two years ago and said if we let it wait it would cost more than a million because of the increase in construction costs.

And the Car radios don't have much problem most anywheres in town, it is the shoulder radios that do.

All based on the proposal 2 years ago, and died.

Last year Paul DiMaggio asked to reform that committee with the same members. That died also.

That proposal has died so many times I doubt they will try it again.

Where do you think an officer is more likely to make an urgent radio call for help??? In the cruiser or out at a home/business/road side in the middle of an altercation?

This goes back to the Deliberative Session 2 years ago, but this I do remember.

The consultant was asked the question, do the cruisers have a problem? He said no.

It is the handheld communications that is the problem, and July 7, 2009 11:12 AM is right, it is when an officer is out of his cruiser that he is most exposed.

exactly! Meaning that you have a POWER problem, not a TRANSMISSION problem.

This is why vehicle repeaters will work. They have a range of 2 miles, rarely is an officer more than 100 yards away from his vehicle.

Plaistow has a repeater, right in the middle of Plaistow where repeaters should be. Plaistow's new satellite receiver is to cover inside the high school where the steel framing was probably responsible for their handhelds not working reliably.

Atkinson uses the same repeater, which is beyond the eastern border of the town. There is also a significant elevation rise from the eastern edge of town to the center, where it drops again.

So, you have a repeater not located in Atkinson, a high elevation running through the middle of town, and 5 Watt hand helds at the western edge of town trying to overcome that. They can't.

That is why Plaistow gets good coverage and Atkinson cannot. This was all covered in the last ill fated proposal. So, Billie knows all this and he and others just have not been very successful in obtaining a remedy. This is why I believe the BOS chose to take different approach this time.

None of this is new information. This topic has been discussed many, many times in the past, but worth repeating.

all true, but the cars do not have the same problem, only the hand helds, that is why vehicle repeaters is a much more cost effective fix than an $800k tower.

This was mentioned two years ago, too, but the committee said they were only considering a tower, and Billy said at town meeting that vehicle repeaters "would not work."

I have no idea what the new committee thinks or what they are doing. They only just got appointed. But, let me take a whack. I also have a motive. I believe the problem exists, and I think we owe it to our police officers to get it fixed. I sure as heck would not want to be brawling with a drunk wife beater and not able to call for help. Can we agree on that?

None of them were on the former committee (I checked their names against the last committee) and everyone is aware a $800K solution is never going to fly. The voters did not buy it when the economy was good. They sure as hell are not going to buy it now. Since Bill Bennett insisted the technical members be decreed, preferably EE's, I would think, no hope, they will be looking at a number of options, including vehicle repeaters and possibly other less expensive options that what we saw 2 years ago.

The Lt. is not an engineer and as far a I know, none of the former committee members were either. Not a jab, just an observation.

Engineers, I'm told, think in more analytical terms so maybe they will come up with something no one else has considered.

Maybe you're right, vehicle repeaters are the solution. But, I would at least give the new guys a chance to determine that for themselves.

They also have degrees, which they got because they were trained and solve these types of problems for a living. I'm sure they will come up with something the previous committees did not consider because the previous committee members were not qualified to solve this. They should also not limit members to having EE's. Qualified members could include physics majors, RF and other similar disciplines. RF engineers are better qualified than EE's.

I cringed when I heard Friel pushing for 3 unqualified townies to be included. Being on the PD, the FD or the street dept does not qualify a person and taints the discussion about the true problem. Does he think that their input is going to matter? They most likely won't even grasp enough to get without alot of explanation. I don't mean this in an insulting way but unqualified members merely political appointments. Let's hope that politics does not steer the outcome as it always does in this town.

I would agree and I think is what Bill Bennett intended. I may have misspoke when I said EE's only. I don't recall the whole conversation between Friel and Bennett, only the intent.

If you watched the BOS session where the committee was established Bill Bennett insisted the technical side have the majority. The others were probably included because the committee would need their input and cooperation.

I did watch and thank God Bennett pushed for engineers. The others were surely added only to get their cooperation. Their input no deeper than 'gee, it don't work'.
I also think it's sad that they have to be coddled to cooperate and sadder that the BOS thinks they have to.

Anyone know how Plaistows repeater is mounted and how much it cost the town?

We use Plaistow PD 24/7 for emergency anyway so we should be coordinating our solution with them and maybe with other surrounding towns for mutual aid reasons. Complicated problems usually are solved using a set of solutions.

I hope the new committee polls all the surrounding towns to find out their needs and solutions.

Plaistow dispatches the FD 24/7. They only dispatch the police evenings and weekends.

Since our PD uses Plaistow's repeater I'm sure the committee will figure out they need Plaistow's cooperation.

I watched one of them speak when the committee was formed. He was sure no dummy. This is why Bennett wanted engineers with the right experience.

I have little doubt Bennett wants it done right this time.

Plaistow handles ALL 911 calls, even during the day. These are ever routed to Atkinson directly.

I speculated because I felt it might be true, and speculation goes on here virtually every day. Just look at this single topic. Mostly speculation.

But, I do have a reason. The Lt. is a police officer, not an EE or any other type of technical expert. He could have been told by the consultant hired 2 years ago or by the people who service our radios. Their reasons for believing it could be highly technical, ones the Lt. couldn't be expected to understand.

So, I think there is good chance he was told by someone they would not work, trusted their judgment and repeated what he was told.

Only way to know for sure is ask him. Who want's to make the phone call?

If I may, let me editorialize for a moment.

The issue of the dead spots, the means for filling them is not one of the normal issues that the blog normally deals with. It is a technical problem and requires technical know-how to understand the problem and devise solutions. This involves details that I would speculate 95%+ of the town's population would not understand, nor could they be expected to.

This issue of vehicle repeaters keeps coming up. Does anyone here really understand how they work, or what technical issues might be involved as to why the may not work here? Has anyone considered that what is a solution for some may not be for others? All I'm trying to say is there may be factors involved that most of us do not know about, or could understand them if we did.

So, when I hear someone say vehicle repeaters are the solution, is this based on solid technical knowledge, or speculation?

Get a car equipped with a repeater and test it, then we will know. What so hard to understand about that? Take the care to both dead spots and see if it works. If it does, problem solved, right?

Doesn't take an EE to understand that, now does it?

Well, I guess pretty stupid.

It would be stupid then to think then that perhaps the radio equipment we have may not be compatible. Or that to use a repeater a second of frequencies is required, and the license to use them, and perhaps none are available, or that there could be some other reason that in order to use them, all of our radio gear would have to swapped out.

There could many reasons why cannot just "throw" one into one of our cruisers (and for a proper test that would be required) and take a test drive. Maybe, just maybe, it is not a KISS option.

Unless you have all the answers I'd be very careful who you call stupid.

You threw out a bunch of reasons why repeaters MIGHT NOT WORK, but didn't answer why testing a repeater that is compliant with our equipment wasn't feasible.

Sounds like you are a town hack that is suggesting the new system is going to cost more than a tower.

Any good repeater company that wants our business has the ability to put a system that would work with our equipment, in a cop car for testing each of the two blank spots we have in town. If they are unwilling to do it, it would be because Phil or another town hack like you got to them first.

Just my opinion.

Actually, I don't see anywhere in here where I said or implied that or the other things you imply. All I said there might be reasons why the Lt. said what he said, and what might be the reasons. I don't know, and you don't know.

Last committee screwed up. I never said they didn't. I'm trying to talk in a normal voice, and you're yelling back that I said things I never said.

If you are so sure of yourself why don't you arrange a demonstration rather than yell and scream and call people names. Or try talking to the BOS or the new committee and tell them what you think. Phone number is on the town web site.

All 911 calls go through concord first. That is where the 911 center is located. They are then routed to the town in which the call came from.

During the daytime hours, 911 calls come into APD on the emergency line. After hours, they go to plaistow.

Plaistow handles all fire and ems calls for both pfd and afd.

Well, what happens? The quote get mangled, I'm accused of being a hack and being empty headed, and you know what, no actual answers.

What I do see is a very bitter person who has no faith that Bill Bennett, with the BOS, has formed a new committee with citizens who happen to know a thing or two how radio really works and who, just maybe, will use that knowledge to come up with a workable solution, which for all I know, could be mobile repeaters. But I suspect their decision we be more informed than the last committee, and that they will look a many possibilities. If they used your logic the solution would be predetermined, exactly what the last committee was accused of.

What most normal organizations do is define very specific needs or requirements VERY CLEARLY explaining their problem. Then they publish in numerous publications a Request for Proposal (RFP) which can be in various forms. The RFP is designed in a specific way. It generates proposals that make vendors prove their solution by having an initial proof of concept phase at a fixed cost.

If they prove what they told you in their proposal in phase I, they get the phase II implementation work.

Put the burden of proof on the vendor. Take the politics out of it.

Solving our communications problem is nowhere near as complicated some people make it out to be. I don't have to be an EE to figure it out.

A qualified technical review team is a critical part of the equation. You also need functional experts who use the equipment to describe the problem very precisely.

I've heard so many variations describing the communications problem its unclear to me EXACTLY what the problem or problems are. This is usually the crux of the overall issue, unclear requirements. When you have unclear requirements there's a tendency towards the most complex solution is typical, like a colossal tower for instance.

You don't need functional users beyond that. I don't expect a police officer to know how radios work. I do expect them to be trained and know how to use radios properly. Are they supposed to be capable of troubleshooting cars, computers and weapons too? Lets be realistic. You've selected the wrong person for the job if you expect a police officer to solve your technical communications problem. Makes no sense to me.

The solution is straightforward. Have the police officers explain the problem and the technical experts take the information and create an RFP. Clearly defined requirements are the key. Market and publish the RFP. The technical experts review the proposals and select one qualified vendor assuming you get at least one. I'd also get the names of vendors supporting police in NH and make sure they got the RFP. The winner completes phase I, proof of concept. Only after a succesful proof of concept do they get phase II implementation work. Its quite simple really. Anyone who says its not should explain themselves in detail. I'd love to hear it.

As a defender of Consentino and the political shenanigans in this town, don't pretend to support logical argument. The only time you support logic is when you can attempt to twist it to appear to support your clients.

Here's logic for you:

- Why does our little town's police department have a huge fleet of costly vehicles?

- Why did our Chief allowed to stay on after causing the town to pay out hundreds of thousands of dollars in judgements in lawsuits from both harassed citizens and his own police officers?

- Why has he allowed to harass certain citizens for using mail receptacles while allowing others to do it?

- Why Did Jack Sapia and Consentino prevent the lawful installment of the Vietnam War service and memorial monuments as voted on by the people?

That's why we dismiss what most of you mafia zombies say here; because we know that you're just gutless fools that are OK with all the points I just raised.

Officers from other towns do not "hate" to deal with Atkinson. True...there may be problems that other town's management may have with our town's police management; but it does not extend to the rank in file. If it did...and if other PDs "hate" APD as some posters anonymously state...then why does Atkinson have mutual aid with virutually every surrounding town it touches...and even some it doesn't? Isn't that what mutual aid is? Town mutually agree to aid one another? So why would towns who "hate dealing with" APD agree to a mutual aid agreement?

Keep your criticism focused on who you are targeting. If you have a problem with the chief...with the lieutenant...state those facts loud and proud...please do not attack the rank in file.

I have heard officers from other towns say that they hate to respond to mutual aid calls from Atkinson, because of how the dept is run, they dont say that they wont respond, just that they dont like it. And towns have mutual aid agreements with surrounding towns because you never know when you will need help. nobody would refuse to help another town because their chief is a bonehead.

I think we are letting one employee or family member of the Atkinson Mob distract us from the mission of this blog; to share info that reveals the dishonesty and dysfunction of our local government.

There will always be those that stand by when power is abused; these cowards are like parasites that feed off the crumbs that fall from the table of the petty abusers of power that we must work to expose here. These are the people that informed on their neighbors to the East German secret police, that worked for the Nazis, that simply can't see past their own needs to the greater need of the town for good government.

Pity them, because they will have to live with their own actions...

Your word were perfect. "fuzzy math about the PD budget." When you look up the definition of fuzzy math it says refer to the Atkinson PD budget.

I'm borrowing a concept from Jeff Foxworthy except replace it with "You might be using Fuzzy Math when...."

You might be using fuzzy math when you move line items out of the PD budget to give the appearance of it being level funded.

You might be using fuzzy math when you move line items out of the PD budget to make a $900,000 budget look like a $750,000 budget.

You might be using fuzzy math when you admit Elderly Affairs actually costs over $40,000 when your only budgeted for half that.

You might be using fuzzy math when you have a vehicle to FT police officer ratio of 2:1.

You might be using fuzzy math when certain people get to take home vehicles (nice taxpayer funded benefit) but no other town employee gets take home town vehicles.

You might be using fuzzy math when you ask for a $50,000 generator but agree to a cadillac version for $25,000.

Repetitive postings are an attempt to undermine the effective functioning of the blog. I request that repetitive postings that use copy and paste be deleted by the blog administer.

This is most likely one person posting two sides of a confrontation but making it appear to be two different people. It is a planned strategy aimed to undermine the effectiveness and readership of the blog.
