Atkinson voters asked to fund station repairs

ATKINSON — Work to remedy air-quality problems at the police station is a lot more expensive than selectmen anticipated.

Bids for the repairs were so high, selectmen have drafted a $45,000 warrant article for Town Meeting to fund the needed work.

The warrant article would raise money to "remove and replace the distribution duct work, and replace the ceiling tiles and ceiling insulation disturbed during this replacement."

Selectman Fred Childs said $45,000 was the lowest bid the town received.

"It was a lot more than we expected," he said. "If it passes, we're on track to do it right away — just as long as that company holds to the bid."

There have been a number of delays on the project, which was supposed to be completed over the summer. A report by Municipal Resources Inc. found three types of mold and fiberglass particles in the air at the station, caused by water damage from the leaky roof. Selectmen initially planned to simply to replace the duct work, but more problems were revealed.

Police Chief Philip Consentino said it has taken selectmen more than three years to get someone to come in and take a look at the duct work, so he hopes the project will be completed soon.

"The only thing I'm concerned over is they received two bids, one for $45,000 and one for $75,000," he said. "If they can do everything for $45,000, that will be great. But if they get up there and find they have $1,000 more they need to do, the warrant article is very clear, you can't spend a penny more."

Consentino is optimistic residents will approve the warrant article because it addresses a safety issue.

"Generally, when residents realize it's an employee safety issue, they go along with it," he said. "The town doesn't have much choice. If it's not approved through the warrant, I think the town will have to find the funds somewhere else."

The town is under pressure to complete the work. Selectmen received a 10-page audit in December from the New Hampshire Department of Labor, detailing how the town must improve the safety and health conditions for town workers. The town has until Jan. 13 to send the state a written response, outlining when and how violations, including the air quality problems, will be fixed.

Selectmen questioned whether the moisture problems were really posing a health risk to any employees, but they are still committed to fixing the problem.

"It's all on there, so people can vote on them," Childs said. "We could have taken it off if we wanted to, but we didn't."

There are also warrant articles for a new police cruiser and funding to fund a sixth police officer, which Consentino said he hopes also pass.

Childs said there is a long list of warrant articles this year, totalling nearly $700,000.

"The police station and the Mill Stream Bridge are two things that definitely need to be done," he said. "People can make up their mind if they want to spend money on a sixth full-time officer."

The Mill Stream Bridge has been red flagged by the state as unsafe and the town must repair it. The warrant article asks for $83,965.

Consentino said the air quality issue is the most important one. Police department employees are just hoping to be able to breathe clean air.

"If they fix it, everyone here will be very grateful for their actions," Consentino said.

Here is another Consentino expense that makes it more reasonable and cheaper to have Plaistow take over policing our town.

Gets rid of all the cars, insurance, payroll, elderly affairs, part-time police chief.

Stop the over spending by our chief.

The police station is too old, spending 45000 dollars is just a bandaid till something else becomes more costly. Once you start opening and replacing walls and ceilings, something else opens up. Cant afford a new police station, so I Agree to let Plaistow takeover.

You're making an assumption that Plaistow can take over and Plaistow would be willing to take over. Don't you think maybe, just maybe, you should check the viability of that "solution" before you start spouting off like it's the greatest thing since sliced bread? I know people on this blog wear there I hate the chief glasses, but look at the bigger picture. Phil's not exactly a young guy and won't be around forever.

When any town or city has a problem that requires more police assistance it is called mutual aid. Do you really think Plaistow police will patrol and service the town on a basis of temporary or permanent status? Even if there were an incorporation ,if you will ,of both departments as one who and what town would be in charge of running the department? Would the recent fleeing of officers to one anothers departments for various reasons be a lets forget our past dislikes ,etc. ? I think not and any reasonable person would have to say the same after what were the reasons in the first place. Police work has to be with out these pressures from with in in order to have good relationships in the department as well as with in the community. Get rid of the true problem and get a new police chief with strong leadership and fairness in all that he or she is responsible for in the job . Let the A.G.'s office come in and do its process of discovery and let them also remind the courts that the courts decisions in all of the past towns problems have not been met and the persons responsible for it all are thumbing their noses at the courts legal system decisions. It is time to make the changes in order to make justice a true meaning in town.

We had the police station reroofed about ten years back by a major roofing company that still does business in town. If the mold was caused by the roof leaking, why isn't the roofing company's insurance paying for these repairs?

Ignore all the silliness called "Plaistow Pride". They're nothing but a bunch of money grubber. They'll do anything for $$$. Hell, If they can except a train layover / station that will actually cost money and cause problems then they'll have no problem running the APD on a temporary basis or long term for the right price.

Captain Franchesco Schettino abandoned his post on the Cruise ship. Tisk, tisk! He couldn't see the elderly in the dark! Word around town... Schettino would make a good 4th Selectman, cause he fits right in abandoning elderly in the dark. But theres others saying he's a better Town Moderator. Our own capt'n Moderator banty rooster abandoned his perch on the bow. Cowards here flock like chickens to town positions. Atkinson is a "safe haven" cause there is no law here.

This is 7:09 to 12:26pm I'm not the one who is a cop. What I wrote has good standing in regard to what should be done by the towns people ,the selectmen ,who may have the guts ,and the A.G.'s office to investigate the past mto present wackieness. The A.G.'s office should be told of the abuse of their powers to enforce the decisions they made against who you know who. That is to say it is not only the chief but certain others who are guilty of not doing the jobs they were appointed to do. Who ever used my anon. blog used it to either hide them self by doing so or they are some body trying to expose me for what I wrote. Take a guess at which one it is. Please note that it doesn't take a cop to complain or to testify about what is and has been going on. It takes some one like those who were abused and have knowledge of the wrong doings in town.

Police departments do have mutual aid in case of not being able to handle a situation. To even think that Plaistow would take over the reigns of the towns police department is far fetched. If the towns police department were to disappear for any given reason then the State Police and possibly the Sheriffs Department would take over until such time the town has another police department in place. The State has jurisdiction every where in the state and the sheriffs department has jurisdiction every where in the county to enforce law and order. To even think Plaistow would take over policing the town is a crazy thought by those who think they would in the first place. Aside from that where is all the equipment that both chiefs are said to be hiding some where. An accounting by the A.G. and the federal agencies could bring to light who the real thief is and I do not think it is the Plaistow chief. I think he was used in all this.

I could question why you haven't answered why but I do know how to read and comprehend what you did say in your last writing. Why didn't you answer the question of why "they all raised different issues? The issues were about the Plaistow ,Salem, State police and Sheriffs officers taking over the A.P.D. duties ... even if only temporarily. Your opinion is welcome I'm sure as is mine.

This is 1/18 @ 6:54 answering 1/23 @ 8:47....I will address what you ask but with a prediction or two. As for arresting Salem town officials it doesn't really concern Atkinson does it? There isn't any way we can be involved with Salem's problem. However !!, I do like seeing that they have the guts to enforce the laws where here the town officials wont enforce the courts decisions nor will the A.G.'s office forsaking the towns laws as well. I wish that Atkinson officials, past to present, would be punished for their actions or the lack of them. I do not see other towns taking over Atkinson P.D. but do see the Sheriffs and State police Depts. doing the job until there is a new A.P.D. in operation. The former Lt. Baldwin now of the Plaistow Police has made his transfer over to them and has caused a huge rift on Plaistow's P.D."s present members and the ones who tranfered ,if you will, to Atkinson. If I were to bet I'd have to say Baldwin will come back to Atkinson not only as a member but as CHIEF. If you can see the politics involved here and in Plaistow then you can see that his transfer there was just a political pay back for his other duties not related to police work until the Conman is gone as chief. That is not to say Conman wont stay on the Elderly Affairs job. After all compromise by those in the back round is the best of choices just to get Conman out as the chief and have Baldwin get the job as a pay back by the under lying control of those who will or would survive the political mastery of the past. While this is my opinion it is my predictions and I am going to wait to see if it becomes a truth in the end of the on going over whelming swill stench that has gone on for so long . Until then I feel I have answered your question with out question.

I did not ask a real question! It was rhetorical and I spoke to my position. Salem would be great because they have real law enforcement in place and they are not afraid to arrest those who break the law.

As for your political view points, I disagree. Baldwin will never be back and the two PDs have to learn to work together since they both support Atkinson. Most people steer clear of politics on the job, except those who need to play to keep their position. If you're good at your job, your record stands for itself.

You may not or have asked a REAL QUESTION but you got this persons answer now! Why do you allude to a question and then say it wasn't a question? That I see as a question as would any one else that may have read your blog of tripe. [Heaven forbid that I might insult your latest writing . I didn't want to do that as it is your very own opinion.] Each and every town or city in the state has enough to do with their own problems let alone this very embarrassed town. The law prevailes that the county and state will and/or/ should take the task to patrol the town of Atkinson. How can you and others be so blind to that is beyond me. Could you be saying to us ,the readers ,that the State police and Sheriffs departments are less the enforcement of any individual town city, or state department? Do you also say that Salem P.D. is the better of the two? Wake up and see the training they get and the right of enforcement of law and order. Do you see them in the trouble and problems the town is in when they patrol more area and people ? You may disagree with me about Lt. Baldwin but that may be ,or, not seen in the future in regard to his being back as a police officer or the CHIEF of police. As for Plaistow they have enough to do with their own problems of enforcing law and order due to every day happenings in their town and along with the route 125 business places w/i their community. [Do you not read the papers?] As for staying away from politics and getting jobs in any city or town who do you think your kidding? Most if not that apply for a job any where in town/ city jobs do ask for help to get them by asking WHO KNOWS SOMEONE to get the job or appointment . EX. It makes sense that what the person posted is to be at least right with common sense on each thing they wrote. Except for some but not all of the predictions they do seem to be right about every thing else. I wonder who the three posters are or if they are the same person commenting to throw off the truth and alleged facts of the writer to mislead who would take over the police duties if it were to come to that. Is it necessary to have a dictionary available each time some high and mighty type write their big worded b.s. ? It would appear to be the persons way of making the readers realize how insecure that person is when they try flaunting their knowledge of big words. That's not to say that they haven't spent time daily cross referencing these enormous words to show how brilliant they are when they really are stupid. They should write with more simpler wording so we can all get the true meaning of what is written by them. Most readers here do read these blogs but not with a dictionary near by to decipher or understand the big words coming from some fixated self important phoney.

Professor Marvel or is it Profesor Marbels, Now that you have declared your so called brilliance wont you teach us-,one and all,- the meaning of each of the big words you use? You can take the podium at the town hall or the library to teach us and really show us what you can do. You will have to forgo being paid for your services because we can not afford to pay or other wise find the money in the towns coffers to do that. I hope you do understand that you should be the one to show us that your volunteering is from your heart and not from greed or looking down your nose at us all. That being said do try to understand that not every one is as self brilliant as you in town. This is why you should hold classes at town hall or the library for us to get your wealth of big word education. I'm sure there will be an standing only with and over whelming over sized crowd out in the parking lot!
