Atkinson voters face 3 articles about Elderly Affairs

ATKINSON — There still are competing warrant articles on the March ballot regarding the Elderly Affairs Department, but selectmen have changed theirs.

It seems the board didn't check with the Recreation Commission before they proposed combining two part-time positions into one full-time job. Selectmen wanted voters to approve creating a single position by merging the part-time Elderly Affairs director's job with the part-time director of Recreation and Senior Programs.

But Selectman Fred Childs said the board changed the article after talking to Noriko Yoshida-Travers, director of Recreation and Senior Programs.

"We didn't talk to the people down at the Community Center before we wrote the article," he said. "Noriko said it wasn't possible to combine the two positions."

After the first draft article, Yoshida-Travers said her job already had too many responsibilities to add more.

"I don't think I can handle that workload for both positions together," she said at the time. "It would be very difficult with my hours."

Now, selectmen have drafted a new article, calling for an annual salary of $25,000 for the part-time elderly affairs job, a position now held by police Chief Philip Consentino — for $100 a year.

Selectmen also drafted a second article, calling for the department to move out of the police station and into the Atkinson Community Center. That articles carries a $1,000 price tag.

Consentino said both articles are designed to separate him from Elderly Affairs. He's been on the job since 1993.

Selectmen and Consentino have long clashed over his dual roles. There's never been a meeting of the minds over the way Consentino handles both jobs. The disagreement reached the attorney general's office a few years ago.

In 2008, the state Charitable Trust Unit found a conflict of interest with Elderly Affairs being intermingled with the police department. The finances were officially separated, but Consentino continues to operate the program out of the police department.

Selectmen want to change that and they are using an independent study of the police department to back up their proposals.

Selectmen paid Municipal Resources Inc. $5,000 last year to review the police department. One of the recommendations in MRI's report was the separation of police and elder affairs.

"That was a recommendation from the MRI report, that Elderly Affairs should be separate from the police department," Childs said. "That was our original plan and it just got pushed back."

From Consentino's perspective, it's just more of the same.

"I couldn't understand why they're creating a job for $25,000 when I'm doing the job for $100 a year," he said. "They're just trying to break up Elderly Affairs, knowing I won't take the job on a full or part-time basis because it's too much work."

That's not necessarily so, Childs said.

"We're going to have to hire someone part-time," Childs said. "That doesn't mean the chief wouldn't have the job."

Consentino said he would wash his hands of the jobif the selectmen's articles pass. Two weeks ago, he drafted a citizens petition, which also will appear on the ballot. That article calls for leaving the Elderly Affairs Department just the way it is.

The chief said he hopes voters recognize what's happening and vote against the selectmen's proposals.

Even Childs acknowledges they probably will.

"I think that people are going to vote against it," Childs said. "The chief has a petition not to do anything with Elderly Affairs and I'm sure that's the one that will pass."

We all know it. Taxes we pay for the PD are used to fund the seniors taxi service. We're the only PD taxi service in the state for a reason. Nobody else does it because its wrong and its dumb. Its also illegal misappropriation of tax dollars.

But who cares about the law in Atkinson? Phil tells em how to vote and seniors blindly follow.

What kind of example are you setting for your kids and grandkids? That we should break the law? We should do what the Attorney General told us to do. We should do what the MRI report recommended. Please follow the law and eliminate the conflict of interest. Then maybe once and for all, all this fighting can end.

Selectmen should not have put the chief's warrant article on the ballot.

Signatures were obtained by electioneering, and under Consentino’s bullying tactics.

His warrant article flies in the face of the Attorney General's Office directive; get the Elderly Affairs out of the police department.

Atkinson's Elderly Affairs Department should be called the Senior Transportation Division of the Atkinson Police Department. That is what Consentino has called it in the past.

I agree "this is so wrong and dumb." I feel badly that some of the seniors fall for his continuing abuse and lies.

We should not be voting to move the dept. to the CC.

We can vote to raise the salary to $25k, but I won't unless there's a stipulation about separating depts.

The voters of Atkinson should lighten up on police Chief Phil Consentino. Get to your selectmen and town manager and demand that they support the present chief whose only concern is the town.

Having worked with Chief Phil on the state and county levels for years, I have never found a better police chief anywhere. Phil's management has kept all of your property taxes down. Just wait to see what the town of Atkinson's tax rate will be if the selectmen have their way. Thousands of dollars in costs now become tens of thousands — all this for nothing more than what you all have now with Chief Phil, and without the dedication.

A chief who cares for the poor, the sick, the troubled, and the needy, Chief Consentino has dedicated most of his life to your town's law enforcement, protection and care. Do not let him down now, he has always been there when you needed him.

Farrar wouldn't have had a job anyplace else in the state, if Conman hadn't taken him under his wing when no one else would hire him. See what lengths the Conman will go to get people to write letters of recommendation for him? Got to consider the source on this one folks.

Farrar got one part right. Phil has been ROBBING this town for years, and bragging he didn't have to wear a HOOD to do it.

Without all the lawsuits the Conman has caused, our taxes would have been hundreds of thousands of dollars less today.

Farrar must be looking for some advancement w/i the department. Who knows !! may be he will be the next chief or the next Lt. with the Conmans blessing. Hell!,with all Farrar has been taught by example from the Conman he will make another Conman except for being a look alike. Can you imagine what the towns well being will be like in regards to what the APD is SUPPOSED to be and should give its citizens if there is another moon bat in the upper ranks of the department? Question ... Why hasn't Farrar gone to another dept. if he has so much rump swabbing training and expertize ? When the articles talk about the elderly affairs costing the town only $100, that is incorrect. If the Chief is running the elderly affairs while he is in the police stations on duty, then it is really costing a lot more.
I say give the Chief the position of running elderly affairs, as long as he retires/quits from the police department. The two services should be separated.
I don't understand why the Chief keeps trying to run both departments. Isn't it time for him to retire as Chief. It seems he is too old for the job.

1:54, I doubt if there would any or many who would disagree with you given what this elderly man has done to the town. He has disgraced it by his on going suits he has brought to the town and selected towns people who are against him and his insane enforcement of law and elderly affairs. I can't say a 100 dollars per year isn't a bargain but I can say his police chief duties are not any where the best. If it takes him to resigning or getting fired as chief then so be it. I wouldn't be objective to his running elderly affairs for the 100 dollars but he has to go as a person running the police department. The costs of getting a new chief certainly beats the cost of the many suits he and he alone are responsible for. A good chief with good chiefly direction as regards the public and his employees are the best for the tax payers and public at large. I believe this to be cheaper over all. The selectmen have been lacks for their not being able to see that he is a negative to the town and not a plus. I think the public pressures on them recently show they have been lax and they , if they are guilty of misdeeds, are going to save their back sides in order to be avoiding law suits. This is the only reason why they are doing what they should have done so long ago. How guilty they are is to be seen ... some where in the future. Resign Conman or be fired as chief. The job of shuttling the elderly here and there could be your only salvation of survival for what you have caused this town in money and scorn state wide.

Stop attacking police chief

To the editor:

Enough is enough! I am not an Atkinson resident, but I am appalled at the quality of character and lack of professionalism of the selectmen! Come on, voters, put into office some qualified, caring and unbiased adults.

For the past 20-plus years, the selectmen have done nothing but attack the police chief in any way they can. First and foremost, any and all individuals' personal issues should not in any way determine any civic decisions. The Elderly Affairs Department, as it is run in Atkinson, is a well governed attribute to the town only because of the unselfishness and dedication of Phil Consentino! He has done more for practically no money for the town than all the selectmen put together. There are many issues the town can take care of instead of wasting taxpayers' dollars to run audits in the hope of finding something askew with the Police Department and the Elderly Affairs Department. Chief Consentino has done and is still doing a marvelous job for the elderly in the town of Atkinson. Remember, you young and middle-aged, you all have one way to go — to become one of the elderly!

Chief Consentino has set a fine example of concern and compassion for all the residents of his town; if only the other towns could find a "Phil Consentino" amongst them! The selectmen should feel honored to have someone of his caliber and commitment in town affairs and get off their authoritative ego agenda and take care of real, pressing issues. Get off of Chief Consentino's back so he can concentrate on continuing to do his good works. The thought of combining the Elderly Affairs and the Recreation Departments is ludicrous! It not only will cost much more money and added employee benefits, but it will be spreading one person much too thin, resulting in poor performance and drastic cuts to the services of the elderly. It's simply common sense!

The Board of Selectmen should develop some professionalism, grow up because they are in an adult world now and keep in mind that donkeys belong in barns and not in town offices.

Same story with Robert Farrar. They cannot assess the EA or PD because they've never been in a position to know what is really going on in Atkinson. If they know the Chief, it's in social circles only and they aren't qualified to be writing on Atkinson topices.

Get this! The MRI examiner is sitting in the APD in chiefo bigumheado's office when this call comes in for an EA service referal. The MRI guy must have sat there in stunned silence. I bet he never ever saw that one before. No wonder he told the Selectmen to cut the sh&t.

Now the Selectmen have created a big scandal mess by losing their ball$ and leaving it up to ignorant voters who dont know up from down. What do you call that!

I was impressed that the Plaistow BOS had ride statistics for their town's program. In the turnabout is fair play department, here is the good work that our EA department does.

I don't think anyone in town would deny that EA has value. The beef is with the lack of transparency and claims of denial of service to some.

They threw away the citizen warrant about assessing issues article that so many cittizen's signed to go to ballot unchanged, with the original meaning and intent uncorrupted.. Moderator Garrity allowed Barbara Snitcher to put in it's place a warrant article of her own devising, the deliberative session voted it in completely invalidating all the citizens of the town who signed that original petition. The judge should order that Atkinson Deliberative Session 2012 be done over and held a second time like they ordered Exeter to do last year. All legal expenses to be paid by the town and the cost of the repeat Deliberative Session paid for by the town. What Moderator Garrity Moderator Garrity allowed this year in Atkinson is far WORSE than the Moderator in Exeter.. Mr. Bromfield should get an injunction from the judge against Moderator Garrity or against the town. Moderator Garrity wrongly believes "his" moderator rules superceed State Law, just like Polito. Polito is no longer our Town Moderator.

Good thing there are courts and judges to rule on disagreements. Did you know there was recently yet another similar case brought against a town Deliberative Session and the town LOST? So there are now two legal precents out there and IT IS current case law unless overturned by another judge.

Oh Mr. Garrity. I hope you enjoy the judges opinion and the courts demand. It will be so much fun to go to Deliverative Session a second time to correct the violation of the petitioners and do the whole Deliberative Session over again. Can you imagine the embarrassment to the town? The Moderator? Pay attention people! This is Atkinson Town history in the making!

At least it gives the Budget Committee and Artis another crack at getting all the facts about legal costs they with held from the budget committee and the Right to know requests.

And give all those wonderful old ladies and Sapia another crack at praising the 44 years of outstanding service of the head of Elderly Affairs. Long live! Long live!

Did Barbara's amendment eliminate the proposed assessing standards in the article?

I noticed the top 3 candidates were in attendance at the meeting. I couldn't tell you who Fournier is if I tripped over him but where was Billy Baldwin? Did he think he is that much of a "shoe-in" that he didnt need to attend? Wow he if couldn't attend the DS how's his track record going to be on Monday night? Maybe it will be as good as it was at the School Board.

You have a spy in the Office, a Tax Collector who is collecting the fair share from all residents -? (ask your spy in the office if the fair share is truly fair - remember Windsor?). You have a bully with a badge, the wife Nepo who guards the phones, and paid drivers who are paid to shut up.

Call the AG, the FBI do whatever it takes to right this problem.

Why is it we can't see the actual street numbers or the available stories behind the listed crime reports? That alone should help quell the same over and over domestic reports at the same address as would the other crimes that are constant in the news. Every thing that is news should be published as a matter of concern to each and every one for every bodies safety . There are some who are and will be constantly a nuisance and others who are crazy enough to hurt others in their criminal doings.

Perhaps he was listening to the false advice of a resigned Town Moderator who insisted that Moderator Rules superseded State Law and State Court. THEY DO NOT!!

It would be "unfortunate" to lose yet another Moderator for making similar errors in judgement.

Especially our new moderator, Good Neighbor Garrity who interjected civility and decency into Atkinson Deliberative Session... which was previously a revolting insult to any well-mannered citizen.

That "quaint" excuse is no longer usable to dodge State Law. Here is the law. Please acquaint yourself with the law before it is too late.

RSA 40:13 (SB#2 towns)

IV. The first session of the meeting, governed by the provisions of RSA 40:4, 40:4-a, 40:4-b, 40:4-f, and 40:6-40:10, shall consist of explanation, discussion, and debate of each warrant article. A vote to restrict reconsideration shall be deemed to prohibit any further action on the restricted article until the second session, and RSA 40:10, II shall not apply. Warrant articles may be amended at the first session, subject to the following limitations:
(a) Warrant articles whose wording is prescribed by law shall not be amended.

Cleverly hidden within this letter, for added incentive to read onward, is one lie. Not a lie of statistical or grammatical error but a ludicrous falsehood at once so absurd as to strike the reader as an insult to human intelligence and yet so Pecksniffian as to convince the reader that comments like that don't sit well with the worst sorts of rancorous fainéants I've ever seen. In the first place, I find that I am embarrassed. I am embarrassed that some people just don't realize that I have to laugh when my good neighbor says that everyone who scrambles aboard the "My Good Neighbor" bandwagon is guaranteed a smooth ride. Where in the world did he get that idea? Not only does that idea contain absolutely no substance whatsoever, but you may make the comment, "What does this have to do with pouty, ethically bankrupt pococurantes?" Well, once you begin to see the light you'll realize that he wants to rid the world of "defective" people. Or, to express that sentiment without all of the emotionally charged lingo, I cannot promise not to be angry at him. I do promise, however, to try to keep my anger under control, to keep it from leading me—as it leads my good neighbor—to compose paeans to ultraism. So you see, I am fed up to the back teeth with my good neighbor's arrogant, slovenly morals.

Most who read here are of average to simple means when it comes to understanding your big words that aren't of their comprehension. Please!! I beg of you to use the more common terms when it comes to your selection of words. Not all of us have a dictionary at hand when we read your "stuff" that can be misleading to the reader by the way you use these words that aren't common enough for the average and simpler person to comprehend. A good many of us work for a living and haven't the time to look up the meanings of your BIG WORDS.

The word "gobbledygook" describes obscure and convoluted language full of jargon. It is an extreme form of linguistic pitfalls, where simple ideas are made unnecessarily complicated and cliches are dressed up as profound truths. Many people seem to think that long strings of management jargon indicate sophistication and professionalism. But in fact they hinder communication and are unnecessarily long winded.
