The Tower, the Sequel to the Sequel to the Sequel

Yes people, the long dormant TOWER issue is back again! But THIS time it is being pushed as a revenue generator behind the fire station. The "official" story line goes something like this; Cell companies will pay to lease space on a 160' tower in the pristine center of town, OH, AND if our petulant police chief gets his way (he was thwarted the first two tries) he can get his communications equipment up there as well. This time there is no mention of who will pay the $260,000 cost of building the tower, or the equipment to be housed there. But you know who will ultimately be on the hook.... YOU GOT IT! THE TAXPAYERS! This is the regurgitation of the very same debunked arguments from two and five years ago. Five years ago, the police dept. did not put a warrant article forward for the tower, but Billy Baldwin was circulating at town meeting a prospectus for the project which would have been billed as a public safety issue, and an emergency need later in the year. It called for a $260,000 tower, and $510,000 of equipment to go along with it. And NONE of this would have addressed the communications issue of the PD which was low power transmission outages for the shoulder held radios. Experts stated at the time that vehicle repeaters were the most cost effective means of solving this, but Phil would have none of it. You see, with vehicle repeaters the shoulder radios only needed to transmit to the car. The higher power radio in the car, would then connect with the PD to facilitate communications. Phil admitted the cars have no blackout problems. These are used by police depts. across the country and chiefs in those communities swear by them. WE COULD HAVE INSTALLED VEHICLE REPEATERS IN EVERY CAR FOR A TOTAL OF $27,465.00! Not the $770,000 it would take to erect Phils phallic symbol in the center of town. By the way, no one has ever ID'ed or found the communications equipment that the chief got through Plaistows grant 6 years ago, and was certified to have been installed on a tower in Atkinson when in reality it was stored in a closet somewhere. So many question, so much wasted taxpayer dollars, all to feed one man's fragile ego, When will it all stop?

If he is gone who will tell us where the communications equipment are that belong on a tower that was given the town? Any one know where they are? If so call the agencies that gave the equipment to the town before they get outdated or ruined in their hiding place from non use.

The Town should offer an explanation as to why they are requesting this since the experts on the committee determined that we don't need it and it won't fix the problem.

Do not be swayed by a tower, it in itself has no effect. The communications equipment solution is what we should be talking about.

I think a little clarification is needed here before the stories get to wild.

A consulting company has requested time before the BOS to propose leasing land behind the FD for the purpose of installing a tower for cell phone use. They are also going to suggest it could support public communication equipment, supposedly as an inducement to accept such a proposal. The request is being made by an outside company, not any public agency in Atkinson.

And it might be interest to all, since it has not be publicized at all, the Atkinson Police Department has purchased and installed two vehicle repeaters. Yes, that is right. Not a rumor, not making this up, its the real deal. Don't believe it, go to town hall or the PD and ask for yourselves.

Asking agencies to take back their equipment was for the communications equipment to be used on a tower not the car repeaters. Sorry if you misunderstood my commentary but you should have looked to the prior messages.

Who's to say something isn't happening behind closed doors between town hall and this cell tower developer?
There are sharks, er entrepreneurs circling all the time.

Back in the day, I worked for a local scumbag company.
When I heard the company was up for sale, I contacted all of the competitors to make sure they were aware of the opportunity. And two weeks later, surprise, surprise, executives from these companies began to line up for a tour.

Hate to start an "Oliver Stone" style conspiracy, but anybody could have asked the communication company to present before the BOS. Even someone from TH, the APD or the AFD.

In my opinion.

Wow! What is the underlying motivation to waste money? Is this guy just misinformed or is he getting bad advice or worse? Also, I am concerned that when you call on this department to really help you get little real response or assistance. Everything is treated as if it is an over reaction because outside of house breaks "there is no crime in Atkinson".

November 30, 2012 7:30 AM: Some of that equipment is already in use. The receiver was installed at Timberlane as a remote receiver for the school and eastern Atkinson. As for the rest, it has been years since that equipment was received. Some of it now obsolete. Besides, it was bought on Plaistow's grant, not Atkinson's.

We received equipment under false pretenses and the Town lied to the State about it.

To say the equipment is now outdated is a ridiculous and is an empty argument to justify a crime by entrusted individuals.

The moderator gets to present his articles any way he wants, it's his blog. If you want to present an alternative, well formed fact-based retort, we are still waiting.

It was my understanding the equipment that wasn't used would have to be accounted for by the agencies involved in giving it to Plaistow and Atkinson for its use. Was there any accounting or was it just a give away to be hid in a closet or other place? Why hasn't the town of Plaistow come forward to get itself off the hook given that it was their grant that was used to get the equipment? The agencies involved are as guilty in this thing by not getting the answers to this lack of use of the equipment given to the police departments via the grant. Who can really say the unused equipment is outdated in all truth? If the equipment is/ or was outdated at some point then why was is it the outdated equipment were not returned to the agencies it came from? Accountability and the costs of the grant by the towns and the agencies are and should be in question by the tax payers who paid for the equipment .

Don't know much about radio, do you? If I look at a map, Timberlane is virtually on Atkinson's town line. To say it is not functioning in Atkinson is ignorance, not fraud.

Read again. The tower is being reintroduced again for the first time Monday night. That is a fact (unless the guy does not show up.) You want facts? You want answers? Go to the damn meeting and ask your questions there and quit your belly aching here.

Why do I have to repeat myself?

The Town reported that the equipment was installed and working. That is fraud. They did not give PART of it away for several years AND they were reporting otherwise.

I do NOT have to go to the meeting. The fact that the BOS are entertaining this again is just more of the same - ignore the wishes of the voters.

Reminds me of the sidewalk repairs we voted down, that were done anyway.

The BOS used to be scarred s***less about the blog. Remember the sign fiasco? Well, wrap your tiny brain around this: Those days are long gone. You want action taken, you have to get out and make yourself heard, in public. Go to the meetings. Join a committee. Start a petition. Your only alternative is sit here in anonymity (unless the Moderator decides to look you up) and wallow in your own self pity.

I did speak up. I did get involved. And, I got results. You're not going to accomplish anything sitting in the stands bitching.

We never got answers about the fraudulent grant application and time has passed, but time was not served. YOU do not get to grant absolution in this matter. Some of us care that we were ignored when questions were asked.

You win. My name is Robin Griffin and I was on the Road Maintenance Committee for five years. I found a way to cut the town's use of road salt by half, saving the town about $1.5M a year. Even got plaque.

With that kind of the towns acknowledgement I'm still in wondering why you only wanted to keep it a secret from the rest of us as to who you were. You said only those you wanted to know knew. A Mr. George was at the selectmen's meeting last night. He referred to Phil Consentino and Bill Baldwin as persons who he worked with trying to get a tower behind the town garage. I remember Baldwin being ripped when the town meeting body voted against the tower.

Last night a Mr. George didn't seem to know what he was talking about. He stammered when Friel said he should make a proper proposal to the town.

Article 2007-18 was approved by majority of Atkinson Voters to allow Selectmen to negotiate lease for cell tower behind the Salt Shed at 1B Academy Avenue, for the purpose of Wireless and Public Safety Usage.

I watched the meeting also. What I heard was that the Town was not responsible for ANY cost of the proposed tower, only for its own Atty review of proposed agreement. The selectmen asked the consultant to come back with Financial Information of the developer so they know the proposal is viable, and go from there. I thought that was a reasonable request at this stage.

How about satellite phones for police, fire and public safety use. Has anyone checked this out? If they're good enough for government, corporate, military and use at remote locations and cost between $500 - $1500 why won't this work? Renting one is cheaper even after adding the monthly phone charges. Are they negatively effected by clouds, snow or rain? Is there a problem making public safety calls on a publicly accessible phone network? I know they aren't as sexy as having a well hung communication tower. SAT phones are more like having a little boy's pee-pee in your pocket. You'd think our +70 year old Police Chief would be over this by now. As for Baldwin. He works for Plaistow now and his self-serving grandstanding on TV isn't appreciated

How should states regulate the growth and retail sale of pot on a broad scale? How should quality control be overseen? Will there be restrictions on advertising? How should weed be taxed? Where can it be sold? Where can people smoke it? Can employers still test for drugs? How do officials prevent marijuana sales to minors? How should the state amend its laws regarding possession of marijuana? How do lawmakers define when someone is too high to drive?

Can the druggies on Medication Lane provide us sober people some help how to tune in, turn on, drop out? Any other town addicts?

In view of what has happened in Conn.I thought about the following. This isn't to say the Conn. rampage was drug related as we do not know that as yet. Years ago China stopped the problem of its opium use and its related problems in its society. Don't get me wrong because I'm not saying the way they did it would be any where acceptable here as it was there. If our country would set up a strictly enforced program for all addicts it would make drug related crimes come to a near or full stop. Killings,home invasions, physical abuses, prostitution,breaking and entering, are only a few things that would be of lesser happenings and a saving of every ones money and the lives of all involved. A limited once or twice times only of addicts if they voluntarily seek help and remain sober after treatment. If not then when next they be caught they go to prison for a specified time. I think its a worth while thing to do . What do you think and what are you willing to suggest on the subject? JMHO

The 53% who have not been paying taxes will either lose their unemployment benefits or pay more. How can this be bad? I can pay more and will pay more if everyone else does. Even the rich will have to pay more. I think we all win. Now get off the couch and get that good WalMart job before your drug induced neighbor does.

I forgot to add this to the above. Even if you did get caught you can have food ,shelter and health care all paid for by the states residents. Now thats a good break in N.H. where one doesn't have to have insurance doesn't it?If your broke you still have the right to own and operate a m/v with out having a valid registration and most of all insurance. If this "jerk" were to be exposed then we could get on with things that need to be addressed and looked into. What is going on with the proposal for the fire station tower is just one thing to be looked at and finally addressed. It seems to me that in car repeaters are the thing to do the job of the tower. If the tower were to be built it could be a money maker for the town but it would be an eye sore to see in its placement.

If it were installed as a money maker for the Town, individual tax bills would not change that much since the Town portion is so small. Is it worth it to you to have this eye sore in our Town center? It's not for me. Repeaters solve the PD problem and this tower is not needed.

As I said at 6:52 it would be an eye sore. It could be a money maker if the town didn't have to bear the full cost of its construction and its placement else where in town away from roads and homes. If a tower does come to cost the town fully then it isn't any bargain at all. The tower users wouldn't want to construct one at their own cost and pay the town to use it so the issue of a tower here is a forget about it happening thing.

Snow tnt just got some new litter some for the kitty some 4 the breaze way when we walk in and it gets all wet. When required, we buy the AFD a new fire truck and the APD a new SUV and still they're not
happy. Like the Timberlane School District they're never satisfied. Now they want to plant a
communications tower right in the middle of our new state designated scenic byway. These
government types are all the same. They always want more, more and more. It's time to say
no more. Not one taxpayers' penny for Consentino and Murphy until they get out of the tower
business. It's bad enough with the APD running Elderly Affairs.

I understand the proposed tower behind the AFD is for Wireless Communication Tenants - Like T-Mobile, ATT Wireless, Sprint, Verizon Wireless. There is no wireless coverage in the center of Atkinson. Can you say that you are comfortable with the wireless coverage in Atkinson Center

ATKINSON — A Highland Avenue home was broken into this week while the residents were away.

Police said a resident noticed a jewelry box had been rifled through and five pieces were missing. Sgt. Patrick Caggiano estimated the jewelry to be worth no more than $1,000.

Caggiano said yesterday there were no signs of forced entry and it is unknown how the thief entered the house.

The residents left Monday and returned Wednesday. There are no suspects, he said.

“We are looking into all possible avenues,” Caggiano said. “We try and check the pawn shop databases in the area and see if anything matching what was stolen has been sold.”

AR2Monitor, If there is truth to what you said about the town IP addresses being used then turn the info in to the proper authorities for action on the users. If they have the time to use the towns computers while at work it could be seen as their having nothing else to do. Get rid of them and save the town money and /or a replacement for the person[s] using the town computers. Would it surprise you any to find and expose the cat nut as a town worker using the towns computer[s]? It wouldn't me.

Atkinson could see cell tower this year

---- — ATKINSON — Spotty cell phone service in the center of town may soon be a thing of the past.

Global Tower Partners, the largest privately owned tower company in the U.S., is attempting to get a cell phone tower built behind the fire station.

“Currently, the downtown of Atkinson doesn’t even have 3G,” said James George, a wireless consultant who is working with Global Tower. “The towers on the (Route) 111 side and the (Route) 125 side simply aren’t getting into downtown because of the topography.”

George presented an informal proposal to the Board of Selectmen last month. Selectmen reserved judgment on the plan until they saw a more detailed financial proposal for the tower.

George said the proposed tower would be paid for by the tower developer — at no cost to the town. The company is looking for a lease on a 1,600-square-foot parcel on Academy Avenue.

“They would pay us rent and it would be a source of revenue for the town,” Selectman Todd Barbera said.

At a meeting Dec. 3, Selectman William Friel said the board will need to examine any proposal carefully before making a decision.

“I want to know who is Global Tower?” Friel said. “Their financials and their background. We need to know who the entity is that is proposing it. About every three months, we have another cell tower company who comes up with a new idea and a new place.”

In 2007, the town attempted to have a tower constructed for public safety purposes, but it was denied by the Zoning Board of Adjustment.

“I don’t think the political climate was there to get this done,” George said. “Now, the wireless coverage has really matured.”

George emphasized the plans for this tower remain in preliminary phases and his main reason for being at the meeting was to gauge interest among the selectmen. The plan would have to be approved by two of the three selectmen.

He said he hopes the tower would bring much needed wireless coverage to the town and also have a positive environmental impact.

“We can bring in solar and perhaps some micro winds, which can reduce the carbon, reduce the fixed cost of energy to the municipalities and level off their budgets a little bit,” he said.

Preliminary plans call for the tower to be 180 feet tall and hold four wireless carriers, as well as provide space for public safety equipment. The tower needs to be above an 80-foot tree level.

“The taller, the better,” George said.

But the tower would not provide adequate coverage to all of Atkinson. George said there would need to be another tower near Atkinson Country Club to do so, but for now he is focused on getting one built behind the fire station.

Why is it the police vehicles can use repeaters and the town can't use them in place of a tower for the four wireless carriers use? The repeaters don't
have to be mobile to work and would be less an eye sore.

Would it be possible for this literary work of art to explain to me what the heck The Police Charitable Fund is? I have heard so many things about it and most don't have anything to do the Police. I hear we buy flowers for the deceased, birthday cards for those over a certain age, tires to replace bald ones, and oil to fill up emty tanks.

Don't get me wrong, all admirable donations, but when I get a letter asking for a donation from the Chief of Police for the Police Charitable Fund, I would expect this to have something to do with supporting the "boys in blue".

Am I wrong? Could someone explain?

Isn't it amazing how informal proposals get serious really really fast.
It's as if the Board of Selectmens' gears aligned themselves with
the gears of the communication company weeks ago and all they're
waiting for is a little $$$$$ to lubricate the process. BOS Counsel
Slumdog Kalman has worked on agreements like these before,
(Plaistow). This is being advertised as a "done deal". The contract
has probably been signed and the ink is already dry. All behind the
backs of the citizens.

No, just because it was removed doesn't mean it can be used in a court. What can be used in a court is slander. Do you know what that is? It is when you accuse someone specific of a specific thing that is not true. Just accussing them is slander per se and you can be sued and they will win. No case argued, just a win for them.

Be careful what you post or say as it may come back to haunt you, whether you understand the law or not. Since the 'principal' offender here can't seem to get this thru his thick skull it is not our concern, his maybe, but not ours.
