Consentino complains that the details got out to the public

Atkinson controversy continues post-election

ATKINSON — Newly elected Selectman Phil Consentino said yesterday he has complained to the state Human Rights Commission, the Attorney General’s Office and the U.S. Postal Service about the distribution in town and disclosure of details from a human rights case and confidential settlement.
Consentino also said he has hired an attorney who has private investigators looking into the matter.
Consentino, the town’s former longtime police chief, said the information went to people’s homes, town employees and senior citizens he knew when he was the town’s elderly affairs director, both in stamped, anonymously sent mail postmarked in Boston and handouts dropped in their mailboxes and at homes.
It happened before the town election in March and again since his election as selectman.
“I wish they’d leave me the hell alone,” Consentino said.
A complaint Atkinson police dispatcher Lynne Cunningham filed against the town last year with the Human Rights Commission was sealed.
Cunningham and the town reached an out-of-court settlement for $50,000.
Consentino has declined to comment about the Cunningham case.
He was terminated as chief and elderly affairs director last year “for cause.” Officials have not disclosed why and Consentino was questioned by citizens about the dismissal during the selectman’s campaign.
Consentino admitted he was offended by an attachment to a commission document he saw in town that he said read, “predator alert.”
“That’s as close to defamation of character as you can get,” he said.
The information has caused himself and his family aggravation and humiliation, he said. He said there would never be enough punishment for the individuals involved to satisfy him.
Consentino said he knows who distributed the information in town, because their actions were witnessed by others, but he wouldn’t identify them.
“I’m not interested in what it said. My point is, if this letter was sealed by a state agency then how did this information get released?” Consentino asked.

Notice that Consentino isn't saying the facts of the complaint that got out to the public aren't TRUE, but he's upset that the facts he wanted sealed got out.

He wants to punish the people that got the truth about his perversion exposed identified, punished, fined and jailed for telling the truth. How sick is that?

Mr. Consentino you are a disgrace to your wife, children, yourself, citizens of the town you raped, and the people that served under you while serving as a police officer. You have dishonored your position of authority while pressuring a defensive female under your control to do you sexual favors in order to keep her job. How sick is that?

You are a contemptible slim ball that should be scorned by every decent person that comes in contact with you.

It's time for you to own up to all you have done in the past, resign from you position as selectman, apologize to Mrs. Cunningham and the citizens you served, in public and then get help for your mental sickness. Perhaps then you might get some forgiveness.

What about our good neighbors that couple living with no occupant permit on Valcat Rd. They owe support big time. Everybody knows why too. Then there's selectman Baldwin. He owes for all the perks and payments and bonuses and extra undeserved pay weasled from us honest Atkinson taxpayers. His old buddy, dear friend, juicy benefactor is owned a payback. What abuse did Baldwin report at the police station during those 5 years? Nadda? Why you suppose that might be he said nothing? Know nothing? Heard nothing? Does he care about the victim his now employee, his reputation, the integrity of the Town of Atkinson?

Then there are the former selectmen that have supported and directly benefitted. Knew nothing? Heard nothing? Withheld the facts of the MRI report?. Redacted the truth when it should have been reported to law enforcement? Helped remove extensive secret documents kept on private citizens of the town from the police station? Any guesses? Any names come to mind?

This scandal makes a lot of supporters look bad. They are drawn into the growing scandal. Started as a Hoover Dam. Then a pin hole leak. Then a trickle, then a gush, then a torrent. Hold onto your life preserver, supporters, as the Tsunami is coming. If your life preserver says PERVERT SUPPORTER on it, I wouldn't want to be you.

Consentino will try to get the rest of the board to give the Osborns an OC when we aren't paying attention. He owes the Osborns and will try to pay his debt.

Watch how Kirsh and Bob Jones will recommend the OC by saying the judge said they could if Osborn put in a sprinkler system.

Nothing could be further from the truth. The Osborn's have a home six times the size they were permitted to build, and haven't complied with the DES requirements or Town requirements.

So much for the planning board, code enforcement, and the ZBA. They are all complicit in the corruption.

I Wish The Hell They’d Leave Me Alone

In the brand new category of “You Can’t Make This Stuff Up With A High Speed Computer,” the former police thug and now select thug in Atkinson, Phil Consentino, complains:


“I wish they’d leave me the Hell alone,” Consentino said.

That is a quote by the loser of so many suits against the Town of Atkinson it is hardly worth mentioning any longer, except that Atkinson pays – NOT the Thug. What is worth mentioning is the Consentino Circle of Power that enables this abuser of female employees in the Town Hall to exist.

Chief among the enablers is what serves as the local Atkinson , NH paper, the Lawrence Eagle Tribune, which does puff piece after puff piece supporting this creep.

They let this thug complain about the very public release of an eight page sexual harassment complaint to the NH Human Rights Commission which resulted in a $100,000.00 (Not $50,000) out of court settlement the Town paid to an employee Consentino was after.

The Lawrence Eagle Tribune has a copy of that complaint with all the details and they will not even ask the basic questions one would normally associate with a real newspaper.

So be it.

Our goal is to focus on Consentino’s Circle of Power. Let’s see how many people will come out of the shrubbery and defend this select-pervert.

Here is the Mission Statement of the abuser’s 501(C)3 Charitable Trust:

To assist the elderly and those in need of the Town by financial means for items deemed necessary for their mental and physical well being and safety. The Association will work with the Senior Transport Division of the Atkinson Police Department as well as the Agencies of the Town and State in achieving its purpose.

To support the acquisition of equipment for the Police Department aimed at achieving excellence in policing and fostering public relations.

To support the activities of the Department’s Dare Program.

To sponsor (or co-sponsor) a Senior Citizen Program to help maintain their mental and physical will being which includes but not limited to:

A. Annual Flu Clinics

B. Bus Trips

C. Summer outdoor concerts

Here is the question the eight page Sexual Harassment Complaint opens up:

How is the public served by letting the then Chief and “charity” operator use funds to help out the woman he was harassing? It clearly states in the complaint that Consentino paid bills for the woman he harassed and hired her husband to do work – at charitable trust expense.

Does it say anywhere in the Mission Statement that existing and potential voters and sexual targets shall receive benefits from the NH sanctioned tax deductible vote-buying tool of Phil Consentino?

That is how it works in Atkinson.

Unbelievable! I don't think you can make this stuff up. Anyone supporting these actions by Phil should be made accountable. If you know about this thievery and did nothing you should be behind bars also. Our poor town has been raped by some of these people and we allow it to continue so we are just as bad. I watched Harold cave to the conman the other night. Must have some juicy stuff on him. No backbone! I am amazed how "deep" this cover up go's. The few who have tried to fight this over the years have gone up alone against so many, my hats off to these brave and good souls, something our town officials don't have.
Please lets all turn the fire up all the way and get them out of here!!!!!!!!!!

It would be cool to lick a few stamps and send an anonymous flyer out advertising this blog. The web address with some current sample articles and postings. It is the only free speech publication I read. The Lawrence Eagle Tribune is suppressing the truth.

This flyer will put fear in these town bully thugs because it damages them in public and they can do nothing about it.

Also good to attach the flyer to car windows at the rear of town hall, the school next door, the library, resident yards, mailboxes, Hannaford, Market Basket, Walmart, Home Depot, Superior Court parking lots in Brentwood. You could grow your readership big time and quickly. Gimme some flyers.

Flyer are are great Idea! I'm getting to the point of putting a couple sheets of plywood in my trucks bed with a message to come and see what our town has become. I would drive up and down 121 and hang flyers all day long.

Watched the selectman meeting on TV. Saw the very pretty secretary taking notes sitting a bit too close. Then I change channels and see the guy in egypt in the glass cage in court. President Mosi? Morsi?

Can the selectmen, I hear it only takes 2 selectmen, vote to appropriate emergency funds for a portable glass cage for the pert secretary? Don't get me wrong. A glass cage for her protection. Big enough for one, not two. A pervert viewing box, some might say. But that's just DIRTY. Disgusting.

Then again a petition going around for signatures for the GLASS BOX CAPITAL RESERVE FUND is a good thing. A bunch of my neighbors would sign fast once they know need for glass in town hall Monday nights.

But here's where I get stuck. Is one glass box enough? How many glass cages are needed for town hall? There's other fine looking gals working around the town. It could get pricy as ventilation and air conditioning for the glass box ain't cheap. Maybe they can hook up the $35K town generator to protect the secretary. Lord knows, the town will never ever turn on the generator for anything else.

Elderly Affairs can help us out here. Canes and wheel chairs are a good thing but glass cages, a sure thing necessity. I bet the elderly will want to donate more money to help the town protect the women of the Town of Atkinson. Maybe a donated elderly home on Meditation Lane. All that counts is results.

I think that digging out any citizens petitions that were generated by the pervert, Consentino, might be a good way of defining Consentino's Circle of Power.
Anyone he would go to for a signature on what then becomes a public document is just as much in the public domain as the names on the real citizen petitions were. Those citizen petitions were used in targeting Consentino's opponents.
Remember when Consentino used to try and get petition signers to take their names OFF petitions through intimidation?
Well that works both ways - but real citizens only have to show who signs petitions for a sexual harasser - no intimidation is needed.
Sunlight takes care on vampires in the movies and sunlight can expose those who throw their lot in with the pervert.

Used-car dealer avoids discipline over customer complaints

Police: Consumers didn't follow through on concerns

HAVERHILL — A used car dealer with a history of customer complaints has avoided discipline by the city’s License Commission.

The commission concluded its latest probe of complaints against Robert Kalil by deciding not to hold a discipline hearing against him.

Police Captain Alan Ratte told the commission that one of two customers who complained to the commission last month about Kalil contacted police recently to say he has resolved his dispute with Kalil. Police were unable to contact a second customer who complained about Kalil, Ratte said.

Kalil’s 495 Car & Truck dealership at 1175 Main St. was formerly known as Fenway Auto Park.

Stefan DiGregorio filed a police report last month and complained to several consumer agencies after he said Kalil threatened to have him fired from his job at a local ambulance company during their dispute. DiGregorio said the dispute happened over his attempt to use the state’s Lemon Law to return a vehicle he bought from Kalil.

The other customers, Randy and Tammy Duquette, said they bought a 2005 Dodge Ram truck from Kalil earlier this year and, at the time of the sale, were given an “IOU” for a replacement chrome rim and four new tires. The deal also included a promise that certain repairs would be made before the Duquettes took delivery of the vehicle, they said. They said Kalil replaced the original tires with other used tires, failed to replace the rim and did not make other promised repairs. They said Kalil avoided their phone calls and emails as they sought to resolve the matter.

At a meeting last month, Kalil told the commission he resolved his dispute with the Duquettes by sending them a check for $297. He told the commission he had been unable to resolve his dispute with DiGregorio because DiGregorio refused to return the vehicle to Kalil’s shop so he can repair it.

4/7 @11:29 & 10:48 There is a conflict of interest committee that does investigate on complaint ethics and other violations brought forward to them. There is a problem though. It hasn't enough COI members to do its function[s] when there is any signed complaint with a valid name of complaint[s] . Who is to say you ,11:29 & 10:48, or even others can't join the committee. That would be nice if you have no real fear of doing so. There can be no remedy of problems unless some body does. I can not do it because of possible conflicts I have that I'm not going to say any thing about that may reveal myself.It is better that I remain anonymous.

The last I heard was that there was only one member left on the conflict of interest committee. If some one or more persons were to ask to be on the committee I see no reason why they would be denied the position. That is unless that person applying were a plant that would do what they were told to do by those corrupt in the towns other positions. JMHO

Try getting the facts for a change. Refer to the town website for a list of people on the committee, then read the ordinance, it explains all this in black and white.

If there was only one person on it, they couldn't do jack because you need three for a quorum. If a person applied and they denied him because they thought he was a plant, then the committee would be biased like your comments.

Have any of you actaully read the CIC ordinance? It's not their job to investigate who leaked the goods. They deal with accusations of conflicts of interest by town officials and employees. That's their job and contrary to public blog opinion, they don't go around snooping based on blog rumors. Think of them as the judge in court, there's an allegation, some evidence and someone takes them to court.

The preditor alert alert flyer sent around town. Gets passed around, you think? What other women who read it can feel safe at Atkinson town hall now? Wish I got a flyer. I saw a neighbors at tea, four of us play cards tuesdays . She looked at me her face got so red. I cried.

It is bad how a girl was treated for years. She needed the paycheck because the husband was out of work. The police elderly charity fund took over their bills it says. the perpetrator figured he can squeeze sex out of her? Whhat kind of favors you think these cops ruining our town now will squeeze out of our pockets to pay lawyers to hid what they do. It is embarrassing to live near this in my town. The BOS members assuming they are individual thinkers and wanting to run a fair and above all governing process will tell the Conman to resign openly at their next meeting. If not openly then in private or they will not show up for future meetings until he does. A governing body [BoS] that has the guts to do that is one that will show they care for the town and wants to make the town reputable once again. They,too, in the next election will be a definite consideration of reelection. The town has a Personnel Policies and Procedures manual posted on the Town site and it addresses sexual harassment. All employees and volunteers are given a copy. Bookmark it, they keep the COI ordinance link in the same place for reasons unknown.

The existence of the policy led to the firing and Innes was the one who pushed for it. The fact that he's back in any way, shape or form indicates a failure on the part of the lawyers settling the case. My first inclination is to ask the victim to press charges now, altenatively to ask the other selectmen and town counsel to pressure him to resign. My next thought is that this damaging documentaion came from local or state officials, since the public had no access. His peers wanted him outed and did so. BOS, State, County, Legal, had access. They did everyone a favor, yet there are some misinformed naive residents who cannot see what's in front of them. If you hear someone defending him, know they are out of touch with reality and are blindly supporting evil.

The Atkinson CIC held it's first post election meeting. Newly elected CIC member Freda Muldoon urged the CIC to not reveal damaging evidence against Consentino and said it was just rumor. Ms. Muldoon also urged the committee to ignore allegations that the Atkinson Animal Control were instructed to mischarge time. Atkinson was allegedly answering calls in Plaistow while charging Atkinson for labor.

If true, there are charges of trying to cover up very serious legal violations. The purpose of the CIC is to prevent conflicts of interests according to the strictestest reading of the Conflict of Interest Ordinance. If a CIC committee member is recommending a violation of the Ordinance be overlooked, the other committee members must seek legal advice and take action against the violating committee member.

I want to thank the CIC for responding to my e-mail and explaining how the correct way to get a petition and submit it to them.

I do have a problem that if a member does not agree with a complaint they call it a rumor and forget about it.
Sort of like a fireman sitting in the station and sees smoke coming out of a building across the street and waiting for the alarm because that is their procedure.

Rumor?? Did the CIC look into this so called rumor to announce that it is a rumor? They did not. The members of the CIC should never release any information until its findings are made and not before. That protects the town and the CIC members from being sued. The subject of any complaint is an alleged violation that has to be acted on and not swept under the rug.

Did you watch last nights Selectmen's meeting. The selectmen have to deal with a dedicated citizen who shows up at every meeting to insure transparency and clean government in Atkinson. I find it hard to believe that twelve good people can get rid of the scourge that has taken over our Town. Many of us have gone to the State Offices for help and if you were lucky to get a reply it was to tell you there was nothing they could do to help. The first ones to be notified of a complaint would be the offender.From there it would be swept under the rug by whom ever. I can tell you this because I have been there and done this to no avail. The corruption has been going on for so long it is imbeded in our Town. I have not given up hope for a change and that is all we have left is hope.
The old adage that"the fish rot"s from the top is so true.

I too have been frustrated writing many letters about Atkinson corruption to then Attorney General Kelly Ayotte and not even getting a polite acknowledgement. It seems her selfish interest in her political climbing into a comfortable Senate lounge chair super ceded her interest in corruption and the law.

So I understand your pain you reached out to government agencies and got a null response.

The fact is, the enculturation of corruption in the sleepy Town of Atkinson has already started to shift. With the resignation of a fascist town moderator the town started to change. Then it was accelerated by the combined efforts of a few people now grown to a dozen.

The town already "feels" more free and open. Yet there are more setbacks as there is a core of police supporters who vote in as selectmen the absolute lowest rung of Atkinson society. And that's being polite!

Here is how you impact your community. Pull an Obama and organize to reach voters and influence them. Very few people even bother to vote in Atkinson.

Who you are, a person of integrity, makes a difference. YOU go to your neighbors and talk up your concerns. YOU go to Deliberative Session and vote to hinder wrongs. YOU send emails to your friends in town and organize them to stand firm in protest.

It is a fact, the corruption in this town cannot withstand the fury of people of good consience. Right now you are SILENT.

There may be no recall in our state but there well could be if our representatives in our area make it come before the state for voting in or out . The state wide publicity of Atkinson and the past problems else where should push the vote to recall. There is no better way of true honest governing than the threat of recall to any one or more officials here in N.H. The NH legislature just voted to raise gasoline taxes by 27%. This summer. Whats good about this gas tax is it can be easily managed by the successful but the lower class will get hammered. The good news is Atkinson is for the wealthy. Poor people dont belong here.

To be placed in front of Atkinson Town Hall, the statue will protest against the intolerance recently shown a beloved selectman. The statue, being sculpted at the Atkinson Police Station by a noted New Jersey artisan, is nearly complete, according to a spokesman for the Lions Club.

“We’re really coming along fast,” said officer Smack, who claims to have raised more than $20,000 for the project through a special Elderly Affairs fund raising scheme from the station.

The nearly complete statue of the Baphomet, or Sabbatic Goat, is a magnificent figure that has been used to represent Satan for centuries. It is made of bronze, poured over a clay mold. Images provided to The Eagle Tribune show the beloved figure on a throne, with smiling and willing and "well developed" women at each knee.

One group of critics has stepped forward with the complaint, “We don’t think CPAS should place ANY religious sexual artifact on Atkinson Town Property. Especially as the Prince of Darkness deserves a more noble comparison.”
