Green says censure won't stop her


School Board member accused of misleading public

PLAISTOW — Timberlane Regional School Board member Donna Green, who was censured by her colleagues Wednesday, said the reprimand won’t change how she conducts herself.
The Sandown resident said yesterday that even though seven of her eight fellow board members voted to censure her, she will continue to seek “transparency” from the school district administration, especially when it comes to spending issues.
“Censure has no bearing on me,” Green said. “I’m not going to change my behavior.”
Board members said during the nearly three-hour special meeting Wednesday that Green’s behavior is having a disruptive impact on the board and district.
They said Green often makes inaccurate and inflammatory remarks during meetings and in her personal blog on district issues. Her comments are damaging the board’s credibility and integrity, the members said.
Board member Rob Collins, who made the censure motion, said there have been nearly 70 inaccuracies in her blog since she joined the board in March.
The comment prompted Green to rise from her chair and say, “I’m done.” She then left the meeting.
Shortly before Collins’ remark, Green refused to attend a 10-minute nonpublic session called by Peter Bealo to discuss “reputation.”
After Green left, the board voted in favor of the censure — the equivalent of a public scolding. Chairman Nancy Steenson said a censure letter would be drafted for the board’s review at its meeting in August.
Green said yesterday afternoon she didn’t learn of the censure until a friend phoned her and that she had not been notified by the board.
She said she even stopped by the school administrative office yesterday to review district invoices, but no one mentioned the censure vote. She called the vote “a public humiliation.”
Green admitted the move wasn’t a complete surprise, explaining that Collins has said in the past he would ask that she be censured. The special meeting was called by Steenson to clarify the district’s position on key issues Green has challenged.
Those issues included the district’s transfer-of-appropriations policy, a health trust refund and an auditor’s report.
The Wednesday night meeting became heated as Green queried administrators, including Superintendent Earl Metzler, and board members questioned her actions.
Among her concerns was that the board did not have enough control over overexpended line items in the school budget.
“We are falling down on budgeting,” Green said. “We are also falling down on oversight.”
Board members told her administrators retained the authority to make those budgetary decisions. Steenson said Metzler and his staff have followed the district’s policy and done nothing illegal or unethical. Green disagreed.
Board members also said Green refused to attend policy meetings or meet with Metzler in his office to discuss issues.
Green said one meeting was held on Passover and she couldn’t attend. Another was held while Green said she was out of the country. She said she would only discuss district issues in public.
Green issued a statement yesterday, questioning Collins’ claims about inaccuracies in her blog and asking him to outline each one.
She also denied accusations that she would not work with her colleagues and said censuring a member would discourage other residents from running for the board.
“My blog has always been open to public comment and correction should it be challenged,” she said. “The real root of my censure is my is my insistence on financial transparency at Timberlane to get a handle on the excessive cost increases we have experienced while enrollment is plummeting.”
Board member Kelly Ward, also of Sandown, abstained from voting Wednesday but did not say why. Ward later said he did not have enough information to cast an informed vote.
Steenson, the only board member authorized to speak to the media, refused to comment on Green’s censure.
Green is serving her first term on the board. She was elected in March.

Dr. Metzler's said it was a simple minded view and used uncontrolable costs, such as snow removal, to justify his position. Mrs. Green used controlable cost examples to illustrate her point, such as book purchases. Clearly, the cost of books won't exceed the plan by a significant %, while heating costs may. Dr. Metzler's view is off course and a smoke screen.

This woman is a bulldog --- she challenges the go along get along attitude of the board.

If you haven't watched a meeting, I urge you to do so.. This woman puts in countless hours trying to understand the process and questions policies and procedures that infuriate the board, who defer there duties to the good Dr...

You see it over and over-- board members become puppets because they think that nobody knows better than Earl, he's much smarter that them and is above reproach....

Love this woman -- wish she was our rep : we have a couple of rubber stampers that thwart her efforts to understand the budget and instead censure her ...

I have learned more about the process by following Mrs. Greens
attempts to do her job ---

Let me ask--- If you end and stop the AR2 from publication what will take its place? With out what you call cyber bullying there wouldn't be any course of truthfulness coming forward for us all to see and sort out let alone act on. What you call cyber bullying is the way of we the common every day tax paying people who are paying the bills for the people who cause the problems for the town and the resulting costly settlements . It is time to throw out these same jerks even if it if, as you say,cyber bullying which it is not. Its the truth and truth always wins in the end and the end is near. Why is it you jerks keep on trying to defend your selves by blogging here with your constant foolish attacks of saying oh my !!!! the cyber bullying has to stop. Why not stop the tactics that are seen through by so many of us and do what your supposed to is a question you should consider doing for every ones own good. Think WE instead of I and ME only.

People have always dubbed me the "crazy cat lady". Since I was a young girl, I've been fascinated with anything cat related. I've always had one or many cats in my life since the day I was born. I've been a collector of cat paraphernalia, a foster-mom for the OSPCA & PetSave facilities, and just a cat lover all around. Even though I'm certain there are crazier cat ladies out there than me, I always enjoyed the nickname, so I felt it was a perfect fit for this blog

He’s published downright disgusting things about judges, politicians, and private citizens associated with Republicans in Alabama. They’re so disgusting and untrue that I refuse to repeat most of them.

You could be right ,however, what about the right of knowing who is being addressed in response. You can not deny the suggestion will be of the greatest of help in sorting out the what and who the response is directed to and from. If one can send a response,hateful or in praise, it would make reading a lot easier with out any wondering who is being addressed. JMHO

BRENTWOOD — A longtime Plaistow police detective will go on trial today, facing simple assault and criminal threatening charges.

George Wickson, 41, of Plaistow is charged with threatening a man with a knife and grabbing a woman by her buttocks and hair during an incident in May 2013, when he was off duty.

Wickson also tried to kiss the same woman and threw a beer at another woman, according to indictments.

The 14-year member of the Plaistow police force faces five charges, including simple assault and criminal threatening charges. Opening arguments are to begin at 10 a.m. today in Rockingham Superior Court following jury selection Monday.

Wickson, who has been on unpaid administrative leave for 13 months, maintains his innocence.

He was attending a social gathering in Newton when he allegedly pointed a knife at a 22-year-old man’s neck and said, “Shut up or I’ll slice you,” an indictment said.

Wickson faces a felony criminal threatening charge for that incident. He could spend three and a half to seven years in prison and faces a $4,000 fine if convicted of the charge.

A grand jury indicted Wickson on the five charges in October. The four other charges are misdemeanors. They include two counts of simple assault and single counts each of criminal threatening and attempted simple assault.

Since Wickson is a well-known local police officer, interim County Attorney James Boffetti said the case will be prosecuted by Rose-Marie Balboni of the Hillsborough County Attorney’s Office to avoid a potential conflict of interest. Wickson is represented by attorney Brian Lavallee.

Plaistow Town Manager Sean Fitzgerald said he could not comment on the trial. He has said Wickson was a good police officer with a clean record, but the town would not tolerate any misconduct.

It's the lack of transparency that is questioned here. There are too many colsed meetings, hidden issues and dealings when there are clear conflicts of interest. If they were not corrupt, there would be honesty and they would be forthcoming with information. They are not.

BTW, calling people names doesn't prove anything except that you are threatened.

3:58, I have to accept what you've written about Mr. Buatti but there is some thing that bothers me. If he ,Buatti, confessed to having been going on porn sites and having at least eight videos of young girls. I can agree with most people having the right to open a porn site and it is easily enough to do by any one with their computer if they chose to do so. What gets me is that the TRSD members allowed Mr. Buatti to teach and coach for fourteen months after his admission to the offenses. Could there be some circumstance that isn't or hasn't been addressed in the matter? Could it be he is not guilty of wrong doing while in or out of school hours and his contact with students? The TRSD officials must have known some thing we don't to allow Mr.Buatti to be employed for the fourteen months that prevented further action on their part. To me I feel Mr.Buatti was railroaded because he was never brought before a court for his actions by the I.C.E. or the school district or any other person that has mandated reporting rights in their employment. What I'm saying is the TRSD board has failed to bring this to a real end by not allowing the minutes to be open to the public they serve. Do you think if Mr. Buatti were to be asked to allow the opening of the nonpublic meeting would he? Opening the non public meeting record would or could possibly be the real end of this matter and it could clear up some if not all his accused past actions and his name,whats left of it......jmho

He admitted it to ICE after being confronted. They accused him based on the fact that his credit card was used to pay for the videos. It was an ICE issue because the web sites were not in the US. They took his computer. TRSD 'sanitized' any computers he might have used for the same purpose.

When Buatti was finally charged, he was put on paid leave then unpaid. When La Salle was asked for comment, he pretended to be surprised then back tracked the next day...

[La Salle] said comments he made to a reporter about Buatti's indictment on Monday were mischaracterized, saying the indictments were "news" to him, not "new."

The superintendent said the school is responding to the indictments by calling upon a crisis team made up of school counselors and psychologists in case students need to speak with someone. The crisis team is typically used when students have to deal with a death or other difficult news.

Scumbags. All of them. Rob Collins had been sworn in as a school board member a week before. This was his first act as a school board member. They sealed the minutes to protect their own reputations. As if.

@8:20, the minutes are not posted to the web site and Metzler has ignored requests to view the minutes repeatedly. He is the de facto chair of the school board -- his office prepares agendas and runs the meetings.

He was the gym teacher and he worked next to the locker rooms where children change for gym and sports. ICE met with the school. My guess is that photograghy revealed that photos of students attending TRSD and whom were known to those at the meeting, possibly the photos were taken at the school, so they sealed the minutes in response.

La Salle and the school board repeatedly denied that any of the allegations involved the school. I don't trust them at their word, but Buatti was never charged with anything except downloading kiddie porn.

Can you imagine the outcry if this involved an employee of a church or a boy scout volunteer. Nothing would be sealed.

No doubt the La Salle, Feneberg, legal counsel, and the school board discussed their obligations, liabilities, and potential actions to distance themselves from the matter (like sealing the minutes for 99 years and sanitizing any school computers that might have been used by Buatti). They probably made a deal with Buatti that let him prowl and get paid until indicted in exchange for silence on the matter.

Check who retired at the end of the year -- he may have implicated others. The only thing we know for sure is that they are not protecting Buatti's reputation -- he has been found guilty, sentenced, and is serving time.

BTW, a TRSD teacher vouched for his character at a hearing for early release.

Again, this is not an isolated incident. We also had a high school teacher (Kevin Goddu) who raped a student. Another teacher whose name slips my mind had to password protect a myspace page that advocated the use of illegal drugs and deviant sexual behavior.

I don't think it's a New Hampshire culture problem. Most of the people who run our schools are from Massachusetts. People who aspire to leadership roles in academia tend to be left of center and most lefties are tolerant of deviant lifestyles.

I think it would be best to dissolve the TRSD altogether. The layer of complexity and expense has not improved the schools. In fact, the performance of the students has trended down since TRSD's inception while cost and corruption have soared.

However, Mrs. Green takes it to another level and I respect all the work she puts in to try to understand "system"...............

She may take it to another level but she is right in her attempts to expose the wrong doings of the boards actions in all its matters of concern to the town's involved as taxpayers. I give her credit in her doing this where there seems to be less coming from the other board members in that regard. There can not be any less expected than the truthful response of the board which appears to be far less than what has been brought out to the public by member Green . 8/11@8:29 AM A question is asked of you... We elect them to protect our kids and pay the "rent", if you will,of all employed in the system and its management. You can not say I have hate and paranoia to all officials when I do have openess about one doing their job in trying to convince the other members to do their jobs as wel as she does . The questions and answers of all members should be addressed with the fullest explanation to accomplish acceptance or not of the subject at hand in order to move on satisfying the public and employees it deals with and it does represent as a board.

There are many issues --- if you want to know where the members stand, watch and pay attention..
Now, you may disagree with their opinions and decisions, but you will have a much better idea of whats going on and why they vote the way they do..

I think and feel the board just isn't doing its job of representing the communities involved in the district. When the school officials want some thing it should be looked into more detail. The reason being they seem to want things more for themselves and get them than for the student educational services we provide by paying our taxes. I do watch them on tv but not every time they meet. If they are members of the communities trying to do their jobs then they would pay attention to just that-- their jobs of representing us and not the wants of the administrators sitting in the building on Greenough Road. Their job is to ask for improvements in our educational needs and system. They seem to go over board in their own wants and personal incomes. We all have to tighten our financial belts and that means them too. JMHO of course!!

Mrs. Green recognized as Sandown's Citizen of the Year. I would say that she is also Atkinson's, Danville's, and Plaistow's as she is serving the entire district better than any other elected or appointed official.

The 'bosses' never show up to work. The deliberative session is the place to take control and that meeting is dominated by SAU employees and contractors. If you want to help, get yourself a green shirt and show up next year. At the same time, vote for ANYONE who is not part of the problem. It's all in YOUR control. When you attend the deliberative session, your vote counts as 20. When you stay home, it counts az ZERO. Make a difference -- join the Green revolution.

Herr Metzler has no right to assign but he has the right to ask the acting chief to look into his complaint. The acting chief then can assign an officer to the task. It would be of poor choice by her to assign any officer that is involved in this matter to investigate the complaint. The Lt. is in conflict of interest and should have said as much to who did assign this task to him. I doubt if the acting chief did the assigning but I do believe the Lt. took it on himself to assign himself to the task. Shame on the acting chief if my thoughts here are the truth. It doesn't make her wish of becoming the permanent chief easy to be a reality does it? The acting or permanent chief is supposed to be aware of all things in the department that are going on. JMHO

Even with out a non member making an official complaint to to either board they have a right to meet and discuss the matter. Their agreed thoughts then can be brought to the two towns official heads to hopefully finalize what to do about it. Its called freedom of assembly and speech to be heard from both boards by their community officials for possible action to protect the towns from being sued ,etc. jmho

They may have done it a couple of fridays ago but the circumstances may have been different than everyone have knowledge of. If it be as true as you seem to say then the drunk drivers should be let go ,much to the detriment of the sober drivers on the road. If you guessed former Police Chief and now Selectman Phil Consentino you probably know how Atkinson has been run for the last thirty years.

I have been a tad late in posting articles about the Atkinson Pervert but have freed up a few minutes to expose him again.

Oh, he has his defenders in that crooked little town because he used his police badge for years as a political tool – See the scam going down in Portsmouth for an example of how this works.

This Portsmouth scam perpetrated on an elderly person is an example of what can happen when you let a police officer or chief use his department as a tool in deriving something of value from people he is supposed to protect.

Consentino used his police position and “Elderly Affairs” program to solicit signatures on petitions from within the cruisers turned elderly taxis.

Now he has a defined voter block which has allowed this pervert to sexually harass a female police department employee, walk away free of any charges, and get elected selectman after being fired from the police department.

So here we are Atkinson. The Crotch Master is at it again, a seventy year old acting like a monkey in a cage.

But then again, he was elected to a position that requires him to come out in public once in a while and “expose” himself to the taxpayers. That’s sort of like a monkey in a 91-A cage.

Congratulations Atkinson Brown-nosers.

You have your man in office.

It probably makes sense for Danville and Sandown to form a two school co-op given their proximity, declining enrollment, and the existence of the three buildings. There is no need for a School Administrative Unit. That function was created as a clerical role to ensure compliance with state programs that netted extra funding for the schools. Now it's a retirement plan for 'well qualified' teachers. Three principals, three assistant principals, should be plenty to run a Sandown/Danville Co-op.

Today is primary day . I ask that you who vote today yo vote for an non incumbent . The reason I ask this is because they have not done any thing we the majority of voters have asked them to do . Even if an incumbent gets to run in the final election they will have gotten the majority voters message by the amount of votes given them which should be smaller than they thought or even know they'd be getting. If your tired of the old same old same old then vote and give them a message that they seem not to acknowledge now.

Who asks this question? My answer is as follows....It is the choice of one to make as to where they want to work and if they are placed in the position.The only way for transfers are only if there is no one capable of filling the job within the department. That is not the case in either town is it? What the bone of contention is is that when they TRANSFER as a Sgt. or above in rank to another place of work they are stopping other candidates already there from advancing at there place of employment. The question is why did he transfer in the first place when he had the opportunity to be chief. Granted he had to wait until the chief retired or as is or was the eventual case being fired. Would you want to work in law enforcement knowing you wont be given the chance to advance,- after working for a lengthy period of time-, because of this happening to you?

Baldwin didn't have the chance to be Chief in Atkinson, he was told they'd never hire him for that job. Besides, the job was part time and he's full time. I'm glad he's not in the APD, I don't think he's a good officer because of his past indiscretions, both in and outside work.

I wouldn't work in law enforcement under any circumstances.

Plaistow police lieutenant investigated

PLAISTOW — The New Hampshire Attorney General's Office and Rockingham County attorney's office are investigating longtime police Lt. William Baldwin for "irregularities" that occurred during two recent traffic stops, Town Manager Sean Fitzgerald said.

Fitzgerald confirmed Friday the two agencies have begun looking into allegations that Baldwin, also an Atkinson selectman, may not have followed standard police procedures during the two stops.


But Baldwin said Friday evening he believes he is being unfairly targeted by another member of law enforcement who disagrees with the "discretion" he used during the two stops, both within the last month.

"I do the best to what my discretion allows me to," he said.

Neither Baldwin, Fitzgerald nor interim police Chief Kathleen Jones said they could comment in detail about the traffic stops nor the allegations while the matter is under investigation.

Baldwin, on scheduled time off for the next week, said he's only trying to do his job.

"It's just disheartening," Baldwin said. "There are two sides to every story, and I take my job very seriously to keep the community very safe."

Baldwin said he's not sure who is making the allegations against him.

"I don't know the motive," he said. "I put my life and soul into the job. People just come after you and target you. It's someone who doesn't care for me here."


Baldwin said he's yet to speak to investigators from the attorney general's office or the county attorney's office.

Interim County Attorney James Boffetti said he could not comment on pending investigations. Senior Assistant Attorney General Jane Young could not be reached for comment Friday.

Fitzgerald said he's waiting to receive further reports and had yet to speak to Baldwin, who has worked in Plaistow since 2011. Jones has spoken to Baldwin about the matter, he said.

"We will make appropriate decisions to make sure we keep the highest standards of policing intact," Fitzgerald said.

Jones, who was deputy chief, has led the department since the death of police Chief Stephen Savage in July. She said town officials won't hesitate to act if Baldwin is guilty of any misconduct.

"If anything has been done wrong, we will take swift action as needed," Jones said.

Fitzgerald said despite the allegations against one of the department's highest-ranking officers, Plaistow police do an excellent job serving the community.

"We have an outstanding department," he said.

Baldwin was a member of the Atkinson Police Department for 14 years before leaving for Plaistow.

Earlier this year, he applied for the Atkinson police chief's job after Philip Consentino was dismissed by selectmen. Baldwin later withdrew his application, saying he had doubts about leaving Plaistow.


Baldwin also served in the U.S Marine Corps for 10 years and has been a member of the U.S. Coast Guard Reserve, taking leave from his police career to serve in the Middle East.

He is also a former Timberlane Regional School Board member.

It looks like Lt. Baldwin is in more trouble because of this and his being on the hot seat at the police department before this lawyers letter came out.

Apparently, in response to questions about the $50,000 no bid contract awarded to Mrs. Metzler, Superintendent Metzler said, "We're trying to do the best for our kids here." The Metzlers have two daughters. While we appreciate that he wants them to go to good colleges, he should just borrow the money like everyone else.

Just a nod to the other Sandown representative on the Timberlane Regional School Board, Kelly Ward. Thank you, Mr. Ward, for finally speaking up and stating that Donna Green does not represent all Sandown voters. We may be a silent majority but she needs to know that we do exist and she does not represent me, my views or the views of any of the voting members of my family. She is an embarrassment to a large segment of the population in Sandown and I for one hope the residents of the other district towns don't hold her against all of us!
