How did the Selectmen transfer $6500 of our money to a new Non- profit?

Yes, you read that right!

At last night's meeting, without any notice on the agenda, without any public hearing on the matter, the selectmen approved the transfer of $6,500 into Phil's new Private Non Profit Slush Fund, ooops, we are sorry, Charitable Organization!

So, how did that happen?

We have heard Phil say many times that money can only be taken out of that fund by public hearing. But they took $6,500 out last night with no prior notice to the public!

With all this controversy about transacting business out of the public eye, you would think they would do everything possible to be as open and honest as possible, but no!

What does this group have to hide, that they can not do things in public view, with proper, legal notice to the public?

Selectmen, These questions MUST BE ANSWERED!

They are still operating in the old, unaccountable, hidden sneaky way!

Wow.

The AGO has had little effect on these people.

Well, this is just wonderful. Here I thought some semblance of progress was being made.

Disappointed. Very, very disappointed.

Do you have a story?

Have a voice, call the AGO's Criminal Investigative Unit at 271-3671

I too, had really hoped they we were making progress with our selectmen.

This is depressing...

What was the vote? 3-0? 2-1? 2-0?

If not unanimous, who voted no or abstained or was absent?

Unfortunately for you guys, Atkinson is more "interesting" than Danville these days. :-)

Atkinson has devolved into a satire of itself;

We have a Sapia clone more interested in his hair products than with reforming local government...

Selectman Childs, while once being willing to battle against Consentino himself, has apparently lost the will to fight for the town and just sits quietly thinking of things to attack
Teddy Stewart with...

But, GOOD NEWS!! Mass General has just announced a breakthrough in SPINAL IMPLANTS!! Let's get Friel and Childs on the list ASAP! Yeah!

The vote was 3-0. And i do think that spinal inplants would do both the PC selectman good. PC Select..
the name fits, after all he did get them elected.

The selectmen claimed to have the blessing of Terry Nowles? at the AGO to withdraw the money without a public hearing or posting.

I believe what the real issue here is, not that they transferred the funds, which in the scheme of things is not a great deal. What the real problem is, is that EA is still part of the PD. We still have one person with the face of Janus, Chief on one side, EA director on the other, a police letterhead that works both ways, and a fleet of pseudo cruisers for use at the Chiefs discreation.

Bottom line, the two organizations are still one in the same. I thought the AG told the town to do away with that.

Maybe the BOS still plans to do this, maybe the transfer of funds was a peace offering. But, at this point in time, NOTHING has changed.

Why, I ask myself, doing what needs to be done so bloody hard for the BOS. My neck is sore from just shaking my head all the time. Geeeez.

kinda like when the chief was selectman voting on police matters..Even though the courts ruled he should not . Here we have the same situation, makes ya sick don't it? This man has a real control issue.

Per the OK of the State Atty, General. Why don't you just ask? It's your board or do you only hide behind a keyboard?

An earlier post made me curious, so I called the State Attornet Generals Office, and asked for the charitable trust unit, and spoke with very personable woman named Terry Knowles.

I asked her if she had told the selectmen that they could withdraw funds from that original donation acct. without a public hearing, or agenda posting.

She said absolutely not! She never told the selectmen they could skirt right to know law! She said; "all I told them was how to transfer that money legally." I replied, "you mean what you stated in your letter, about getting signatures from the original donors".. She said; "yes but that doesn't absolve them from following the right to know law."

So take from that what you will but it would appear they did not have the AGO's blessing to transfer that money with neither public hearing, nor agenda posting.

who actually said the AGO gave them permission?

was it on tape? it would make a nice clip if someone has it.

Mark, do you plan on asking for the RTK information? I'd like to see the donor list, the signed forms and proof of the donation.

It just boggles my mind that the Chief and BOS are making this so hard. The AG told them exactly what they needed to do. So what do we do, come up with every conceivable way NOT to do it right.

It really begs the question; what if they had something really hard to do if they cannot do this simple task? The AG gave the town a recipe. Follow the G** D*** cookbook guys and quite this fussing around. It's making you and the town look like utter fools.

At one point I used to look at occassional actions of the BOS and tried to be optimistic that there were some good things happening.

After the series of recent actions (not seperating EA from PD, no info on pay for a public employee and a murky ethical past for that same employee), the BOS is looking more like a toilet that needs to be flushed.

Time to start looking for some regular citizens that are willing to step up to bat and get this town back on track...

If they cannot follow the rules that have been plainly laid out in front of them, there is truly something underhanded being done.

It seems the letters from the private doners will be on file. It was not tax dollars so why can't people instruct the Chief where to use their private donations? I think you guys should get a new hobby....

Anonymous said...

We have a hobby, it's to expose taxpayers issues to the residents. Any money in the donation account is subject to public scrutiny.

No one here said that people can't have their donations redirected, we just demand it be done in the open per the law.

There's an excellent audio clip on the NH Taxpayers Radio website.

http://www.nhtaxpayerradio.com/shows2008.php

Listen to the first Sept 11, 2008 clip and advance to minute 40 or so. Ed Naile speaks about the problems with the Chief and the illegal donation accounts. It's good.

I want to know who, in the Atkinson Police Department, works in the PD's Senior Transport Division. How much time are they spending in this division and HOW ARE THEY COMPENSATED????

Anonymous said...

Excellent clip! Ed Naile can't get here soon enough. It's good to hear him calling our the BOS too. There are at least two of them who will be going down with the ship!

Since when is ignorance of the law, an excuse for breaking it? especially when you are the CHIEF OF POLICE???

Hey US Congressman Charles Rangel (D-Harlem, NY) has recently had ethics charges filed for;

"Using his taxpayer funded official house staitonary to solicit donation to the Charlie Rangel wing of NYU."

How is this any different than what Phil has done for years?

Anonymous said...

For those who asked, I filed with the Town on Friday a right to know request asking for the complete donors list, 2005- current, including name of donor, date and amount of donation.

I also asked for the pay and bene package for the new TA.

Thank you.

Mr. Acciard
I know you are already a target, so that you have less to risk by making this request than I do. But thank you for putting yourself in the chief's sights, so that I dont have to reveal my name, and risk his childishness.
