ATKINSON — After less than two years on the job, Town Administrator Phil Smith is returning to police work.

Smith gave his notice to selectmen Tuesday.

"I got another opportunity in Roswell, N.M.," Smith said yesterday. "I will be the deputy chief of the police department."

His last day in Atkinson is Sept. 15.

He's just the latest in a long list of relatively short-term administrators. And selectmen haven't always had an easy time filling the job.

Before Smith was hired in September 2009, the town went seven months without an administrator.

But short-term administrators are the norm for a town this size, Selectman Fred Childs said.

"I hope the next town manager will last long," Childs said. "It's a small town, so it's a stepping stone for people. If they can make more money someplace else, they do. That's what happens."

For Smith, who served as police chief in Alton before taking the Atkinson job, it's a chance to move to a warmer climate and return to police work.

"I realized I just really love being in law enforcement. I'm getting back to a field I'm more comfortable with and what I love to do, but it's no knock on Atkinson," he said. "Atkinson was right next door to my hometown and I've learned a lot of new skills being here. It's going to make my police work much more effective and efficient."

Selectmen have begun to search for his replacement.

"We are starting to search for a new town manager today," Childs said yesterday. "It depends on who applies, how long it takes. Sometimes it takes a long time, sometimes it doesn't, depends on the candidates you get."

Selectmen's Chairman William Bennett said he understands why Smith decided to leave.

"He's got a better job and a better income," he said. "I get it."

The town hasn't yet decided whether to hire a consulting company to help with the search, selectmen said.

It's likely the town will be without an administrator for a few months, but administrative assistant Barbara Snicer will fill in, something she's done before.

In fact, Childs pointed out, Snicer has filled in the last two times the town was without an administrator.

Atkinson has gone through a few short-term town managers in the past few years.

The longest someone has stayed on the job in recent memory was Russell McCallister's three-and-a-half-year stint that ended in January 2008. Then came interim administrator Craig Kleman for about four months. He was followed by Steven Angelo, who lasted less than five months, leaving in January 2009.

Smith will be moving to a much larger community when he heads to Roswell. It has about 50,000 residents and a 96-person police department.

"It's a fantastic opportunity career-wise and a lot of us policemen who live in the snowier areas like to make our second bids toward warmer climates," he said. "There's a lot going on in that city. I'm looking very much forward to the challenge."

But he said he's going to miss the people he's worked with in Atkinson.

"I've had the privilege and honor of working with some wonderful people here in Town Hall," Smith said. "That was the most refreshing thing coming out of law enforcement, finding this level of quality people that provide service the community."

Many who blog here are patriotic, honest, taxpaying Americans much to be admired. Unlike the majority of voters who just "go along " with town mismanagement, these individuals speak out.

It causes thugs and bullies enormous concern as it is a threat to their mafia style domination.

My prediction is the blog will continue to flourish as it is needed. If you truly want to get rid of the people who post then change. Hire more professionals instead of uneducated amateurs, stop spending money like drunken sailors; lower our taxes. Obey the laws of the state...the Right To Know law (No, you don't), RSA Laws at town Deliberative Session, State Law when it comes to the Police Department, equal enforcement of the laws, reduction of corruption generally in Atkinson.

People with the courage to stand up and speak out for justice cannot be silenced even by tanks, bullets, snipers, bombers, arrests, murder. Look at Egypt and Syria et al. People naturally are willing to sacrifice themselves to end corruption and achieve justice the world over.

These are the brave ones and they will fight you forever. Your two-bit threats mean nothing to a hard core Patriotic American. We understand what you are and we stand up to you with courage and honor year after year.

Go ahead. Issue threats to citizens. It works in OUR favor. Every time you do it new people realize something is terribly wrong and they must join the ATKINSON REBELLION. We will defend ourselves effectively and go after you until you stop bullying and threatening people and do your sworn duties. Follow your oaths of office.

So. The BOS pays this manager to hande their business. The new TA learns the job, collects the big checks, then STEPS UP to a better position. Then the cycle repeats again again again. So. It has nothing to do with corruption or callous thugs. Atkinson is just a STEPPING STONE and Atkinson taxpayers are THRILLED to pay The big bucks to build their careers. What a generous town this is. Money growing on trees and gifts from the innocent and vulnerable elderly grows and grows.

In a country with an unofficial unemployment figure of 25% you would think the Board of Selectmen would make better choices from a wider range of people seeking PERMANENT employment.

Maybe a lightbulb will ignite and they will seek help from Municipal Resources.

But if the town continues to violate it's citizens, it is impossible to hold a Town Administrator. You see...it is that SMELL of a rotten town that sends them packing.

I think the man was over qualified for what the job entailed, and the pay was too high based on the work load and type of duties. It was close to home, pretty easy to do, pay was ok, why not take it for awhile? Not something to brag about though....

I'll bet he was bored and sick of the quibbling that is everywhere here. I'll bet he was bored enough to be ready to accept a high profile, high paying, exciting position he can be proud of doing.

So, the BOS should look at the fact that sitting around waiting for Bill B to show up on-line, is hardly enough work for two people and the pay should be cut for tis position.

That's the point. They paid him a hugh amount of money and then didn't impliment his the professional advice they paid him for. Instead relegated him to paperwork and gave him the run-round. Otherwise he would have stayed and maybe moved into the top slot. Instead, he fled to NM to escape the corruption. Here.

I am not jealous. What am I saying. Darn tootin I would like to have Phil Smiths credentials and pay scale.

But I am not jealous of the ridiculous tasks he was assigned. What a waste of talent!

Once upon a time, when I stopped in Town Hall, and went down to say Hello to Mr. Smith. Bill Friel was chairman. I told him he'd hate that job during the next chairman's reign.

What I hope is Smith is able to fix the PD with the MRI report before NM. If he does there will be a citizen warrant article for a plaque to Smith and MRI in the police station thanking them for creating public safety in Atkinson.

The MRI report will be in soon; hopefully, with recommendations that we get a real chief. Who can sell off a few cars, put officers back on the streets WORKING and PATROLLING (what the hell do we need detectives and $60,000+ lieutenants for in a little town with no crime, it doesn't make sense)! Bye-bye buddy system, bye-bye detectives and officers that do no work. A new sheriff's in town, and it's called the MRI!!!

What I wonder is how the guy can survive raising two kids and a wife on a $20k salary. Even if you count a few hundred extra a month for a Sears pension, it is barely above poverty level, if so.

How does he afford an antique red Caddy convertible, a brand new Harley Davidson motorcycle, a horse, a tractor, his taxes, medication (must be alot) and then, all the normal living expenses?

How? Is someone helping him financially? He can't be earning enough on his own to pay for all this stuff.

You forgot to mention to cost of running that street light in his driveway. The one that exactly matches the ones on Rte. 121 in front of his house. Maybe he got a BOGO deal when they installed in front of 140 Main St. Maybe there's a deal on the electricity too since he is in charge of approving street lights. Maybe Unitil gives perks for buying them and gives free electric power out too for a limited time offer.

John D. Rogers, 48, a police officer of 23 years, retired June 23, shortly before police Chief Alan DeNaro submitted a June 29 report saying he was prepared to fire Rogers. You guys forgot to include Phi's Social Security check, Jodi's salary, and the probably tons on money he pumped into an IRA during the 40 years he worked for the town.

Ok. How do you pump anything into an IRA when you make $22K. Jody doesn't make very much either and your social security is based on past wages. He worked at Sears as a slaesman, not profitable.

Can't be pulling in very much.

He sold the land at Stone Pound well before the land prices skyrocketed in the late 80's and early 90's. Didn't make alot on that.

Running those lights takes a huge chunk of the budget.

You should retire and enjoy life rather than be in the middle of the current mess adding stress to your life which sure ain't doing much for your health. The American Civil Liberties Union of New Jersey on Tuesday filed a lawsuit against the state's biggest city for refusing to release records related to a $100 million gift pledged to its schools by Facebook founder Mark Zuckerberg.

The ACLU filed the lawsuit against Newark on behalf of a parents group denied access to records requested under New Jersey's Open Public Records Act.

The initial April 1 request sought to review correspondence among Zuckerberg, Newark employees including Democratic Mayor Cory Booker, state officials and others involved in the deal.

"As parents, as taxpayers and as citizens, we have a need and right to know how the money pledged to Newark's public schools will ultimately serve Newark's public school students," said Laura Baker, who filed the initial request and has a granddaughter in the school system.

The $100 million pledge was announced a year ago by Republican Gov. Chris Christie, Booker and Zuckerberg as they appeared together on Oprah Winfrey's talk show.

Zuckerberg described the gift as a "challenge grant" to Booker, who's trying to raise $100 million more to match what Zuckerberg has promised to contribute over five years.

The gift was presented as a way to try to improve the district, which has been plagued for years by low test scores, poor graduation rates and crumbling buildings. The district was taken over by the state in 1995 after instances of waste and mismanagement, including the spending of taxpayer money by school board members on cars and restaurant meals.

Parents said they want to know more information about how the highly publicized gift would be used.

After requesting several extensions to have time to locate documents, the city denied the request on July 19 in a letter, saying the communications between Booker and Zuckerberg "were not made in the court of the mayor's official duties."

The letter went on to say that if Booker were exercising his official duties, the documents were privileged.

What's known as "executive privilege" protects the governor from disclosing records that contain advice to him on matters related to his executive functions, but it doesn't apply to other elected officials in the state, ACLU-NJ president Frank Corrado said.

"By invoking executive privilege, the City of Newark has waded into unchartered territory in an attempt to make sure these records never see the light of day," Corrado said.

I don't see anything wrong with living alone. I get tired of having to explain how I spent the money, who is on the phone and compromising about where to go for vacations and holidays, and what I can drive.

If I had a great job, could travel around the world, have lots of friends, a nice home and car, I'm not sure I'd be so hung up on living with someone else.

If you had the choice, would you remarry your spouse? Get a different babe? Some people (many people), live with someone because they HAVE TO, not want to, for financial reasons or insecurity.

I don't like about the catwoman remarks. I know the lady and she does not own any pets or cats.

Officials try to invalidate by calling people names. Whackjob and tin foil hat are two over used examples. Both imply the citizen voter is insane to criticize the workings of town government.

But I do not really oppose using names to make fun.. It lets off steam and generates a feeling of verbal satisfaction. The termBanty Rooster. I love it. I didn't make it up but I laugh when I read it. Bigumheado is also humor.

What disturbs me about the cat-woman names and endless comments is they appear to TARGET a citizen voter for harassment. We saw this physical harassment to Mark Acciard whose home and car were vandalized, the car distroyed by parties unknown.

So identifying a person on the blog giving their name and address and then continue to ridicule them looks to me like giving out the message "Hey, this person is ok to harrass".

The resulting cars full of men yelling Fuck You and playing rap music loud, honking the horn very late at night...well that's the resut of posting the victims name and home address. The signal going out to the vandal crew is ......"It is ok, you have our blessing".

What do I do during the storm? I put on my orange vest and stand in the street so people know I can still stand up. I pray for a power outage so that I can fire up the generator the generous Elderly Affairs Director gave me. I bark orders from the safety of my house and my personal command center, furnished with lots of equipment. Good thing we never take inventory. Tell the guys who they can help and who to ignore. Get out the list and sort order by donation amount, big donors first. Take the guys off the street and assign them to checking on the elderly. We don't need them out in cars, we just need more elderly to serve and collect from. What's next, oh yes, feed the horse and the dog. Leave them out in the rain so that the wife doesn't have to give them a bath this month. At last, spend a quiet evening screaming at the blog and harrassing people. How good it amkes me feel to know I can say anything I want about anyone! It's almost as good as being in the public meetings and doing it in person. Balls! Who is going to stop me? It makes me wonder about the last time I had any action. Let's see, it was a warm and dark August night but I cannot remember the year. I flagged her over and told her that she was going 31 in a 30. She knew she was caught and knew I was in charge. She thought I was handsome in my uniform and I lectured her on her dangerous driving habits and told her I was going to bring her home to her parents. Such wonderful people her parents, nice house on Coventry, her mother stays home with the kids the way a good woman should. Her father a pillar of the community and big wage earner. My friends, they all love me. They'd be ever-so-grateful if I bring her home and sweep it under the rug. She was not happy to hear this. It's not the first time she has been caught. How can I get out of this, whatever can I do to make this up to you? Anything, anything. I decided she had suffered enough and gave her directions to the gravel pit in Kingston for some hard labor. It's nice to see the youngsters take their punishment so gracefully, not afraid to roll up their sleeves and get down and dirty. Ah youth, so trusting and pure.

"They all tend to think that it will play out like it did the previous time," says Norris, of the Center for American Progress. "There will be a day or two of bombing and then it will all go away."

The empirical data is in the hands of MRI. It is cognitive reverie to surmise MRI can escape a truthful report. they are stuck between a rock and a hard reality! Unfortunately, the Selectmen must act judiciously or face the prospect of their heads on the Searles Castle walls.

On another, subset issue, just to be clear, you have two distinct character descriptions of Atkinson that apply. Atkinshame and Atkinsham. The "e" is the distinguishing vowel.

Hopefully, you can focus on the important issues in Atkinsham. Shift your attention off women's boobs, hair cuts or the insipid belittling of Atkinson women as cat fetishers...and onto taking responsibility for twisting RSA law to suit an ego. Also address years of questionable, unrefined perhaps misleading legal advice given to ignorant, unsuspecting, Committee Chairmen and Selectmen.

Final observation: Without honor, repentance is impossible. Consider finding an honorable man as a mentor so you can learn by exmple. Let me suggest Charles Douglas 3rd. who seeks honest town government and respect for law and justice.

During the ice storm, several senior, untimely deaths occurred which I noticed weren't widely publicized. Ice storm was a tough week to deliver newspapers anyway. I always wondered if it was coincidence they died during the storm or if our Elderly Affairs team failed to check on them and these people actualy froze to death. I took it Elderly Affairs didn't want the bad press regardless of the truth. Gotta keep up appearances. I mean who cares if a coupla old timers pass on as long as any negative press about Elderly Affairs is squashed. Right Phil?

The cat postings are a deliberate attempt to keep people from reading the blog. Don't you get it? They know that people are reading it and they want it to be so negative that no one comes back, but they do. In fact, if you ask some of our local public figures, they will tell you, oh I NEVER read that, then glare at you for asking.

Of course they read it and they cringe that the taxpayers are exposing them on internet after they have been slinking around for years hiding the truth about how they spend money, how they hide information, and how they cover (up) for each other.

Any legitimate company or other establishment has rules against taking things of value over say $25.00 and certainly not without full disclosure.

I think we need an ordinance that forbids public employees and officials from accepting gifts over some tiny amount. Doing so would be interpreted as hindering their ability to do their duty or being influenced. This type of thing is highly improper. Why is it being allowed in this town?

RE the post about the tank of oil. They could have other bills paid too. Services in town were never based on need, though I know needy elderly that never got anything. The secret list of elderly is the key I believe.

I hope they pass HB-210. The police are lobbying against it statewide but here since we have no police protection, I like the idea.

This bill allows a person who is in any place where he or she has a right to be or reasonably believed he or she had a right to be to use deadly force to protect oneself.

Another interesting bill that is effective August 13, 2001 is HB 347.

This bill REQUIRES disclosure of accident reports and damage estimates for vehicles owned or leased by government entities.

No more withholding the driver's name when cruisers hit each other in the parking lot.

If I poisoned someones property and got caught, I'd move and count my blessings that I had not yet been jailed. Waiting for several years for the other shoe to fall is an awful way to exist. If you are convicted of something like this, you'd have trouble getting a job or keeping a job that required any sort of background check, like child care worker, teacher, medical worker.

Your talking about seniors who get free services from our taxpayer funded Elderly Affairs dept. WE have a right to know, under RSA 91-A, who uses the services we pay for, how often, where the trips are, how many trips, mileage, cars used, drivers paid, etc etc etc.

Under 91-A the information should be made available to all of us but became Phil's secret voter list. He refuses to provide the list and other cost information. Nobody but him has any idea how the operation actually runs in the PD. He can't stop the 91-A requests after he's gone. I wouldn't be surprised to see another lawsuit if the town doesn't follow THE LAW. WE WANT TO KNOW WHO IS SPENDING OUR TAX DOLLARS.

Once the light of day is shined on who uses our tax money you'll be shocked to find people of means who can either drive or get rides from relatives, and then they'll stop using EA. A spotlight will be shined on a group of willing favor grabbers who give their votes to Phil for a free ride. Disgusting. You sold out cheap.

Why would it be embassing to read the names out? This is not connected to any notion of 'inability to pay for your own ride'. As of now, this serivce is supposedly available to all elderly who ask for it. We know this is not the case, but to say that it would embarass anyone is silly. Unless they are embarassed to be asking in itself, which is their problem, not ours.

If Bill B were to announce anything about ailments, he would be dead wrong and culpable.

However, it is a taxpayer funded free taxi service and there are legal requirements that they are bound to, giving proof of certain discoverable statistics about usage is one of them.

No one is asking for their HIPAA information (strictly medical data connected with a specific name).

They may have been mislead by the town into thinking their name only is protected but this is not true. Only their medical condition is protected.

There lies the truth of it. If you take public funds to get yourself a ride to the grocery store and you choose not to take your Bentley, your name is public information. (AND you will be branded as cheap). These records are backwards discoverable to the beginning of time.

I must comment about the on-going harassment of someone who allegedly complained about noise emanating from a well known town party house.

First, may I say, 'oh so what'?

Is this what the men of this town are made of?

This has been a bone of contention in the neighborhood for 2 1/2 years and I for one know that it is high time that this be resolved once and for all, by the town, not by the blog and certainly not at the expense of a resident who has the right to object to loud vulgar public displays of ignorance. What about all the other people who have complained to the police and to other town officials? Why are you singling out one person?

We all object to this and this is why we buy property in a simple small NH town, to get way from the trash talking, criminals of towns not to be mentioned herein!

Moveover, the harassment itself it out of proportion to the context of the perceived offense. Get it?

Anyone defending this type of behavior is, in my opinion, hiding something much more sensitive and more offensive than what has been presented. (yes, the noise).
