TOWER TIME for Phil Again!

Atkinson seeks answers to communications problems

An Atkinson police officer called for backup, but no one heard him.

"Two people turned on him and had him pinned on the ground," police Chief Philip Consentino said. "He kept pushing his radio for help and no one heard him. There are so many radio dead spots all over town, it's not safe."

Backup arrived from Salem in time to help that officer, but Consentino said there have been many similar incidents over the years.

Weak radio signals are a serious safety issue in Atkinson, but there are solutions. While other local departments have already installed equipment that strengthens radio signals and eliminates some of the danger of spotty communication, Atkinson residents have been unwilling to pay for the solutions put forth by the town.

Residents rejected a plan in 2008 to build a $600,000, 120-foot communications tower in the center of town. On Sept. 26, the Atkinson Emergency Communications Committee gave the town new recommendations for improving radio signals.

Robert Dahlquist was appointed to the committee two years ago. He said the report shows how the radio signal from Plaistow to western Atkinson is obstructed by Bragg Hill and Providence Hill. Dahlquist said an 80-foot, $100,000 radio tower would improve radio signals somewhat, but not enough. The best overall option is to purchase mobile repeaters.

"One or two cruisers can be equipped with a mobile repeater," he said, "They take a signal from the walkie-talkie and repeat it on the dispatch frequency. The officer has to set his walkie to that specific channel."

Opinions vary on solutions

But Consentino said he disagrees with the report's recommendations .

"We looked into mobile repeaters years ago and that's not a good thing because you have to keep changing frequencies all the time," he said. "The best route was to put in a tower, but now that will never happen."

The repeaters would cost about $4,000 per unit. The total cost would depend on the number of vehicles that need to be equipped. But there are grants available to pay for the technology.

"Several other local police department are using repeaters successfully," Dahlquist said.

In Danville, police Chief Wade Parsons said they used to have a few areas of radio blackout.

"We had several locations that we ran into communication problems with our portable radios," he said.

"We didn't have sufficient power to reach Rockingham dispatch. We could hear them, but we weren't reaching them back. No one was ever hurt, but sometimes Rockingham would dispatch a car to check on us because we were unable to communicate, as a precaution."

The Danville police installed repeaters in July 2009, according to Parsons.

Danville's repeaters were paid for by a federal grant and Parsons said since they installed them, the department hasn't had any problems.

"Things have been great," he said.

"We don't have any lost communication any longer. We have four repeaters installed in all of our cruisers. It's not complicated at all to use; it's just a throw of a switch. I would absolutely recommend this to other departments."

Repeaters worked in Kingston

Kingston recently put repeaters in their cruisers, too, after receiving a grant in March.

"Kingston is notorious for many bad areas to communication, usually in the southern tier of the community," police Chief Donald Briggs said. "The equipment was just installed and it allows us to communicate via radios to Rockingham dispatch. It's much better now."

Briggs said the Rockingham Sheriff's Department is also working on a grant now to install remote receivers around town to improve communications more.

Plaistow Deputy police Chief Kathleen Jones said in every town, even more developed towns like Plaistow, there are certain areas that have radio blackouts.

"In Plaistow, one of the main problems was the high school," she said. "We wanted to be able to communicate in there."

Jones said Plaistow's solution was to use grant money to install antenna canopies, which are similar to repeaters. Now, the high school resource officer can easily communicate with dispatch.

"It's not perfect, but it has improved the service," she said.

"The more things that get built in this area, the worse reception is. If one tower has a direct line of sight to another tower, communication is perfect. When you build things in between, that interrupts service."

Jones said the town bought the equipment from Two Way Communications in Newington.

A company spokesman said they have sold equipment to dozens of towns across Southern New Hampshire.

In Atkinson, selectmen are still discussing the results of the report on emergency communications.

"I don't know when the town will make a decision about this," Dahlquist said.

"Our job was to research and determine what the problems were — and make a recommendation. Beyond that, it's up to the townspeople, the Board of Selectmen and the Police Department if they want to proceed with one of them."

Consentino said the change can't come soon enough.

"If it's 2 or 3 a.m. and you're out of a back road and you see a suspicious car with three guys in it, you might hesitate," he said.

"You know you don't have radio contact and if a confrontation starts, you're (in trouble). It's a very touchy situation and we need to fix it."

It is inaccurate to say that vehicle repeaters were looked at years ago and deemed inadequate. The two tower committees, staffed with friends of Phil BOTH came to the same predetermined conclusion that a tower was needed. That was their starting premise, and their ending premise. They refused to look into vehicle repeaters.

Members of the budget committee did speak to Motorola, One way communications, MA-com, and two USAF Colonels whose careers were spent setting up field communications in remote areas of the world. ALL concluded, like MRI, that Atkinson did not have a transmission problem, as communications while in the cruisers were fine due to the more powerful radios in the cars. They concluded that we had a power problem with the 500mw shoulder radios in certain parts of atkinson, and as the officers were NEVER more than a mile from their cruisers the best and most cost effective solution was vehicle repeaters.

This all started for two reasons; In 2004 Atkinson joined with Plaistow in applying for a grant for police communications equipment. To get the equipment the grant application stated that the equipment would "be installed on a tower in Atkinson". Plaistow received the $81,000 grant in winter of 2005. Atkinson received $9,000 of equipment that had to be installed on a tower to comply with the grant proposal. Phil began raising the radio dead spots issue, and demanding that the equipment be installed on the Hog Hill Tower. This tower had been under litigation since 1984. The Hog Hill Residents refused, rightly recognizing that if the town broke the agreement , than the tower company could do so as well, and their neighborhood would be inundated with cell phone appliances and their requisite equipment trailers. This culminated in the screaming session of phil at town meeting. Rebuffed in his attempt to get the equipment placed, he began touting the construction on a 160' tower behind the fire station at a cost of $250,000, plus an additional $540,000 of equipment to go on it. Buried in the report was the statistic that this expensive phallic symbol in the picture postcard center of town, would only increase effectiveness marginally. The grant produced equipment languished in a closet for four years, while the federal auditors were told it had been installed. It wasn't installed until 2010 and then it was installed at the high school. the chief has been beating his chest about a tower ever since. EVERY CRUISER in the fleet(all 8 of them, for one patrol officer per shift) could be fitted out with vehicle repeaters for under $30,000. This problem could have been solved years ago, but for the intransigence of one man.

Chief Consentino has consistently put his OWN OFFICERS in danger of bodily harm because of his CORRUPT DESIRE for a tall tower (WITH HIS NAME ON IT) in the middle of town. ($780,000 of hard earned taxpayer dollars that doesn't have to be spent)!

He got a grant and the equipment years ago that would have solved the problem, but HE HID the equipment in a closet. When he got caught, he moved the equipment around and put some of it in the high school. (No use for Atkinson radio problems)

All of this information has been documented including the serial numbers of the equipment through a Right to Know request that the selectmen tried desperately to keep the public from knowing. (TYPICAL ATKINSON CORRUPTION IN ACTION)

I don't think that this is about a tower or repeaters.

I think that Phil Consentino is reasserting his power. He wants the selectmen and the town to know and understand that "HE" runs this town. Obviously he is right. The selectmen do what he says and life goes on.

We are the laughing stock of Rockingham County and beyond.

He is the nutcase in charge of the circus.

The latest committee was not requested by the Chief but by the BOS, in particular Bill Bennett. The BOS was concerned about the communications problem and that a solution did not seem to be forthcoming. This is all documented in the BOS meeting recordings.

During the discussion Jack Sapia rushed in saying he was watching the meeting and just had to come over. He said there was a solution and the former committee worked very hard coming up with their recommendations. However, if you dig a layer down there is only one set of minutes from that committee, the first. No one wanted to take responsibility for recording future meetings. Jack said he'd find someone. Never did so there are no minutes to show how hard that committee worked. And because there were no minutes, the meetings were illegal.

After Jack was finished with his spiel Bill Bennett had this one comment about the last committee, "They were snookered". It's all on tape.

The BOS determined that the makup the of committee be as follows: One member from the PD, one from the FD and one from the community. The other four members were to be engineers with a communications background. Three were Electrical Engineers, one who became chairman, and the fourth was Mr. Bennett, a Mechanical Engineer, but worked at setting up communications systems before he retired.

That committee did work very hard and the minutes and other documentation are on file at town hall to prove it. Do a FOIA for the final recommendation and other documentation and I think you'll see that a more balanced approach was taken.

The Chief is not going to get his tower, ever. If he really cares for the safety of his officers he'll seriously consider vehicle repeaters. And if he thinks they won't work for Atkinson there is nothing stopping him from visiting a local department and seeing that they do indeed work. His officers should demand it.

A profession, educated, full time police department. Or terminate the entire police department and save hundreds of thousands of taxpayers dollars every year and turn it over to Plaistow to manage.

The selectmen are 100% responsible for the damage and harm to the citizens and the towns reputation. They got the facts from the MRI report and then backed down as they are disposable cowards. Then held back the truth from voters and the public.

Atkinson is a lawless town and EVERYONE SHOULD MOVE for self protection. It is dangerous for your children to live in Atkinson with a dysfunctional, sloppy and corrupt police department.

The "real" topic here is the communications problem. Didn't you read the paper? It is about the officers safety, and qualified citizens of Atkinson who are trying to help.

Your ranting does not help your cause, only diminishes you credibility, and maybe makes us doubt your sanity.

Yes, the town has a chief problem. I think everyone here agrees. BUT, the topic at hand is not about the chief and certainly is not manure. Try to stay on topic.

What would we do if a child goes missing here in Atkinson, NH?

Farrar told Hampstead people that he could not go into the woods to check on who was shooting on nearby Atkinson property.

I have heard that refusing to go into the woods is an order from the chief.

What would the police do if they had to chase an escaping criminal who bolted out of a car, as happened in Salem NH last week?

Has anyone else heard about this"no woods" thing?

Atkinson did not apply for the original grant, Plaistow did and is how they got there current police and fire radio system. Plaistow also got every other town around to sign on. Atkinson got equipment in the hope of putting it on Hog Hill. Of course, Hog Hill is law suit heaven so that never happened, hence the equipment sat until the receiver was put into use at Timberlane.

No grant request has been made for the repeaters because town (BOS, Chief, Budget Comm, etc.) have not agreed to accept the reports recommendations. I expect at some point the BOS may want a hearing, just as they did with the Tech Comm. report.

No Atkinson has never put in for a homeland security grant for communications equipment for the PD. Mike Murphy did for the fire dept. a few years ago, and we got some fire equipment, but Phil isn't much of a grant writer.

The grant equipment we got in 2005 we got by piggy backing on plaistow's grant request. They had the six towns bordering plaistow sign off on the grant to give it more weight. Most of the grant was for the dispatch center in Plaistow, but there was equipment for tower installation in Kingston and Atkinson. ALL equipment has been verified except the Atkinson equipment, which was never installed. It sat in a closet for 5 years and was installed on the high school in 2010.

Btw, it was certified to the Federal government and the state, twice as having been installed. In 2007 and 2008. So much for honesty and integrity.

This topic has degraded, just like everyone on this blog. It starts out with good news. A reasonable solution for a long standing problem that affects the safety of our regular offices is proposed by a group that knows what they are doing and has no ties to the chief.

Rather than discuss the merits of real subject, we get this. First, the title of the post, "TOWER TIME for Phil Again". It is not about a tower and it is not about Phil. Next, it degrades into the usual phil bashing which shows up in every topic.

This is why the blog has lost its relevance. The previous 6 posts show why. Why would anyone want to come here? It always ends up with the same crap.

I'm not defending the chief. I'm protesting the juvenile behavior. If the moderator wants this blog to have meaning some selective editing might improve its chances.

By the way, October 27, 2011 5:04 PM, what makes you think the equipment was stolen? Might in not be in the same location the receiver was but currently has no useful purpose? The other equipment, BTW, is the microwave link that was intended to link Hog Hill with Plaistow. You have any good suggestions what might be done with it, and I don't mean any crap suggestions either.

Suggestion? Yes.

Since the Chief never used it for it's intended purpose when he recieved it, he should give it back to the agency that gave it to him. That agency can give it to a town that needs it and will use it. A town that won't hide it in a closet for the purpose of decieving taxpayers for his next want.

In addition, he should confess that he lied about it being in use and the problem had been solved.

That would be the honest thing to do, especially from a man that is sworn to protect our taxpayers.

Of course we know that will never happen considering it's Chief Consentino we are talking about. The chances of him doing the right thing is zero to none.

You asked, and you have an answer. Now if you are one of the honest people in this town, you will work to see that that property is given back. If you aren't an honest person, the nothing will get done.

You say you're not defending the chief, you're just protesting the juvenile behavior, yet you say nothing about the Chief supporters who threaten and intimidate residents on this blog. It is not one-sided.

The topic is that the Chief wants a tower, it was in the paper so the article heading here is appropriate.

If you want to rise above the bantering, talk about the missing equipment. I call missing since the APD reported to the Government, that it was installed and working at the Fire Station. This is all lies so if you don't like the fact that people are furious, too bad. We have the right to be.

Where are the checks and balances by the government and the agencies that give out these things ? If we can have inspectors for every little thing why cant they? If you or some one else pushes the issue of where these pieces of equipment are and if they were properly used can finally clear the air . An "inspection" and its accountability could make for interesting results. Who knows!!!, maybe the chief will retire or be held responsible for this misdeed of use of equipment that, for the most part,already supposed to be in use. Ahh! but then Atkinson ,residents just like to talk trash and do nothing at all about the wacky police department and its on going law suits and the failing of the service that is paid for---to preserve and protect every body with in its town borders. Where is the select men in all this ? They had to know and approve the free for the giving equipment by the agencies to have them sent to town for town use.

It is time for the selectmen to do their job with this never ending equipment thing. I wonder if the Plaistow chief will have his feet toasting in the fire brought on by the CONMAN? I see no reason why the town should have Plaistow take over the APD job of law enforcement in town. Pay attention to the recent police survey and renew the department from top to bottom with well qualified personal. There isn't any reason for a regional police department to be in Atkinson .

Pay attention to the recent police survey and renew the department from top to bottom with well qualified personal. There isn't any reason for a regional police department to be in Atkinson .

We need to write warrant articles for March meeting that addresses all of the wrongs that Phil Consentino commits or omits.

Start with "Police Department will publish the Atkinson Police Log in the Eagle Tribune and on the new town website.

He can't do that know because they don't keep a log, even though we have two dispatchers that we don't need, who could do it.

If Plaistow dispatched Atkinson full time instead of part time, would they publish their complete police log?

Got any suggestions for your idea of a warrant article?

Lets try to notify these agencies again and then add to it our representatives at the state and federal levels that are supposed to represent us. Make sure they know what has to be done and then go to the polls to vote a new slate of town officials, that will shake them all up and give us our rights to good open and honest leadership in town.

Remember too that the Sgt. and the other officers have worked for Plaistow for some time therefor they can't be less qualified,professional,or educated . I would assume there was some reason for the bail out from Plaistow to Atkinson especially the Sgt. Could it be they didn't like the idea of Lt. Baldwin taking their chances for rank advancement in Plaistow? I'm starting to think so.

Only a marginal officer would accept a position in a town where they have to drive to the station to write down any conversation they have with a citizen of the town. Only a marginal, incompetent, total non professional police officer woul tie his hands behind his back....forced to track down an uneducated, incompetent control freak before he can MAKE AN ARREST. I doubt if Baldwin left the department because of what you wrote. All I have heard is that his going to Plaistow has caused a lot of discourse ,if you will that is. Where and why did the other men go and why is it a topic of conversation every where people are talking? Must be its because of the CONMAN and his foolishness. I see no reason why an officer has to go to the station to make out reports except for crimes just short of murder. It isn't the right thing to do. Why does the CONMAN do this is beyond me when officers should be out on the road. They do have radios and cell phones to communicate. We see them on the phones quite regularly when working road jobs or riding around or parked. A clean out of staff might be a good thing or not depending on how one looks at it The one who should go is the CONMAN to make room for the change needed to make the department one to be proud of . A fair and strong understanding leader is needed to make things work in all policing areas. Not even in todays past south do you see what goes on here in this towns police department.

Since we do not have any real idea how many people use this service, especially given so many complaints about being denied, I think the best thing to do is to sign up for CART and give everyone access that wants it.

Unless EA wants to substantiate the need, get rid of the taxpayer funded transportation portion.

We had the opportunity to join CART when it was started in 2005 but didn't want to spend the money. Town participation costs somewhere around 5000 to 10000 per year. Plaistow pulled out at one point when they did a survey and found that only six people were using CART.

CART doesn't give rides outside of normal business hours. You also have to pay for rides, although if you have a Medicare card it's half price.

CART wouldn't solve all the transit problems but if it came to town, maybe someone would start up Atkinson Taxi to cover the off hours.

EA is only available M-F 8-4 PM as is CART.

Town participation is $5k to 10K? Well, Ea is $40k.

If Plaistow onlt had 6 people, Atkinson has LESS. Why??? Is this service costing us $60K?

I, for one, would like to know what people think of its recommendations. The proposed tower has been a hot topic ever since it was put to the voters. The report recommends against that approach. You'd think the stink created by the tower would have more discussion after a group of Atkinson citizens suggested a better way.
