Atkinson to hire four new police officers

From the Eagle Tribune;

Atkinson to hire four new police officers
By Cara Hogan
chogan@eagletribune.com

ATKINSON — A diminished Board of Selectmen approved four new police hires last night, two part-time and two full-time officers.

Selectman William Bennett handed in his letter of resignation yesterday, ending his term early after two and a half years on the board. Bennett has been ill and has been unable to perform his duties as selectmen for a few months.

"My health will get better eventually, but there is no way of knowing when," he said. "There is a lot of day-to-day workload the other selectmen are carrying and it's not fair to them. They should be able to appoint someone and have a third pair of hands."

But the two remaining selectmen continued working. They met with police Chief Philip Consentino for two hours in a non-public meeting about the $5,000 independent report on the police department management yesterday. Then, in a public meeting last night, the board approved hiring two trained, full-time officers at $23 and $21 an hour. They also approved one experienced part-time officer and one part-time officer who will head to the police academy for training.

"We got the report and we went over it, talked about it," Selectman Fred Childs said. "But this is about what we know we need at the police department."

The department has been working without two full-time officers since Lt. William Baldwin and Officer Justin Paquette left earlier this year. After months of conflict with selectmen and a hiring freeze, Consentino said he was happy to finally have approval to hire the officers he needs.

"I'm glad we finally got a good working relationship," Consentino said of his discussion with selectmen. "By giving me the chance to hire these four officers, it will take a lot of pressure off of me. It's good we came to a decision; I can't complain."

The board also approved a promotion for Officer William Butler to Patrol Corporal, giving him a raise. But the lieutenant position remains unfilled as selectmen did not agree to Consentino's earlier suggestion to promote Detective Sgt. Philip Farrar. Consentino said Farrar will be retiring today after 12 years with the department, as planned.

"Sgt. Farrar will be retiring and it's going to be a big loss for me," he said. "Butler will not be stepping up to the position. I need someone with administrative capabilities. It's going to take me a while to get someone to fill that position."

He said another of his daytime officers will probably be leaving in October, and he'll be back again to ask selectmen for more officers.

"I'll need to hire two more to get up to the five officers we need," he said. "Atkinson approved five officers and by getting the five back, along with my part-timers, we'll be in good shape."

Now selectmen will focus on filling the other vacant positions. Bennett is the second town leader to leave this month, since Town Administrator Philip Smith left for a job in New Mexico. Because of this, Friel said they are looking to find a replacement for Bennett quickly. Candidates interested in the position can submit resumes to the clerk's office by Friday.

"We're trying to be as fair and open as possible," Friel said. "Anyone in town is allowed to apply, but we don't have a lot of time. We'll move forward with interviews on Monday. It will be a mini-candidates night."

Todd Barbera, chairman of the budget and technology committees, said he plans to turn in his resume.

Interviews will be televised at the public meeting next Monday and each candidate will have two minutes to state why they should be a selectman for the next year. They will also take one question from the audience.

Friel said he hopes residents will watch from home or come to the meeting to give input on the next town selectman.

I wonder if the four new hires will be the cops that are trying to leave Plaistow, because of Lt. Baldwin? Hearing he demands being addressed by rank, and has even requested saluting.

Hey Billy, it is a small town! Get over yourself

Anonymous said...

Here we go again. Conman 4 Selectmen minus -1.

Why is it that everytime things start going in the right direction, someone quits and the "Dog and Pony" show starts all over again.

Why did the remaining selectmen allow Consentino to hire four people when they haven't even released the MRI report. Doesn't the taxpayer have a right to read it BEFORE any new hires are allowed?

Why should Todd Barbera (relative of the Conman)run for the open position? Cause the Conman will get another person on the board to protect his butt!

Just more of the same politics in Atkinson.

Cover up after cover up by the three monkeys.

Anonymous said...

I heard Todd wanted to run for selectman next year.

Anonymous said...

I heard Billy was making enemies over there too.

Anonymous said...

Don't you get it?

The selectmen gave Consentino the MRI report, met with him secretly, and had Bill B resign so that they could proceed to meet the stipulations in the report. Without Bennett on board, they hope that it will eliminate any hint of favoritism and the report will be deflated on arrival.

The town will not get a chance to even say what it would prefer, say the Plaistow Police Dept or the Sheriff's Dept.

So we are stuck with a part time, 72 year old, sickly and unqualified man for police chief.

Get him in the new car and see that he puts in his 20 hours a week on the road. This will force him to run Elderly Affairs on his own time.

Anonymous said...

All we need to do is write a warrant article to get a duly appointed or elected Chief who is qualified.

Get a FT Chief, get rid of the illegal Lt. position for good.

Anonymous said...

The cost of a FT chief is expensive and you are stuck with that permanently.

If you make the chief an elected positon god help us. disaster.

Anonymous said...

An ELECTED Police Chief BY THE PEOPLE is LESS EXPENSIVE than an ILLEGAL NO APPOINTMENT of a CORRUPT CHIEF by Selectmen that are suppose to protect the taxpayer.

Get a Grip! We can no longer afford BUSINESS AS USUAL in this town.

Get involved, put up a GOOD CANDIDATE TO REPLACE BENNETT, (not Conman's relaitive Todd Barbera) and help put an end to Consentino's STRANGLE HOLD on our town.

Consentino is corrupt and we can't afford him.

A FT Chief is less expensive than a PT Chief + a Lt.

If the BOS, who have a quorum BTW, still think they have to get aother body for 6 months, let them call back one of the previous Selectmen.

Barbara Stewart, Brian Boyle for instance, someone with training, no newbies.

No controversial, lawsuit attracting ones like Sapia, Con, Snicer, Polito.

What about Garrity? He turned the town meeting around, more civilized? Can he invest 6 months?

Anonymous said...

Come on.........Garrity can't serve.....he's our Rep in Concord. The last thing we need is HIS CONFLICT without a Conflict Of Interest Committee in place! Who ta hell was stupid enough to write that last comment.........CONSENTINO?

Anonymous said...

Too bad.

It was a good idea (not a stupid one), but it is not allowed.

What about Chuck Morse? He does not hold any conflicting positions.

Anonymous said...

Todd is probably trying to get his foot in the door.

Anonymous said...

Paul Sullivan?

Anonymous said...

"No selectman, town manager, school board member,
full-time town, village district, school district or other associated agency employee or
village district commissioner shall at the same time serve as a budget committee
member-at-large under RSA 32."

Todd is the Budget Committee Chairman, he is not allowed either.

Anonymous said...

Todd is trying to get his foot in the door to protect the Conman. Paul Sullivan didn't do SQUART to put an end to the CONMAN'S terror. Consentino has something on Sullivan so why put that loser back in office? We need to put someone in office that will undo what Sullivan did for God's sake!

Chuck Morse had his chance and showed us NOTHING!

We need someone that has STOOD UP to business as usual. Someone that the Conman can't control.

Wish Acciard would serve in SOME compacity, but his wife can't afford any more damage to cars or home by someone that supports the Conman. We need someone that is not afraid to kick the Conman in the balls and has beat him in the past. Someone like Artus, Grant, Acciard, Goodridge etc.

Come on people.........we have a chance to do some good in this town. Where are your ideas to put someone in office that is not afraid of the Conman, and get current selectmen OUT OF OFFICE?

Let's not forget all the other departments that the Conman has filled with his people like the Planning Board, ZBA, Fire Department, Town Moderator, road agent, cemertary etc.

We have a lot of HARD WORK to do to undo what the Conman has had 40+ years to create. We need a NEW, HARD BRISSELED BROOM to clean out the SCUM he has put in place!

Please Taxpayers......GET COMMITTED.........GET SMART.....AND put someone in office that is willing to work for YOU not the CONMAN.

We can't afford BUSINESS AS USUAL IN THIS TOWN.

Anonymous said...

Don't forget the Elderly Affairs Dept. that the Conman has on his payroll at taxpayer's expense.

Anonymous said...

Artus, no way, he is always on the attack. Grant won't, she has health issues and Acciard doesn't live here anymore.

We need someone who doesn't start lawsuits and has some management experience. It takes time to come up to speed and it's only for 6 months.

Anonymous said...

Who says Grant won't take the position because of health issues? She has steadfastlly stood against the corruption of this town and won monetay judgements from the town for her efforts. Judgements that the selectmen want to keep covered up.

Artus was never on the attack until selectmen refused to adhear to their duty. He has management experience along with dealing with crooks.

Who says that Acciard doesn't live here or is not qualified? Mark has done more to expose the corruption by town officials than anyone in town. He has won more lawsuits against the crooks than you are willing to acknowledge.

How dare you deflect from the probloems of this town, CONMAN!

Anonymous said...

Idea! Baldwin could save us. Oh I forgot he sued the town too. And lied about military his pay trying to screw the town. Not to mention being Phil's adopted whatever. Phil's got more dirt on Bill than anything.

Anonymous said...

CONSENTINO is only good for collecting dirt, (real or made up) on people so he can keep control. (Legally or illegally)

Atkinson can no longer AFFORD illegal activities by pretend law enforcement officials.

Now you know why Bennett quit. He didn't want to be sued.

Anonymous said...

I'm guessing Bennett will be sued. To bad he quit. Now he has lost protection from the Town insurance company.

Think our premiums will go down? With these guys in office, betting we will lose ALL COVERAGE!

What will taxpayers face for liability then? Think about it. We can't afford these crooks that are in office.

You just couldn't wait for the MRI report to become public. Oh no. You went on a police hiring binge.

What is in the MRI report that you illegally supress it and thereby violate the voters of the town?

Why not have to Conman fill all town positions. Selectmen, planning board, zba, tax collector, town clerk, fence sitter, code enforcement, fire chief, all firemen, town attorney, dog officer, cat lady killer, etc.,etc, etc.......

No Conflict there, right? He could be head dog poo of the town. Jody could bat clean up.

You would know Mark you're Mr. Sue Happy! Please run for Selectman so the rest of the Town can see who you really are.

Anonymous said...

When Mark sues, he wins. When he wins it means the court agreed with him. That means when he wins the Town loses. That means the Town was wrong again.

The problem with the Town is the selectmen are not smart enough to put a stop to their foolishness. They would rather be sued again.

Nice to know that there are the Mark Acciard's out there that are willing to do the suing.

It's his Constutional Right to do so.

I'm happy that upsets you.

We need more Acciard's in town and less of dumb Consentino supporters like you.

These cat posts and song lyrics are creepy and disgusting.

Isn't there a concept in NH called the "I'll be back" rule. One can leave town and still maintain residency. Maybe Mark Accaird will file papers to fill out Bennett's term as Selectman. He might have a chance.

Anonymous said...

I know this is an odd place to go looking for facts, but is the BOS vacancy filled by BOS appointment, special election or some other method?

MAcciard said...

11:27:

By Law, it may be filled by the remaining selectmen until the next election providing they can form a Quorum, which in this case they can. If they can not agree on a replacement, the Superior Court can be petitioned to fill the vacancy

MAcciard said...

On the contrary, 6:18;

I filed ONE suit against the town of Atkinson, and only after 13 requests of the Board of Selectmen to supervise their employee, ALL of which were ignored. They ignored his threatening letter on town stationary. They ignored his phone calls to my customers and suppliers, lying to them by telling them I was "under investigation by the Atkinson PD". They ignored his following me through town. They ignored his violations of law by discussing my driving history in public meetings. They ignored the continued threats from him. They ignored his repeated public diatribes during selectmens meetings, and they ignored the resultant vandalism to my home and car.

It was only after all of that, that I filed suit, as it seemed the only recourse.

I also filed a petition for injunctive relief Requesting the Court to Order Phil to obey the town, and the State's conflict of interest laws. The Court did, and he ignored them. He was found in COntempt of Court for his defiance, and then he appealed to the Supreme Court, and they dismissed for lack of standing.

He also made a big deal in public meetings of his lawsuit against me for "slander, libel, defamation of character, and diminution of earnings capacity", He withdrew his case 2 weeks before trial.

Now, had YOU, and YOUR family suffered all of this from a TOWN OFFICIAL, What would YOU have done?

to the new police officers,
Just to inform you of some of the things you may come accross in this town.

1. There are some elderly folks that may need help time to time getting around to appointments, not a big deal.

2. there are some people (person) who will call the police station repeatedly border line harrassing just to complain about "noise" that doesnt exist. These people should be dealt with accordingly.

3.There is a particualar person who has a house full of cats some are believed to be not theirs. 20+ cats in one house in a bit excessive. The smell of the cat box is disturbing the neighbors. Also there is a lot of crying coming from the same house.

4.This blog, this blog is run by people who are full of lies, complaints, rumor starters. This blog is in the process of being shut down for making up stories that arent true about certain high ranking officals. There is alof of racism on this site, and the people who run it and blog on it dont care about the elderly.

Anonymous said...

There you go again Conman. You caused the Blog to come into being, and you complain because it points to you and the selectmen as the problem.

To the new policemen that are hired. Don't expect to do your job because the CONMAN will ream you a new one if you try to make an honest arrest or ticket someone for speeding without his permission.

In other words, you must become the Conmans bitch to survive.

Is that the type of policemen you went to school for? Is that the type of career you want? If not, get an honest job somewhere else. This town will be a deadend job for you.

If this is what you want in a job, WELCOME TO ATKINSON.

Mark, I don't see anyRSA that specifically state this and I think it needs to otherwise you would hold a special election. They repealed some of the Chapters addressing this.

I suggest that someone ask Rose to contact the Secretary of State and verify this procedure. He's the man for this.

THESE ARE THE LIES.

Hilarious that the PD is still trying to pretend there was no noise when the whole town heard and many neighbors complained to the board of selectmen. Keep it up Phil.

The only liars are in the PD.

Slandering too. That's like when Chief called a woman to the BOS a B(*CH and the email is in the AG's office.

BTW, do you know what racism is? I haven't seen racism here?

Racism is what Consentino supporter's yell when they have no argument to rebuff the facts. They use name calling, slander, police officers to beat on the innocent, and false arrest to strike fear into the heart.

They also hold loud all night parties, break beer bottles on other people's property, vandalize homes and cars with the chief's name all over them.

In other words, the Conman sends out his GOON SQUARDS to intimadate his detractors.

To think he gets to hire four more of his henchmen for the job. Would love to be in those interviews.

Won't be surprised if Jordan Shallow shows up for an interview.

Nothing better than another hood with a badge in this town.
