Atkinson police review is still not public

ATKINSON — Parts of a $5,000 study of the police department will be blacked out when it's finally released to the public.

In May, selectmen voted to pay Municipal Resources Inc., an independent management review company, to evaluate the police department. The study was meant to resolve conflicts between selectmen and police Chief Philip Consentino over hiring a new lieutenant.

Selectmen received copies of the report Sept. 9 and Monday night gave a copy to Consentino. But they're not sharing it with anyone else yet.

The Eagle-Tribune filed a Freedom of Information request Sept. 14, asking the town to release the document. Yesterday, the newspaper received a written response to that request from Selectman William Friel.

The public isn't going to see the report for at least another 10 days, he wrote. And when it's made public, parts of it will be redacted. In his letter, Friel cited the state's Right to Know statute. Specifically, he said, town attorney Sumner Kalman, selectmen and the police chief are "analyzing" the report. They will redact any information protected under exemptions in RSA 91-A:5.

That section of the statute exempts a body from public disclosure of certain information, including internal personnel practices, records involving emergency functions, personal student records and more.

Friel said the town needs at least until Oct. 3 before the report can be released to the public.

"We will disclose the report as soon as the protected and/or exempted information has been redacted," he wrote.

Consentino received a copy of the report 10 days after selectmen did, but he's not talking about what it says.

"I did read through it," he said yesterday. "But I got a letter with the report from selectmen, telling me to refrain from reproducing and/or releasing any information."

He said he couldn't talk about what he read.

"I don't know why they're not releasing the information," he said. "All I do is I just follow orders."

Consentino said he will be attending a non-public meeting with selectmen at 5 p.m. Monday to go over the report.

DO NOT PUBLISH THAT MODIFIED, cut, pasted, redacted, corrupted FAKE report. Tater, let the judge read the entire report AS WRITTEN and let him decide it any rules apply. And why the arbitrary release date of October 5th? Just to show everyone they are above the law, make the laws and can IGNORE the 5 day STATE LAW. These political hacks need to explain themselves in court.

This is the way Atkinson has worked for 40+ years. Think things are going to change? It won't unless we all get involved and put a stop to it.

Let's flood them with warrant articles, show up a town meeting and push the warrant articles through to the ballet. Let's take our town back and push these power hungry bums out of office.

The Town has complied with NH RSA
91-A:4,IV Minutes and Records Available for Public Inspection.
They had 5 business days to give them the report, deny their request with written reasons why, or furnish written acknowledgement of the request along with a statement of the time necessary to determine whether they are going to deny or approve the request.

In fact, they have followed the letter of the law exactly so no lawsuit from the ET on this part of the saga.

The law does allow them to redact certain things that meet the exemptions of disclosure. Whether or not the things that were redacted meet the threshold of the exemptions will be a matter for a superior court judge to decide if the ET challenges that decision.

I'm confident the ET will challenge the redaction so that at least a neutral 3rd party does review it.

NH RSA 91-A:4,IV Minutes and Records Available for Public Inspection:

"Each public body or agency shall, upon request for any governmental record reasonably described, make available for inspection and copying any such governmental record within its files when such records are immediately available for such release. If a public body or agency is unable to make a governmental record available for immediate inspection and copying, it shall, within 5 business days of request, make such record available, deny the request in writing with reasons, or furnish written acknowledgment of the receipt of the request and a statement of the time reasonably necessary to determine whether the request shall be granted or denied. Nothing in this section shall exempt any person from paying fees otherwise established by law for obtaining copies of governmental records or documents, but if such fee is established for the copy, no additional costs or fees shall be charged."

To anon@8:37 pm, the BOS has not, so far, "ignored" the law. They are not required to furnish the report within 5 days of a request. Rather, they are required to say whether or not they will honor the request, and, if that is their intent, how long it will take.

RSA 91-A:4 IV. This is a body and a person who thumbed their noses at a judge by not providing police logs when required. They habitually keep this out of the paper too.

They dedact info and they were told by the judge they should not put any personal info in police logs and they should provide them intact.

They didn't, haven't and are used to hiding things that should be public info. They have this pattern of deception and this is why people lose thier tempers when it keeps happening. (no D).

I am quite sure MRI did not write anything that can't be released. Maybe we ought to have the newspaper get a quote from them about this situation. It would be interesting to say the least.

If this report is just portaying someone as inept and gives examples of all the mistakes he makes, we should be privy to the facts. We pay his salary.

No Barbara, we are not seeing the problem as Bill F. and Bill B. We are seeing what we have known for years.


The problem has ALWAYS been Phil Consentino. Bill Friel knows the problem and we can only hope that Bennett and Childs will follow in lock step. We think they will end the Conman's career forever and go forward with cleaning up our town.

If you are a Conman supporter, hopefully they will wipe up the mess you helped create.

The Chief serves at the disgression of the Selectmen. He was never voted in as Chief and his appointment as Chief lapsed many many years ago. Only standing he may have now is defacto Chief. How do you fire someone without any real status, someone that gets a paycheck that's more like charity? Selectmen, you have the power. force him into retirement. Give him a nice send-off. Hold it at the Atkinson Country Club. Invite the whole town. Have some nice pictures taken with him. Hell, hire a band. Invite the Eagle Tribune reporter and make some statements for the paper. Then send him on his way. Lets have no more talk of retribution. You're all starting to sound just like Atkinson Mafiosos. You know, "meet the new boss, same as the old boss".

Knock off the retribution. The elderly in town are circling their wagons around Consentino as we speak. And there's a lot of 'em. They're going to create a warrant article to switch from appointed chief of police to elected chief. It will easily pass in 2012 and Consentino will be elected King

Besides we haven't even seen the MRI report yet. Maybe the joke is on us. MRI could have decided to go lightly on our elderly chief.

I agree some seniors are waking up and Phil loses some support. Its wishful thinking to say they're leaving him in droves. Hoping seniors stop supporting Phil is no way to win the battle. Getting residents to vote wins the battle.

Your energy is best spent if everyone who reads the blog got a few new people to deliberative session and a few new people to vote. Then it would be game over. Hard to do accomplish in this town. Phil counts on the apathy and busy schedules parents have.

Deliberative session is packed with chief supporters, town employees, town officials, policemen, and viscious little political hacks who are part of a corrupt town built up over 40 years. Sapia, the microphone hugger, leads the charge to grab the money his way and spend it.

A decent citizen comes to deliberative session and sits there and gets increasingly uncomfortable. Like they walked in on a game of poker but they have no cards or chips. They start eyeing the door and thinking of all the fun stuff they could be doing besides sitting around with pond scum greedily dividing up the spoils of over taxation. They up and leave never to be seen again.

Everyone is friendly on departure. Women of the checklist smile as they wave them on their way.

Getting people to come to a deliberative session? It is possible but only if you announce polical rallies and hold organizational meetings at the community center repeatedly. Then with a tough and committed group of solid voters march into deliberative session and take the spending away from the entrenched polical hacks and super crude and backward. They will be mad! And they WILL hurl crude slander and go at you. Yor are messing with the spoils from over taxed taxpayers.

Ever see how a pack of dogs behave when you throw a cat in the middle of them? Welcome to Atkinson town Deliberative Session. Oh, they do pledge allegiance to the flag and the local minister gives his blessing to that disgusting aberration of democracy.

It is sad that the BOS are still protecting him. If they expose what is going on, he won't have a leg to stand on. Why bother is string this out any longer? This is not a popularity high school contest, this is real life and the public DESERVES a police chief who is qualified and dignified.

I also think the assessment of deliberative session is very accurate and I do not want to be in that room with them.

The likely and practical answer (given past failure to recruit voters to go to the first session ), is to get the warrant articles out for signature and onto the ballot.

People don't go to the first session but many more go to the second session.

Since they released it to the Police Chief and others in Town Hall, they have no reason not to release it to the public in it's entirety. Releasing it to someone outside the chain of command but not to others would be selective public release, not allowed by 91A.

I know! How about we offer free rides to the grocery store, to doctor appointments and to friends houses, even if people have the means to do it themselves. Then we pay people's utility bills and provide other freebies so they are obligated to us for favors. Then we tell em we'll take it all away if they don't vote as we say. My captors continue to taunt me with bizarre little dangling objects. They dine lavishly on fresh meat, while the other inmates and I are fed hash or some sort of dry nuggets. Although I make my contempt for the rations perfectly clear, I nevertheless must eat something in order to keep up my strength.

The only thing that keeps me going is my dream of escape. In an attempt to disgust them, I once again vomit on the carpet. Today I decapitated a mouse and dropped its headless body at their feet. I had hoped this would strike fear into their hearts, since it clearly demonstrates my capabilities. However, they merely made condescending comments about what a "good little hunter" I am. Bastards!

This is the first post I've made in at least 6 months. Why? I gave up following this blog on a regular basis long ago. No real news, lots and lots of complaining, and many entries from folks trying to locate their missing spaceship. This blog lost its relevance years ago.

Regarding the redacted report. Maybe, just maybe, all of you might consider waiting to see what was redacted before you complain redaction has taken place. What if the report references a case of rape that was handled poorly. Is it your business to know the victim's name?

The report will be released. Take a patience pill and wait for it before complaining about its contents.

The BOS's Attorney, Sumner Kalman has done a superb job in the past of protecting the most evil elements in Atkinson government: a few former Selectmen and our very own Chief Consentino come to mind. Alas, that's his job and we taxpayers are stuck paying for it with our hard earned money. Well I for one resent it. Sumner needs to realize we're expecting another one of his cover-ups and we're watching every move.
I think it's time the BOS got a new lawyer. This guy Sumner has caused enough trouble. He needs to go. It is hoped the Eagle Tribune's Right-to-Know lawsuit will bring to light all the ludicrous things that have been going on at the police
department and hasten Consentino's retirement. Maybe the Judge will have his way with Sumner, so to speak.

Now it's time for me to eat pie. Apple Acres, over in Windham, NH has scrumptious peach, Maine blueberry, mixed berry and apple pies. One bite of the mixed berry caused me to ascend into the spirit world. Stop by at 11:00 AM and get one hot out of the oven.

Ok. Why the delay releasing the MRI report till October 5th. It took them what, being generous 5 whole days to write that report. I could have written it in one day or less once I had the collected information.

But it takes the combined mental power at full steam and maximum mental voltage a MONTH to rewrite it. Either they don't know what to write or they expose themselves as moronic mental midgets. I vote for the latter as I have seen them on TV and been appalled by the stupidity.

Tell me. What is it that attracts bullies and morons to public putritude? It must be the desire to dominate and humiliate others. It certainly is NOT serving the public interest or being loyal to the Constitution and Bill of Rights.

So, brain children. Tell us once again why the arbitrary delay of the MRI release to the Eagle Tribune October 5th.

Analysis? To do analysis, first you have to know the law. Well, that's missing in Atkinson from the town Moderator all the way down to the guy at the dump. Then you have to have an honest perspective. Honesty in Atkinson? Too many examples of out-right corruption to even associate that word with this town. Intellect? Missing again. Intelligent people do not generate lawsuits like PSNH generates electricity. Integrity? Missing again. That's the big one. The big one. I could write for a solid. SIX MONTHS on the lack of Integrity as it is so egregious. But since my time is to valuable for that let me point out one fact:

This Board of Selectmen and the town Mafia colluded to disrupt and take down the Atkinson Conflict of Interest Committee. It has never recovered and never will. Need I say more about integrity and the Town of Atkinson?

And these morons are colluding disrupt the truth exposed in the MRI report.

It's time to sue you morons. You have no ethics and no honor or the Eagle Tribune would have the MRI Report AS WRITTEN.

Someone posted MRI may have reported a rape in town and so they have to redact. Ha ha. That is really the truth for once. When was the last time you saw (in print} or heard read ANY of the correspondence going in to the Selectmen's Office? Let me guess. Most of you probably haven't.....ever.

Those Selectmen (earning what...an astounding $3,000a year} while spending hours and hours trying to deal with all town issues. You see one meeting a week. You don't see the other several meetings they have, with department heads, with committees and others. You don't spend hours on the phone listening to any or all citizens who call to complain. You don't see the time they spend reviewing contractual proposals, proposed budgets, and a whole pile of other stuff.

If you guys think you can do a better job, by all means get yourself elected. Be prepared, though, to cut way back on your family life, and get hammered every time you walk out into the public.

Another thought. No town officials collaborated to eliminate the Code of Ethics committee. Our regulation stinks. A new Code, written NOT to include loopholes, would be a better way, and to give more authority to the committee would be a better way to go.

I think we need a change to the CIC ordinance as well. I think it should compel the BOS to enforce forbidden relationships such as nepotism.

We should not be expecting ordinary citizens to put themselves in harms way to enforce this if the bosses are sitting back and allowing such things to go on in town. I think this is why people are disgusted with the BOS. We all know they put in lots of time for very little money, but they have a fiduciary responsibility to the residents to enforce all the ordinances.

They should not wait for a citizen to come forward, be a target, and file a complaint about the obvious. They cannot continue to stand back and wait for someone ese to act in their place.

The board met with two members of the committee, the Chair and the longest serving member, in private session without disclosure or vote from the CIC. Violation of 91A. They tried to excuse it away as just a discussion of 501C-3 charities, something that could have been discussed in public.

They also did not disclose all the parties to that meeting. Two suits attended but were not identified in the minutes. Lawyers maybe?

The same two members of the CIC met with the accused before another meeting. Improper. Then the Chair quit. They both should have quit.

Jack Sapia a TOWN OFFICIAL, lied to the committee about not being in a lawsuit with the accused, then he quit.

Town Officials were involved in this.

This year Brown quit because the BOS told the committee they could have their personal computers confiscated if they used them in town business.

BS. The BOS is enabling corruption and helped to disable this committee.

If the BOS want to help, they should guide the committees when controversies arise, not cover everything up.

I overheard that my confinement was due to the power of "allergies." I must learn what this means, and how to use it to my advantage.

You say they do this kind of distraction to the public working nights for only $3,000 a year. That one really makes you think. When the wicked get in power suddenly people stop volunteering, police officers leave. Town administrator quits, people who go to deliberative session drop from 200 to the 35 who went this year.

But it is another observation that concerns me as a former minister. The people cower in their homes, hide themselves from what is going on.

The righteous who are willing to fight evil can triump with great glory must faster if the townspeople showed more courage and stood up for clean and responsible conduct from the wicked. If even 200 people would demonstrate at a Selectmens meeting or Deliberative session the dynamics would shift quickly.

So why do the common people cower before the wicked? Yet praise the brave when they prevail? I think they lack courage. And in this difficult time for the country, if the people do not rise up against corporate greed and investment corruption we will slide into the abyss.

The righteous need to do organize to motivate the minions to act in their own self interest. Committe meetings, people. We need to organize more to have increased efficacy. "Less is not more".

If you're a former minister, you should know it's not good to spread falsehoods. Why are the police officers leaving? Here's a hint: MONEY. If they can do the same job and get paid more, why would they stay in Atkinson? Don't forget, the voters voted down their contract. They're not getting raised and are paid less than other towns, but yet we're supposed to believe that it's about 'wicked people'.

HOOKSETT, N.H. -- The police chief in Hooksett is no longer in charge of his department, but town officials aren't releasing any details.

Members of the police commission confirmed late Friday that Chief Stephen Agrafiotis was not in charge of the department but would say nothing more about his status. A captain is now in charge.

The three-member commission held a meeting Thursday night that went into a private session. According to the meeting announcement, the session had to deal with personnel issues, either a promotion or disciplinary action.

Those who attended the meeting said the chief left with another member of the department.

There has been tension before between Agrafiotis and the commission over decisions made at the Police Department. Nine months ago, a petition signed by nearly 1,000 residents asked that Agrafiotis be removed for mismanagement, but no action was taken.

Alto, the Town Administrator told me MRI was called in and the part time chief was not even consulted. He told me he wants to finish his PhD and go to work for MRI. So his intent is NOT to go back into police work, except for a short time to complete his plan.

He knew what he was doing advocating hiring MRI. It was the political hacks who were too STUPID to realize MRI would write a report that condemned the APD.

Then, surprise, surprise, our TA is in quickly New Mexico, sipping margaritas and eating enchiladas as the MRI report hits like huricane Katrina...... and the righteous come forward to vanquish the wicked.

Rest assured, our great TA will be back here but working for MRI just like he told me he would! And MRI will be lucky to get him.
