Atkinson Selectman results will stand

Consentino to be sworn in tomorrow

ATKINSON — Selectmen’s Chairman William Friel said he would not be seeking a recount after losing to former police Chief Philip Consentino Tuesday night.
Consentino defeated Friel, 801-786, in the contest for a one-year term on the Atkinson Board of Selectmen.
“In my opinion, the negative image that would be created by a recount is not in the best interest of the town,” Friel said yesterday. “I respectfully stand behind the results of the election and will fully support Mr. Consentino as our new selectman.”
Consentino could not be reached for comment.
The election results continued to be the talk of the town yesterday as residents discussed Consentino’s victory.
“I think there’s an element of forgiveness in a lot of people,” resident Kay Galloway said. “I think they took into account that he has great respect for the service he’s done for town and they want to give him a second chance.”
Consentino was terminated in February 2013 as police chief by selectmen following an independent investigation. Town Administrator Bill Innes has not commented on why Consentino was dismissed.
Consentino faced questions about his dismissal throughout the campaign, but has said that all allegations against him are “lies.”
Resident Patricia Goodridge said she voted against Consentino.
“I feel really sad for Atkinson with the election of Phil Consentino,” she said. “There is so much information out there that he has been damaging to so many people in town. I just can’t believe that there would be that many people in denial.”
Goodridge said she hoped that increasing the number of selectmen from three to five in 2015 would improve things.
:(Consentino’s) only serving for one year and hopefully a bigger board will balance things out,” she said.
Consentino was with the police department for 45 years. He also headed the Elderly Affairs Department for about 20 years. He has helped seniors throughout the years by providing transportation to medical appointments and with other services.
He also previously served for nine years as selectman, although not consecutively.
Yesterday, Innes said he was getting ready for Consentino to join the board.
“He’s been a selectmen before, he knows the job,” he said. “He’s been elected and he will be seated.”
Consentino and fellow new selectman Harold Morse will be sworn in at 5 p.m. tomorrow. Their first meeting will be Monday night.
Resident Catherine Persson, 83, said she is looking forward to Consentino joining the board.
“I think it’s great,” she said. “He has done so much for the town of Atkinson. It’s unbelievable. There are very few towns that have people that would go out of their way for the people of town. He’s always there if you need help.”
While Consentino does have support from the older population, he has seen his share of controversy in town.
In 2011, the town paid Municipal Resources Inc. to do an independent audit of the police department. That 20-page report included about two dozen recommendations, ranging from updating policies and equipment to hiring more officers.
Earlier this year, police Chief Al Brackett recommended moving the elderly affairs department from the police department to the community center. At candidates’ night last week, Consentino was against that idea.

So lets look at his record of accomplishment as a selectman;

He had to be ordered by the Court to obey the law.

He LIED to the town trying to get BILLY an extra $2,000+/mo. in compensation while he was deployed in Kuwait, But this was only because BILLY LIED about his total earnings.

He Bought the towns first SUV without consulting the BudCom, Voters, or even a vote of his own board(something he lied in his flyer saying he would never do)

He created the towns first full time Lt. slot for BILLY without consulting the Budcom, voters, just putting it in the budget(something he lied in his flyer saying he would never do)

He lied about and slandered me at numerous selectmen meetings, resulting in my home and car being vandalized in his name.

He verbally abused an elderly woman, Jane COle, for asking him questions.

He while presiding over a meeting he was COURT ORDERED to avoid, he evicted Carol Grant and her wheelchair bound son into the col December night, not even allowing them to put coats on.

He lied about what he was spending town donation account money on.

He lied to the town claiming an old cruiser was not fit for use as a daily driver, then traded it for $300, and the next day his son bought it for $450, and used it as a daily driver.

He caused 9 lawsuits costing the town and its insurers millions of dollars in settlements and legal costs.

He verbally abused Carol Grant over the scenic byway project.

He increased the police budget by 200%

He SEXUALLY HARASSED a female employee

I voted against Consentino because of his many past actions of bullying and oppression against my good neighbors, including and most importantly, what happened last year to get him fired. Only a sociopath would try to get elected after his long and troubled career.

Where is the rest of Atkinson in defense of all of us? Maybe you'll be next.

Remember, the Lawrence Eagle Tribune has the same evidence about Consentino that was sent to CNHT.

Phil was elected by a majority.
One of 3 things will now happen.
1. He will run again next year and be a Selectman for life.
2. Some lawsuit or incident will knock him from his seat this year.
3. The AG will rule by Monday that due to his settlement with the town he can not take his seat.

So, the personification of evil has returned to the Town Hall. His reign of terror and corruption continues. A sad day for my beloved town of Atkinson indeed. One can only hope that, barring a miracle of his being forced to vacate the seat, that his tenure is just the one short year and that the other Selectmen have the courage to prevent him from carrying on as usual. Beware Philip V., Karma is a wicked mistress and eventually everyone gets what one deserves.

They say the Conman has and is voted in but has anyone called the state to investigate his past illegalities and actions to remove him ? If pressure were to be put on them to investigate the election laws,etc.then maybe they will make him step down instead of turning a blind eye to his past deeds. It is time to get them to make a ruling one way or the other or let the same old same old continue. $$$$$$$$$$$$$$$ are costly to us all!!!!!

I couldn't understand why he said to the rag paper that he gave that women's husband money for carpentry work...Well he was paying her monthly bills with elderly contribution money and reported it fraudulently while sexually pursuing her. 3/14 @ 8:52 PM, My answer to you is this - as long as you are anonymous why should I,in particular, have to do it. There are volunteer & elected officials who should be doing it as those being the elected people representing the electorate here. The remaining Conflict of Interest,selectmen,and Mr. Innes just to name a few officials responsible to the taxpaying voting electorate . They did take an oath to do what their jobs require of them in their capacities as elected officials.

It will be fun to watch the town admin squirm to keep the job. Whatever pride once was there is trashed, gone byby now by what he gotta do to survive. Advice--Go to Wal Mart and buy an old time mop. Fix the head up real nice and purdy. Wash it in woo lite so nice and soft. Now youse all set to Rump swab real good an the big cahuna may just let you keep your big paycheck and perks at taxpayer expense. That's the best you can hope for. Selectmens boy and with a mop.

Personally, aint enough money in Washington to get me to swab a rump. Be smart and, buy a couple extras so you can clean up the mess in the police station toilets. Now the prison inmate is gone, you gonna see some porcelain up close, the head honcho watch you do a real good job with the evidence.

We know you are good at sweeping dirt under rugs. Now you get to try to clean up the big messes as state and local officials examine evidence of crimes in Atkinson during your watch. You gonna be busier than a cat trying to cover crap on a marble floor.

Both men are still trying to make the town an honest one to live in and ,again , they do not live here in what has been described as the most laughable corrupt run town in the state.[ Guess who made it that way. Hint:Hint: law suits, looking the other way when it came to certain crimes committed in town, fired for cause and said to be of a sexual nature, and on and on and on. ] If you were to realize all this past stuff then you would stop your want for these things to continue on. I understand that Friel lost. What I can't understand is that the Conman won. It would have been better to have not vote at all rather than vote the Conman into office. How can any one say they had to vote for the Conman knowing what he has done over the lesser of the two evils who is Friel. I say the lesser of the two evils when Friel is a prince compared to the Conman. At least he hasn't caused any where the harm Conman has to the community. Garrity, the current Atkinson town moderator will not be able to take away our rights much longer. Calls for his resignation are due for restricting questioners at candidates night. Supposedly, he thinks he can control not only what people think but what they can say or inquire into. All because he thinks tough questions and the truth somehow are not what a good neighbor should do in the Town of Atkinson. Quite the contrary and this moderator is DEAD WRONG. It is the sacred duty of good citizens and taxpayer activists to expose candidates and public officials that should be disqualified or removed. That is what good neighbors do. Next time when he tries to restrict comments and questionshe will face the overdue calls for his resignation. I am calling for it now as he has shown his colors. That is, make people be nice to known crooks and thugs when we should be roasting their feet over the coals of their misdeeds. It is more apt and authenticate to say it like it is and address the honorable citizen as the good neighbor and the liar as the good liar and a pervert as MY GOOD PERVERT. Call it like it really is.

Clint Eastwood is not coming to clean up the crimes in Atkinson. It is up to YOU and it is up to us, citizens, to revolt and replace bad choices. As we all know a year ago Phil Consentino was FIRED from his position as police chief, and elderly affairs director, and he was fired for cause. What most Atkinsonians do not know is what that cause was. He was fired pursuant to a sexual harassment complaint from a female employee. It was investigated by a third-party firm, and the selectman, immediately upon reading their findings, decided to fire Consentino for CAUSE.

The accusers eight page complaint detailed almost 5 years of repeated sexual harassment from Consentino. YEARS of innuendo, suggestive comments, suggestive gestures, touching her, smelling her hair, groping himself in front of her, staring at her while touching himself, were all painstakingly detailed in her complaint.

I would ask what kind of pig would treat a woman this way, particularly a woman who works next to his wife, but we now know the answer to that question.



In his typical dishonest fashion, Consentino has claimed for a year now that he never got to tell his side. Initially he said he would fight his firing but he did nothing. At candidates night he got the opportunity to tell his side but declined, opting instead to threaten and swear at those asking the questions. Once a bully always a bully.

In case you are wondering about the veracity of the complaint, it was thoroughly investigated. He was fired and chose not to fight it. To avoid prosecution Phil, the Town, and the victim, settled out of court. She was paid $50,000, her lawyer another $50,000, and was sworn to non disclosure.

Now, Consentino could have stayed retired and over time people would have forgotten, much like Bill Clinton, and he would have enjoyed the well wishes of the town, but his ego would not allow that. He chose to throw his hat into the ring for selectman, once again.

In ignorance of the reasons for his firing the good people of Atkinson elected him (once again) to the position of selectman, without knowing they had placed a Sexual Harasser back in as BOSS over the very woman he harassed. There is no way this can end well for the town.

Over the years of Consentino’s tenure as police chief he has been the direct cause of no less than 9 legal actions, resulting in millions of dollars in settlements and legal expense.

He began his tenure as police chief by misappropriating funds, according to the suit filed by former selectman Wayne Peak. This suit, and Phil’s counter suit for defamation, ran for nearly SIX YEARS! resultinng in, reportedly, one of the largest civil settlements in state history. The case is sealed.

He progressed to numerous labor actions, even being ordered by the NHPELRB to “cease and desist” from “bullying, harassing, and intimidating his officers.” HE claimed, once again, that he never got to tell his side of the story.

Over the years Consentino has bullied and intimidated everyone who criticized his actions whether they were inappropriate, or illegal.

Bill, to answer your question, I will assume you are talking about gasoline. We have for YEARS used the most expensive stations available. Skelley Mobil across the 495 bridge in Haverhil, because he was a friend of Phils. ad the Mobil station at the 121/125 fork.

When i was on budget I asked why we did not use the Atkinson Sunoco station, I never got an answer. I asked why we did not use the Couty station in Kingston WHICH WAS CHEAPER. Phil was adamant that we would not.

NO this has not gone out to bid.

Very few people would have run for election after being fired, let alone fired for sexual assault of a married subordinate public employee. One would certainly suffer from delusions of grandeur and narcissism to behave this way. He would be a sociopath to show no reorse for his victims and further to hold himself to be the victim.
Statistically speaking only 4% of the population are sociopaths but their impact to the public is significant.

In the long run it would be cheaper for installing a gasoline tank and metered pump in town. That way there is a close eye on the gasoline cost and the police and fire vehicles will be in town not else where filling up.That way the vehicles can be filled up at any time of day or night w/o having any loss of time going to calls. - - Of course a valid card with the "purchaser"id would have to be on it with the vehicle id as well. That stops theft and misuse of the fuel.

Presentation to the Timberlane District School Board

March 20, 2014

My name is Arthur Green, of Sandown. I am scheduled to be sworn in to the Timberlane Budget Committee in a few days, but I appear today as a private citizen.

This being the first meeting since election day, this is the Board’s first opportunity to deliberate the rejection of the proposed budget, and the resulting changes needed to operate on default budget for 2014/15.

I was surprised and concerned to learn from coverage in the Eagle Tribune March 14 that Dr. Metzler plans to carry on with the Full-Day Kindergarten which was the principal new feature of the proposed budget.

I don’t wish to debate the merits of this program, on which there are differences of opinion. I wish to focus exclusively on the implications of the default budget. The default budget does not include the new Full-time Kindergarten positions, benefits and furniture purchases, which means that the program is not funded.

As a voter, my expectation is that Full-time Kindergarten has been eliminated from the budget. I believe that my expectation is widely shared, particularly amongst those who voted against, and defeated, the proposed budget.

I am fully aware that the district operates on a bottom-line budget, and that funding can be redirected from the approved budget lines. However, budget training material published by the LGC in 2012 entitled “The Municipal Budget Process” states that a default budget means a budget freeze, and no new purposes.

It may well be that the Timberlane District has legal advice that there is no prohibition to proceeding with the program if the money can be reallocated within the voted default budget. But I do not see how the district can take that course yet still claim to have heard the message sent by the voters.

The program is claimed to be funded by fees, so the board may hope that there is no net expenditure. But the voted default budget restricts expenditure regardless of the claimed offsetting revenue.

No Full-Time Kindergarten.

On March 14, Dr. Metzler released a video with the very alarming suggestion that the coming (2014/15) year would not be passing on a “significant” surplus to the 2015/16 year. Every dollar of surplus spent in the coming year is an additional dollar to be raised in taxes the year after.

Timberlane has deliberately carried forward a significant surplus from year to year – for the past five years it has been consistently about $2 million. I have repeatedly heard this surplus defended in budget committee as a prudent buffer against unexpected emergencies, and I agree with the need for a contingency. The 2015 default budget fully funds all non-discretionary increases from the 2014 baseline, so adhering to the default budget is no justification to draw down the surplus. If the Full-time Kindergarten program is truly self-funding as claimed, it gives no reason to draw down the surplus.

If the surplus is spent, the consequences for the December 2015 tax bill will be severe. For example, in Sandown the December 2014 school tax bill will go up an average of 7.6% based on the default budget alone. If we did not have the $2 million surplus this year, that increase would double to 15%. We don’t know yet, of course, what the school tax rate will be for 2016, but without the surplus to offset it, it will be a catastrophe to many taxpayers of this district.

I have two requests to make of the School Board. I call upon you to vote up or down on the Full-Time Kindergarten program. This program is contrary to the clear intent of the voters in holding the district to a default budget. If it proceeds despite that let it be because this board takes a vote.

Second, I call upon you to give direction to the administration that the surplus must be conserved. If the district proceeds to spend all the funds allocated through the default budget, let it be because this board takes a vote.

I look forward to taking my place next week on the budget committee to help the district deliver an excellent, effective, affordable education program for the students of our towns.

The Timberlane school board just barely avoided defeat at school deliberations. Financially strapped taxpayers from Sandown, Atkinson and Danville showed up in big numbers. Next year they will put a stop to these excesses. But only if you turn off the TV. One proposal voted on but defeated will come up next year. The $725,000 pitch for AstroTurf for the kiddies to play on. Had enough? Come to the school deliberative session about. HOW TO SPEND YOUR MONEY.

Hmmmm. Can our Atkinson home grown thugs join that budget committee? I mean, the ONLY topic of conversation is the current and future actions of the committee! The past doesn't count. Just like our own candidates night.

Another thought, how come the women of this town don't band up as a group with signs and start going to Selectmen's meetings? Jump up and down outside town hall too with their signs and get the pictures in all state newspapers and on TV too. Yes, the selectman will make the call and his Atkinson police take you away in cuffs.

Isn't It is up to the women first and foremost to protect the other women and children in town. The men might just shrug their shoulders. Ok women, you got spunk? Or you going to run away from responsibility. You going to sit on your hands?

From 7:22a.m. to 1:03 p.m. and others of concern, Where was it I said county regarding refueling the towns vehicles? I feel it is best to have the fuel pumps in town. I forgot to mention safety issues by having to go out of town to refuel in any police or fire calls that may come up.

Women are very effective. Getting into military academy, combat roles in the military. Taking jobs that were traditionally male jobs. Putting pressure on men to feminize themselves and abdicate their testicular fortitude. Very commendable! So it is very puzzling the women that know of this sex scandal at the Atkinson police station, against a woman, have not called each other, banded together and marched into the selectmans meeting. You would think that taking care of one of their own not to mention prevent future pandering would at least rank somewhere at least in the middle of their todo list regarding male dominance. Perhaps under the category "Get Even". Women lobbied for those combat roles but from the evidence, they choose not to organize and fight. Baking brownies and serving them at Deliberative Session. That's the proven role of organized women at work in the sleepy town of Atkinson. Make a brownie, serve a brownie. See no evil, hear no evil, but smell the brownies.

Why not choose to strut your stuff and organize?

They offer lunch at the deliberative session as one of their many fund raising events that the proceeds go right back to our community. These wonderful ladies do a great service for our town and should be thanked and not ridiculed for doing the job our Selectman should have been doing. Past present and future boards should have never allowed this town and it's residents the abuse by people they put in power. PERIOD!

The Conmans wife should be taking him to get help and make him resign from all official town activities . Its amazing that she puts up with his sick antics and works in her job while he does his crazy things to the women he is around. There seems to be few if any officials of real manly stature so lets elect more women onto the BOS to do what should be done in the town. JMHO

What amazes me is that it continues when all they have to do is look back at all of what has happened. I question what he is up to when police records and the department personal files are not for the publics use or to be seen by them. The records of daily activities that are published in the newspapers are the exception. I can't say they are always published as they happen for the publics reading and knowledge.

Selectmen have no right to ask or demand any records unless its because of a past happening that is or was brought about by a valid public complaint , court related [by court direction],etc. I do hope he is watched and if he does this that he is taken to task and accountable. He had/has no right to investigate any person or department unless there is documented reason[s]via valid complaint by some one or department, even the selectmen.
